American Telecommunications Certification Body Inc. 6731 Whittier Ave, McLean, VA 22101 May 2, 2006 RE: Acer, Inc. FCC ID: HLZBL503G I have a few comments on this Application. Depending on your responses, kindly understand there may be additional comments. 1.) The Label exhibit is missing for this device. Please supply a label as appropriate. 2.) There are no Schematics supplied for this project. Please supply Schematics especially for the Licensed transmitter section. 3.) The Parts List supplied does not include any description or listing of any transmitters other than unlicensed Bluetooth or 802.11a/b/g. Please supply an appropriate Parts List for this device. 4.) An RF Exposure estimation (MPE) is required for this device. Please provide. In addition, due consideration must be given if either the WLAN or Bluetooth transmitter is capable of usage simultaneously with the Licensed transmitter for this RF category “Mobile” configuration. 5.) It is recommended that an Agent Authorization letter from Acer to Sporton also be provided. Please provide at your first opportunity. 6.) FYI: The labeling issue may be critical for this filing. There are three potential transmitters which may or may not have their own full or limited Modular Approvals inside a notebook computer which may or may not need it’s own ID. Kindly take particular care of labeling for this computer. William H. Graff President and Director of Engineering mailto: [email protected] The items indicated above must be submitted before processing can continue on the above referenced application. Failure to provide the requested information may result in application termination. Correspondence should be considered part of the permanent submission and may be viewed from the Internet after a Grant of Equipment Authorization is issued. The labels for WLAN and BT have been supplied - thanks. As it stands (1.) the FCC ID: HLZBL503G should apply to the entire notebook computer with built-in GPRS card, yes? Or (2.) is the "bare bones" computer covered by a separate DofC authorization, and we are simply doing an LMA on the GPRS card/notebook PC combination only. If (2.) then a Limited Modular Approval letter (LMA) would need to be presented. 2.) Still no schematics. 3.) Still no revised parts list (see my note of May 2). 4.) Still no tune up procedure. 5.) MPE estimation makes no mention of antenna gain, and no calculations are shown. 6.) Still no agent authorization letter. Bill ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ ~ William H. Depending on your responses, kindly understand there may be additional comments. 1.) This device requires a Tune Up procedure. My apologies for this omission on my previous review of this filing. Kindly be sure that RF power target values are included. 2.) The label for this device does not contain the information the required two-part compliance statement 15.19(a)(3). I acknowledge that the statement exists within the Manual, however FCC interpretations require that all devices larger than the palm of the hand require this statement on the EUT itself. Please advise. 3.) There are two other separately certified devices which are also affected by this Application. They are FCC IDs: PD9WM3945ABG and QDS-BRCM1018. Kindly confirm if a Class II PC has been performed on these other filings considering the EMI spurious emissions interaction with HLZBL503G. 4.) Your April 28 email states that SAR was performed for client reference only and should not be considered for this RF category “Mobile” device. This is acceptable. However, this also implies that the SAR references within the Manual are unsubstantiated. Kindly review the last page of the Manual and remove all unsubstantiated claims for RF Exposure. William H. Document No.: 632818 RF Exposure Test Report Date: May 02, 2006 FCC ID: HLZBL503G Sporton International Inc. This report man not be reproduced, expect in full, without the prior written consent of Sporton International Inc. RF Exposure Test Report for Acer BL50 Equipment : Notebook PC Trade Name : Acer Model No. : BL50 FCC ID : HLZBL503G Filing Type : Certification Applicant : Acer Inc. 8F, 88, Sec. 1, Hsin Tai Wu Rd., Hsichih Taipei Hsien 221, Taiwan, R.O.C. ‚ Without written approval of SPORTON International Inc., the test report shall not be reproduced except in full. SPORTON International Inc. 6F, No.106, Sec. 1, Hsin Tai Wu Rd., Hsi Chih, Taipei Hsien, Taiwan, R.O.C. Document No.: 632818 RF Exposure Test Report Date: May 02, 2006 FCC ID: HLZBL503G Sporton International Inc. Maximum Permissible Exposure Test Report for BL50 1.0 Introduction The report has been prepared on behalf of Acer BL50 to show compliance with the RF Exposure. 