Helen Zhao Subject: FW: SAMSUNG ELECTRONICS CO., LTD., FCC ID: A3LSMTW6100, Assessment NO.: AN06T5597, Notice#1 4/5/2006 From: Kwon, James Sent: Tuesday, April 04, 2006 6:19 PM To: Helen Zhao Subject: RE: SAMSUNG ELECTRONICS CO., LTD., FCC ID: A3LSMTW6100, Assessment NO.: AN06T5597, Notice#1 Hi Helen, Thanks for your further comment. Pls refer to below. Thanks and have a nice day. James Kwon -----Original Message----- From: Helen Zhao Sent: Friday, March 24, 2006 5:37 PM To: Helen Zhao Subject: SAMSUNG ELECTRONICS CO., LTD., FCC ID: A3LSMTW6100, Assessment NO.: AN06T5597, Notice#1 User manual: Question #1: This is a WiFi phone, a portable device, but the user manual contains the following statement: "The antenna(s) used for this device must be installed to provide a separation distance of at least 20 cm from all persons...", which is not applicable. Please revise the user manual. [James] Sorry. Deleted. Question #2: The user manual address EU RF exposure requirement only, it lists 0.842 as highest SAR value, this may be test result per CE standard, since this device is seeking FCC approval, please address FCC RF exposure requirement. Please note SAR value is not required to list on the user manual, but if you choose to list, then it must be correct. [James] Updated and uploaded it. EMC test report: Question #3: This device comes with battery charger, please advise whether the device can be operating when the device is in charging mode. Most likely, it can, so power line conducted emission test can not be waived. Please submit power line conducted emission test data and test setup photos. [James] We proceeded this test, and uploaded "updated RF test report" Question #4: The EMC test report does not indicate data rate for several test items: 6dB bandwidth test, radiated spurious emission test, RF conducted spurious emission test. [James] We updated "RF test report". Question #5: The EMC test report does not indicate how the device is tuned to the required channel for testing purpose, by software installed in the device, controlled via a notebook PC. [James] We updated "RF test report". SAR test report: Question # 6 : The SAR report indicates that head test was done on 3/7/06, body test on 3/9/06, but only one system validation plot was submitted. Based upon OET 65 supplement C, system verification must be done daily (see page 43). Some head test plots show 3/8/06, please confirm it is still within 24 hours after system validation on 3/7/06. If yes, please submit system validation plots of 3/9, otherwise, submit plots of 3/8 & 3/9. [James] 3/8/06 Plots are within 24 hours after system validation on 3/7/06 and please refer to the time on top of each plot. Validation plot of 3/9 was inserted in the revised SAR test report. I uploaded SAR test report updated. Question # 7 : The EMC test report shows the highest power output is 17dBm (avg) for 11b and 15.5dBm (avg) for 11g. But the SAR report indicates the maximum RF conducted power is 16.42dBm for 11b and 15.44dBm for 11g. Based on FCC TCB training notes and check list provided to TCB: "Conducted power in SAR report should be greater than or equal to what in EMC report, but not exceeding tune-up/tolerance". You may need to report power setting in each channel, compared to EMC report, so that you may not need to repeat all the SAR test, but definately, some retesting is necessary. [James] There was some mistakes. The right value is 17 dBm and 15.5 dBm. The SAR test report was revised. Please refer to the SAR Test Result Table on page 14 & 15. We uploaded SAR test report re-updated. Question # 8 : The SAR report does not contain power reference measurement procedure in Evaluation procedure. Please add this information. Or if I overlooked it, please let me know the page number. [James] Please refer to page 4 of the revised SAR test report. Question # 9: This is for your information. Page 10 of SAR report "Tissue DIELECTRIC PARAMETERS" lists 39 as Head Permitivity limit, which should be 39.2. Please update test report. [James] We updated SAR test report. Question #10: Based upon OET 65 supplemental C page 40, "If the SAR measured at the middle channel for each test configuration (left, right, Cheek/Touch, Tile/Ear, extended and retracted) is at least 2.0 dB lower than the SAR limit, testing at the high and low channels is optional for such test configuration(s)." The SAR report - Summary of Results indicates most of head postions were tested at middle channel only, even though SAR value is around 1.2 W/kg, way above 0.8 W/kg. Please retest at low and high channels for left Tilt, right cheek, right tilt position. On the other hand, based on the test result at middle channel, reseting low and high channel for body rear is not necessary. [James] Testing at the high and low channel for Left tilt, Right cheek and Right tilt position was fulfilled. Question #11: The user manaul indicates the device has a headset port, but body positions (front/back) were not tested when headset was connected to the device. Based upon OET 65 supplemental C page 41, "Devices with a headset output should be tested with a headset connected to the device." Please retest these two positions when headset is connected, if the manufacturer provides the headset, use the special headset, otherwise, use whatever on the market which meets device spec. [James] All measurements for Body were conducted with an ear phone connected to EUT. I just missed to take setup photos with an earphone. Please refer to setup photos in the revised test report. Sorry for making you confused. Question #12: Please show antenna location in Appendix A EUT photographs. [James] Please refer to the revised test report Best Regards, Helen Zhao 4/5/2006 The items indicated above must be submitted before processing can continue on the above referenced application. Failure to provide the requested information within 30 days of the original e-mail date may result in application dismissal and forfeiture of the fil…

Communication between the device and the tester was established by air link. Measurements were performed on the lowest, middle and highest channels of the operating band. The EUT was set to maximum power level during all tests and at the beginning of each test the battery was fully charged. The DASY4 system measures power drift during SAR testing by comparing e-field in the same location at the beginning and at the end of measurement. 1.7 EVALUATION PROCEDURES - Power Reference Measurement Procedures The Power Reference Measurement and Power Drift Measurements are for monitoring the power drift of the device under test in the batch process. The Minimum distance of probe sensors to surface determines the closest measurement point to phantom surface. The minimum distance of probe sensors to surface is 4 mm. This distance cannot be smaller than the Distance of sensor calibration points to probe tip as defined in the probe properties (for example, 2.7 mm for an ET3DV6 probe type). - The entire evaluation of the spatial peak values is performed within the Post-processing engine (SEMCAD). The system always gives the maximum values for the 1 g and 10 g cubes. The algorithm to find the cube with highest averaged SAR is divided into the following stages: 1. The extraction of the measured data (grid and values) from the Zoom Scan. 2. The calculation of the SAR value at every measurement point based on all stored data (A/D values and measurement parameters) 3. The generation of a high-resolution mesh within the measured volume 4…
