Failure to comply with these precautions or with specific warnings in this manual may violate the safety standards of design, manufacture and intended use of the equipment. Cobham assumes no liability for the customer's failure to comply with these requirements. If the equipment is used in a manner not specified by the manufacturer, the protection may be impaired. During transmission the AVIATOR UAV 200 SATCOM terminal can radiate microwave power in any direction not screened by the aircraft fuselage. High levels of radio frequency radiation are considered harmful to health. Although all countries have not agreed upon a single value, the American National Standards Institute (ANSI/IEEE C95.1-1999) recommends that according to General Public Requirements a person should not be exposed to radiation stronger than 1 mW/cm 2 at the frequencies used in this terminal. Accordingly, the operator of the system should ensure that no person should approach within 50 cm (1.6 ft) of the terminal when it is transmitting. Electrostatic Discharge Caution The terminal contains items that are electrostatic discharge (ESD) sensitive. Use approved industry precautions to keep the risk of damage to a minimum when you touch, remove or insert parts or assemblies. Under extreme heat conditions or prolonged transmission periods, do not touch metal parts of the AVIATOR UAV 200, as this may result in injury. PROJECT: AVIATOR UAV 200 Date: Issue: Author: Page: 02/12/2019 A.0 Spammer, Fanus 1 OF 3 Form #: 875-A0067 iss 2.0 Addendum to Confidentiality Request: FCC rules 47 CFR 0.457 and 0.459 FCC ID: 2AS39-AVIATORUAV200 Cobham Cape Town submitted a request for long-term confidential treatment of all of the information accompanying the FCC application as listed below, i.e.: 1) Block Diagrams 2) Schematic Diagrams 3) Part Lists 4) Internal Photos of the sealed antenna feed board subassembly affixed to the AVIATOR UAV 200 5) Operational Description These materials contain trade secrets and proprietary information not customarily released to public and the public disclosure of these matters might be harmful to the Applicant and provide unjustified benefit to its competitors. The antenna feed board contains the integral antenna. Its design is an essential part of our intellectual property. We keep information on its design confidential. Thus, the information is not available in the public domain. As such, the details are not shown in marketing materials nor in manuals associated with the radio transceiver. This subassembly is attached to a mechanical part (the midplane) by means of screws. The midplane is a solid aluminium part except for four connector holes. The radome for the antenna subassembly is then bonded to the midplane with an epoxy. The radome that covers the antenna subassembly is optically opaque and can only be removed at the factory by cutting it off. The radome completely covers the antenna feed board. We are not seeking long-term confidentiality for the internal photographs of the other two circuit boards that make up the device (i.e. the modem board and the RF board) as those boards are accessible without destroying a portion of the device, unlike the antenna feed board. As such, we submit that the antenna feed board presents the sort of exceptional case discussed in KDB Publication 726920, Confidentiality Request Procedures, pertaining to long-term confidentiality for certain internal photos if the information shown on the photo is a circuit board or internal component not accessible to users. In conclusion, the FCC granted long term confidentiality of all documents listed above including internal photographs of the antenna array. The FCC granted similar waivers of the Part 87 rules to Thrane & Thrane in September 2018 to permit authorization of similar equipment." Indeed, the UAV 200 utilizes the same radio module as specified for the radios described in the September 2018 waiver requests. There, the Commission agreed that grant served the public interest to allow provision of "high-speed data and voice capabilities on aircraft."? The agency has also granted similar waivers to EMS, 47 C.F.R. § 1.925(b)(3). See Letter dated September 13, 2018, for the Aviator 700D, from David E. Description 0/ the Equipment The UAV200 supports Inmarsat Swiftbroadband signals using QPSK as well as 16-point and 4- point Quadrature Amplitude Modulation (16QAM, 4QAM). The UAV200 transceiver provides one baseband communication channel capable of supporting simultaneous full-duplex of SwiftBroadband nonvoice data functionality. The System functions in the 1525-1559 MHz receive band and 1626.5-1.660.5 MHz transmit band. The UAV200 transceiver will meet the technical requirement of Part 87 AMSS rules with respect to output power, spurious emissions, intermodulation and frequency stability. As the FCC has acknowledged, Inmarsat's Swlftfsroadband service "offers higher data rates by utilizing more efficient modulation techniques.:" Grant of the instant waiver request would serve the public interest because the Part 87 rules have not yet been updated to reflect the Inmarsat SwiftBroadband emission types and bandwidths.
