Subject: justification letter for expanded frequency range 450 – 512 MHz You have asked the applicant for justification to have the 450 – 512 MHz freq range appear on he face of the FCC Grant of Certification for a Part 90 Certification. This frequency range contains frequencies regarded as usual & customary by United States Federal Government and its various departments, user organizations and the military to appear on the face of the equipment Grant of Certification. (1) The applicant plans to ensure that USA users, other than those specifically identified in this letter, not operate within bands which are not allowed by the Part 90, as controlled by the users’ FCC station license. (2) This device will not be marketed to USA users, other than those identified in the letter, namely the US Government and its various departments & military, for operation in frequency range out of Part 90. Programming of transmitter frequencies can only be performed by the manufacturer or authorized service and maintenance personnel. Sincerely, ------------------------------- Stone He/ Manager
Lisheng (Fujian) Communications Co., Ltd. 5#,Chongxiang St.,Econ.&Tech.Area,Quanzhou,Fujian,China Tel: +86-595-22419993 Fax: +86-595-22419993 Letter for Label Proposal FCC ID: 2AB2FLS-A8-UHF Mar. 27, 2014 Equipment Authorization Division Office of Engineering and Technology Federal Communications Commission 7435 Oakland Mills Road Columbia, MD 21046 Dear Sirs: Lisheng (Fujian) Communications Co., Ltd. requests acceptance of the labeling proposal described below for transceivers bearing FCC identifier 2AB2FLS-A8-UHF. The subject transceivers are compact handheld models as shown in figure 1, authorized under 47CFR Part 90 for Land services. Figure 1. Because the majority of the transceiver housing is composed of display, speaker, operating controls, and a removable battery pack, there is extremely limited space available to attach the required label carrying the FCC identifier. Attaching the label to the battery pack is not acceptable because the battery pack is a removable item. For this reason, Lisheng (Fujian) Communications Co., Ltd. proposes placing the label carrying the FCC identifier inside the battery compartment as shown in figure 2. Lisheng (Fujian) Communications Co., Ltd. 5#,Chongxiang St.,Econ.&Tech.Area,Quanzhou,Fujian,China Tel: +86-595-22419993 Fax: +86-595-22419993 Proposed Label Location on EUT Figure 2. The consumer packaging for these models includes the battery pack as a separate item, NOT installed on the radio. As such, the FCC identifier will be readily visible to the user before the battery pack is installed and whenever the battery pack is removed or replaced. In this location, the label will also be protected from physical abuse and remain readable for the anticipated life of the device. The consumer packaging for these models is a "gift box" which does not allow the transceiver to be seen at time of purchase. In order to meet the requirements of 47CFR Part 2.925 (d), Lisheng (Fujian) Communications Co., Ltd. will add the FCC identifier "2AB2FLS-A8-UHF" to the outside of the consumer "gift box" packaging. Sincerely yours, ------------------------------- Stone He/ Manager

1 Operation Description RF Configuration Chart This circuit, we adopt the project of low local oscillator. The frequency range is 450-512MHz. First intermediate frequency (IF) is 38.85MHz. Second IF is 450KHz. In the circuit, we use PLL (Phase Locked Loop) to make the receiving/transmitting more stable. ANT 1. VCO Circuit The receiver use low local oscillator to operate, the circuit is made up as follows: In the circuit, the RX local oscillator is made up of Q105. The TX local oscillator is made up by Q104, their oscillator frequency are controlled by RX voltage control circuit which is made up of D104 and D106, the TX is controlled by voltage control circuit which consist of D101、D102、D103、D105. During operating, the circuit will be on RX or TX status. After RX/TX oscillated, the signals are sent to the AMP (amplify) circuit which consists of Q101 and Q102, to amplify. The signal is divided into two parts after being amplified. One part returns to PLL IC100 to balance to get the voltage difference, then the voltage difference will pass the lowpass circuit to filtering and control the RX/TX voltage control circuit. The other one will be sent to the RX/TX change-over switch D108、D109, which will divided into two parts of signals, one part will send to TX channel to amplify again, and the other parts will send to RX Mixer to mixing. Communal Channel RX-AMP MIXER Modulation Audio Power AMP 450KHZ TX-AMP TX-Push PLL AF-process Double Frequency 19.2MHZ Speaker MIC 2 In the circuit of audio, DCS, CTCSS modulation, the audio frequency are sent to audio baseband which inside IC400 for processing by MIC. After the audio frequency is processing, it would be sent to VCO to modulate. In IC400, the DCS and CTCSS signals generate two parts of signals, one is sent to VCO to modulate, the other one is sent to the XC1 to modulate. 2. The RX Circuit In the receiver circuit, the HF signals received from ANT, pass the communal channel (lowpass circuit) and enter the RX High-AMP Q211 to amplify. The amplified signals and the local oscillator signals from PLL are sent to the mixer Q210 to mix. After mixing, the signals are filtered by XF204、XF205 and get the first IF signal 38.85MHz. Re-send it to IC201 for the second mixing and get the second IF signal 450KHz, and demodulate it to get the AF signals, then the AF signals are sent to IC400 for DCS, CTCSS processing and AF filtering, finally the signals are sent to IC500 to amplify and spoken out by speaker. AF-Amplify (AMP) Circuit In the circuit, the signals modulated by IC201 are sent to IC400 to process DCS, CTCSS and frequency response of AF. After processing, the signals are sent to audio power amplifier which made up by IC500 and related periphery circuit to amplify and push the speaker. 4. The TX circuit In the TX circuit, the HF signals generated by VCO, are sent to the Q204、Q200 to amplify. Finally, the signals will be sent to Q203 to amplify the power. The amplified power will re-pass the RX/TX switch tube made by D204, and send out by ANT through the communal channel. ANT 5. Microprocessor (MPU) The CPU system, which is made up by IC400, works on X801(32.768KHZ)to control the whole functions. 6. Emergency Call Circuit CPU will send out emergency calling signals when you press Emergency Call button. One is sent to VCO to modulate and send out by TX channel. The other one is sent to the audio power amplifier to amplify and send out emergency calling tone through the speaker. 7. Tune up procedure The test frequency of this project covers 450MHz~512MHz. 1. It must provide an operational voltage (3.7~4.2V DC) to turn on the device and on one certain channel in service mode by means of company proprietary software. 2. The maximum gain of each individual device are adjusted until the target value met. Output power of range: 36.5 ± 1.0 dBm
