SIGNATURE: ( J. Ramon Chaidez ) NAME: Jose Ramon Chaidez DATE: July 6, 2003 POSITION: Engineering Manager Exhibit 2B APPLICANT: MOTOROLA, INC FCC ID: IHDT5DL1 STATEMENT OF CERTIFICATION The technical data supplied with this application, having been taken under my supervision is hereby duly certified. The following is a statement of my qualifications: BSEE 1984 – University of Illinois at Chicago 18 Years Experience in Cellular Subscriber Design. Signature: (signed) J. Ramon Chaidez Name: Jose Ramon Chaidez Date: August 6, 2003 Position: Engineering Manager I hereby certify that the above application was prepared under my direction and that to the best of my knowledge and belief, the facts set forth in the application and accompanying technical data are true and correct. Signature: (signed) J. Ramon Chaidez Name: Jose Ramon Chaidez Date: August 6, 2003 Position: Engineering Manager Exhibit 2C APPLICANT: MOTOROLA, INC. FCC ID: IHDT5DL1 EXHIBIT 2D 911 CALL PROCESSING METHOD COMPLIANCE STATEMENT Method Used The Motorola TDMA phone uses the “Automatic A/B Roaming-IR” method for providing Enhanced 911 Emergency Calling support in compliance with the FCC mandate. User Interface While in the process of attempting to complete a 911 call the Motorola TDMA phone provides visual feedback to the caller. The display of the phone will show the text “Emergency” while the phone is attempting to find a carrier system to complete the call. The display will continue to read “Emergency” through the duration of the call. System Description When a 911 call is initiated, the Motorola TDMA phone ignores all programmed restrictions with regard to which systems; both analog and digital are useable for completing the call. If the Motorola TDMA phone has acquired service on a system at the time the 911 call is initiated it will attempt to complete the call using that system. If the phone is not in service on a system it will initially attempt to complete the call using any available system it can find, which may exist on any frequency band or mode, supported by the handset. The phone will continue attempting to complete the ‘911’ call until the call is completed, the user has ended the call, or the battery is exhausted.

Introduction The Motorola Personal Communications Sector Product Safety Laboratory has performed measurements of the maximum potential exposure to the user of portable cellular phone (FCC ID IHDT5DL1). The Specific Absorption Rate (SAR) of this product was measured. The portable cellular phone was tested in accordance with FCC OET Bulletin 65 Supplement C 01-01. 2. Test Equipment Used 3.1 Dosimetric System The Motorola Personal Communications Sector Product Safety & Compliance Laboratory utilizes a Dosimetric Assessment System (Dasy3™ v3.1d) manufactured by Schmid & Partner Engineering AG (SPEAG™), of Zurich Switzerland. All the SAR measurements are taken within a shielded enclosure. The overall RSS uncertainty of the measurement system is ±11.7% (K=1) with an expanded uncertainty of ±23.0% (K=2). The measurement uncertainty budget is given in Appendix 6. Per IEEE 1528, this uncertainty budget is applicable to the SAR range of 0.4 W/kg to 10 W/kg. The list of calibrated equipment used for the measurements is shown below.
