For software that is accessed through manufacturer’s website or device’s management system, describe the different levels of security as appropriate. Because every update must be signed by the OEM’s private key— which is held in a Secure Build Facility—it is impossible for a user to "obtain" an update from an unauthorized website and "install" it. The hardware's Primary Boot Loader (PBL) simply will not execute code that lacks the correct signature. 2 Describe the RF parameters that are modified by any software/firmware without any hardware changes. Are these parameters in some way limited such that any other software/firmware changes will not allow the device to exceed the authorized RF characteristics? The device's RF characteristics are defined by the Board Data File (BDF), which contains the hardware-specific calibration parameters and power tables. These parameters—including output power levels, frequency ranges, and gain settings—are modified exclusively through firmware/software updates without requiring hardware intervention. The device does not permit any user-level configuration of RF-related parameters through the Graphical User Interface (GUI). To ensure the device does not exceed authorized RF limits, the software implements Hard-Coded Regulatory Constraints. The Regulatory Domain (Country Code) is statically defined within the system software, acting as a high-level governor. This configuration Internal ensures that even if the underlying BDF file is altered, the RF driver enforces a 'lowest-common-denominator' power ceiling and restricts channel availability based on regional compliance standards. This multi-layered software architecture creates a logical 'sandbox' that prevents any firmware modification from operating the hardware outside of its certified RF envelope 3 Describe in detail the authentication protocols that are in place to ensure that the source of the RF-related software/firmware is valid. Describe in detail how the RF-related software is protected against modification. The RF software is protected by a Hardware-Backed Root of Trust via Android Verified Boot (AVB 2.0). Since the system operates as an Access Point (AP) without a user interface, the attack surface for local modification is eliminated. Integrity is enforced via dm-verity, which performs real-time block-level verification of the firmware partitions. Any unauthorized modification to the RF binary would result in a signature mismatch, preventing the Wi-Fi HAL from initializing. Furthermore, by utilizing WPA3-Transition mode, the system mandates Protected Management Frames (PMF), ensuring the integrity of the RF control plane against over-the-air protocol injection. 4 Describe in detail any encryption methods used to support the use of legitimate RF-related software/firmware. The RF-related software and firmware are authenticated via the Qualcomm Peripheral Image Loader (PIL). All binary images are digitally signed using the OEM/Vendor private key. The hardware- backed Primary Boot Loader (PBL) and the Hypervisor enforce a strict chain of trust, ensuring that only cryptographically signed images are loaded into the connectivity subsystem. This prevents any unauthorized or 'unsigned' RF software from ever being executed on the hardware. 5 For a device that can be configured as a master and client (with active or passive scanning), explain how the device ensures compliance for each mode? In particular if the device acts as master in some band of operation and client in another; how is compliance ensured in each band of operation? The device ensures regulatory compliance through a Firmware-Level Regulatory Engine. Although the hardware supports both Master and Client modes, the software configuration is statically limited to Access Point (AP) mode for CarPlay functionality. Compliance is enforced by the Qualcomm WLAN Regulatory Domain Manager, which utilizes a hard-coded Country Code to index a read- only table of permitted channels and power levels. In scenarios where the device operates across multiple bands, the driver maintains independent state machines for each frequency range. For instance, in the 5GHz band used by CarPlay, the device operates as a Master according to strict EIRP (Effective Isotropic Radiated Power) limits. If any background processes utilize other bands in Client mode, the software mandates Passive Scanning on restricted channels to prevent unauthorized transmissions. Because there is no User Internal Interface (UI), these regulatory parameters are inaccessible to the end- user and cannot be modified to exceed certified characteristics. Third-Party Access Control 1 Explain if any third parties have the capability to operate a U.S.-sold device on any other regulatory domain, frequencies, or in any manner that may allow the device to operate in violation of the device’s authorization if activated in the U.S. Third parties do not have the capability to operate the device outside of its authorized U.S. regulatory domain. The RF characteristics are protected by a Hardware Root of Trust and a Cryptographic Chain of Trust. Specifically, the regulatory constraints are embedded within signed firmware binaries that are authenticated by the Qualcomm Secure Boot process and Android Verified Boot (AVB).
