This procedure recognizes when a “9-1-1” call is made and, at such time, will override any programming in the mobile unit that determines the handling of a non-911 call and permit the call to be handled by other analog carriers. AFFIDAVIT FOR ESN PROTECTION OF CELLULAR MOBILE TELEPHONES We hereby certify that the Portable Cellular Telephone (FCC ID: A3LSPHA500) is so designed that it complies with all the requirements for ESN protection specified in Sec.22.919 of the FCC Rules. a) The transmitter in service has a unique ESN. b) The ESN host component is permanently attached to a main circuit board of the mobile transmitter and the integrity of the unit operating software cannot be altered. The ESN is plated from fraudulent contact and tampering. The ESN is encoded using multiplication by a polynomial and the ESN data programmed in the memory with other information. c) The ESN is factory set and cannot be altered, transferred, removed or otherwise able to be manipulated. Cellular mobile equipment is specifically designed such that any attempt to remove, tamper with, or change the ESN chip, its logic system, or firmware originally programmed by the manufacturer will render the mobile transmitter inoperative. The attachment(s) to the application is (are) identified as "PCTEST Operational Description SAR Report" is marked confidential. This report contains trade secrets and commercial information that are customarily guarded from competitors and are never released to the public. Section 0.457(d)(2) stipulates that such material will be withheld from routine inspection if it is shown that the material contains the type of information specified in the preceding statement. Tri-Mode Phone: FCC ID: A3LSPHA500 Gentlemen: This letter is in response to your review of the TCB grant for the subject FCC ID as set forth in your letter of June 7, 2002. In the letter seven specific issues were raised. Responses to those issues follow as numbered in your correspondence: 1. SAR test data was inadvertently missing from the filing for unknown reasons. However, a system of quality checks has been instituted to insure that all future filings will have all necessary information contained in the filings. 2. A separate plot of the band from 869 to 894 MHZ with the unit to show compliance with 22.917 (f). operating in CDMA 800 MHz mode has been taken and is contained in the test data. 3. PCTEST Lab has investigated the conducted spurious emission at 881 MHz shown on the conducted spur plot. The original plot was taken with the system operating in a test setup in a location near a CTIA system verification test platform which may have coupled an ambient signal into the AMPS test system. Based on a recheck of the data plot with the AMPS system moved to a shielded room location, the spur at 881 MHz is not present when operated on channel 0991. In addition, a separate plot spanning 869 to 894 MHz with the unit on channel 991 was taken. This plot does not show a spurious emission at 881 MHz. 4. Please find attached additional SAR tests per P1528 power rule and supplement C procedures. 5. The PCTEST Lab ALIDX-500 system version 4.08 has calibration software built into the system. This software is commercially available from IDX and is used by PCTEST Lab for calibrating probes used with the IDX system. 6. PCTEST Lab is currently reviewing the document for which they requested confidentiality to insure that it conforms to the requirements of the FCC rules for withholding information. Test data that is contained in the report has been left in the report to facilitate review of the report by the FCC. However, the test data contained in this section has been duplicated and submitted in a public file along with the SAR plots. The “PCTEST operational description SAR report” contains confidential business information that PCTEST Lab does not release to the public and accordingly does not wish to have made available to the public via the FCC files. PCTEST Lab is aware that the issue of confidential treatment of this report is under review by the OET legal counsel and possibly by the Office of General Counsel of the Commission. PCTEST Lab wishes to express its appreciation of the manner in which the Commission handled the issues regarding this filing.
