D R A F T 73 S p e ci f i c A b s o r p t i o n R at e D at a T he model wireless phone meets the gov ernment’s requirements for expos ure to radio wav es. Your wireless phone is a radio tra nsmitter a nd receiver. It is designed a nd manufactured not to exceed limits for expos ure to ra dio frequency (RF ) energy s et by the Federa l C ommunica tions C ommiss ion (FC C) of the U.S. G overnment and by the C a na dian regulatory authorities. T hes e limits a re part of comprehensive guidelines a nd establish permitted levels of R F energy for the genera l population. The guidelines are ba sed on standards that were developed by independent scientific organiz ations through periodic a nd thorough evaluation of scientific studies. T he standa rds include a s ubs tantial sa fety margin des igned to a ss ure the sa fety of all persons, rega rdles s of a ge or hea lth. T he expos ure s ta nda rd for wireles s mobile phones employs a unit of mea s urement known a s the S pecific Absorption R ate, or S AR . The S AR limit s et by the FCC a nd by the C anadia n regula tory a uthorities is 1.6W/kg. 1 Tes ts for S AR are conducted us ing standa rd opera ting pos itions a ccepted by the FCC a nd by Indus try Ca na da with the phone tra ns mitting at its highest certified power level in all tes ted frequency ba nds. Although the S AR is determined a t the highest certified power level, the a ctua l S AR level of the phone while operating can be well below the ma ximum value. This is because the phone is designed to operate a t multiple power levels s o as to use only the power required to reach the network. In general, the closer you a re to a wireless bas e station, the lower the power output. B efore a phone model is ava ila ble for s ale to the public in the U.S. and C anada , it must be tes ted a nd certified to the F C C a nd Indus try C a na da that it does not exceed the limit es tablis hed by ea ch government for s afe exposure. T he tes ts a re performed in pos itions a nd locations (e.g., at the ear a nd worn on the body) reported to the F CC and available for review by Indus try C anada. T he highest S AR value for this model phone when tested for use a t the ear is 1.23 W/kg, and when worn on the body, as D R A F T 74 described in this user guide, is 0.74 W /kg. (Body-worn meas urements differ a mong phone models, depending upon ava ilable a ccess ories a nd regulatory requirements). 2 While there may be differences between the SAR levels of various phones and at va rious positions, they a ll meet the governmental requirements for safe exposure. P lea se note tha t improvements to this product model could ca us e differences in the S AR va lue for la ter products; in a ll cases, products a re des igned to be within the guidelines. Additiona l informa tion on S pecific Abs orption Rates (SAR) can be found on the C ellular Telecommunica tions & Internet As sociation (CT IA) Web s ite: http://phonefacts.net or the C anadia n Wireless Telecommunications Ass ocia tion (CWTA) Web s ite: http://www.cwta.ca 1.In the United S ta tes a nd Canada, the S AR limit for mobile phones used by the public is 1. 6wa tts /kg (W/kg) a veraged over one gra m of tis s ue. The s tanda rd incorpora tes a s ubs ta ntial margin of s a fety to give a dditiona l protec tion for the public and to ac c ount for a ny va ria tions in measurements. 2.The SAR information inc ludes the Motorola tes ting protoc ol, a s s es s ment procedure, a nd measurement unc ertainty ra nge for this product.

Date: October 21, 2003 Subject: Request for additional information regarding FCC ID: IHDT56DG1 (Portable Cellular/PCS AMPS/CDMA transceiver) Reference: Application Received: 9/23/2003 Correspondence Reference Number: 231009A.IHD Confirmation Number: TC3241 Date of Original Email: 10/9/2003 Prepared by: Andrew Bachler, Principal Staff Engineer Motorola Personal Communications Sector Libertyville, Illinois Questions and responses follow: 1. What instrument settings (i.e., RBW, VBW, detector function) were used to make both spurious radiated and conducted emission measurements? Response: Please refer to supplemental Test Report (DG-EX06A) submitted on October 21, 2003. 2. The conducted output power for AMPS operation listed on p.8 of the EMC report is greater than the value listed on p.3 of the SAR report. FCC policy requires that the output power levels in the SAR report be equal to or greater than those in the EMC report. Please address. Response: The conducted power listed on page 3 of the SAR report represents the maximum levels which meet factory specifications and may be marketed. To ensure “worst case” compliance testing it is our policy to test using power levels at or slightly above this maximum for both the EMC test report and the SAR report. In particular, the maximum tested AMPS power is shown below. These power levels meet the FCC policy for relative EMC and SAR power. Max Marketed PWRMax PWR EMC Max PWR SAR 26.7 dBm 26.85 dBm 26.86 dBm 3. Please provide occupied bandwidth measurements for both Part 22 and Part 24 CDMA operation.