1.1 Requirements Three different categories of transmitters are defined by the FCC in OET Bulletin 65. These categories are fixed installation, mobile and portable and are defined as follows: ƒ Fixed installation: fixed location means that the device, including its antenna, is physically secured at a permanent location and is not able to be easily moved to another location. Additionally, distance to humans form the antenna is maintained to at least 2 meters. ƒ Mobile Devices: a mobile device is defined as a transmitting device designed to be used in other than fixed locations and to be generally used in such a way that a separation distance of at least 20 centimeters is normally maintained between the transmitter’s radiating structures and the body of the user or nearby persons. Transmitters designed to be used by consumers or workers that can be easily re-located are considered mobile devices if they meet the 20 centimeter separation requirement. The FCC rules for evaluating mobile devices for RF compliance are found in 47 CFR 2.1091. ƒ Portable Devices: a portable device is defined as a transmitting device designed to be used so that the radiating structure(s) of the device is/are within 20 centimeters of the body of the user. Portable device requirements are found in Section 2.1093 of the FCC’s Rules (47 CFR 2.1093) For this test report the Acer BL50 belongs to mobile device and it can be approved by MPE calculation. The MPE is evaluated at the 20cm test distance. The FCC also categorizes the use of the device as based upon the user’s awareness and ability to exercise control over his or her exposure. The two categories defined are Occupational/Controlled Exposure and General Population/Uncontrolled Exposure. These two categories are defined as Document No.: 632818 RF Exposure Test Report Date: May 02, 2006 FCC ID: HLZBL503G Sporton International Inc. follows: ƒ Occupational/controlled Exposure: In general, occupational/controlled exposure limits are applicable to situation in which persons are exposed as a consequence of their employment, who have been made fully aware of the potential for exposure. Awareness of the potential for RF exposure in a workplcae or similar environment can be provided through specific training as part of a RF safety program. If appropriate, warning signs and labels can also be used to establish such awareness by providing prominent information on the risk of potential exposure and instructions on methods to minimize such exposure risks. ƒ General Population/Uncontrolled Exposure: The general population / uncontrolled exposure limits are applicable to situations in which the general public may be exposed or in which persons who are exposed as a consequence of their employment may not be made fully aware of the potential for exposure or cannot exercise control over their exposure. Members of the general public would come under this category when exposure is not employment-related; for example, in the case of a wireless transmitter that exposes persons in its vicinity. Warning labels placed on low-power consumer devices such as cellular telephones are not considered sufficient to allow the device to be considered under the occupational/controlled category, and the general population/uncontrolled exposure limits apply to these devices. Since there are no warnings or training associated with this unit and it can be used by anyone, Acer BL50 is evaluated to the General Population / Uncontrolled Exposure limits. 1.2 Radio Frequency Radiation Exposure Evaluation According to 1.1310 of the FCC rules, the power density limit for General Population/Uncontrolled Exposure is 1mW/cm 2 . As this device belongs to mobile device, the MPE shall be calculated at 20cm to show compliance with the power density limit. The following formula was used to calculate the Power Density: S=EIRP/4R 2 Where: S = Power Density EIRP = Effective Isotropic Radiated Power Document No.: 632818 RF Exposure Test Report Date: May 02, 2006 FCC ID: HLZBL503G Sporton International Inc. R = Distance from Transmitting Antenna For this device, the calculation is as follows: Because the EUT belongs to General Population/ Uncontrolled Exposure, the limit of power density is 1.0 mW/cm². GPRS Transimitter: Maximum EIRP (mW) Calculated RF Exposure at d=20cm (mW/cm²) Limit (mW/cm²) 1930 0.38 1.00 EDGE Transimitter: Maximum EIRP (mW) Calculated RF Exposure at d=20cm (mW/cm²) Limit (mW/cm²) 1760 0.35 1.00 Based on the above calculation at 20cm, the Acer is below the Power Density limit of 1mW/cm 2 .
