The COSPAS-SARSAT* system The purpose of the COSPAS-SARSAT satellite system is to detect and locate all distress signals transmitted by aeronautical, maritime or land-based beacons, for the search and rescue organizations. This program is the result of an international collaboration between the United States, Canada and France on the one hand (SARSAT project), and Russia on the other hand (COSPAS project). These two projects are fully compatible. Since the first results were obtained several countries have joined the program. Several other countries have shown an interest and will soon be joining the COSPAS-SARSAT system partners. ELTA in relation with CNES (French National Space Agency) has developed the complete range of products required for COSPAS-SARSAT system operation. Following an in-depth study phase, ELTA has arrived at highly conclusive technical results, and experimental and operational use of the "ground" equipment have proven this equipment's reliability and ease-of-use. B. System organization (Ref. Fig. 1) In the COSPAS-SARSAT system, space equipment is placed on board several satellites in low near-polar orbit to capture transmissions from emergency transmitters and to retransmit these signals to specialized ground stations called L ocal U ser T erminals (LUT). These ground stations determine the position of the emergency transmitters and then retransmit the position data to the designated M ission C ontrol C enters (MCC). I do not know why the process of our file is so long, I did not receive any request of information from them. I sent the original per FedEx end of december 2004, it was received beginning of January 2006 by FAA, I resent all the document per emal end of January and made several recall per email mid and end of February, tried to get in touch with them per phone several time. Fortunatelly yesterday I got in touch with Mister Robert Frazier and you will find here under its email answer. I hope to be able to send you very soon the required final "FAA coordination letter" as required by FCC. The FCC department in charge of our file is just waiting the official letter from FAA. Mister E. BOULLAY, EASA contacted you mid January for getting some information and the letter was in the final stage. To my knowledge I did not receive any letter yet, either FCC as the status on their web site is still “waiting technical information. The person in charge of our file is Mister Andrew Leimer and he asked me not to contacted him until I received this letter from FAA. Can you have a look on this file and be so kind to keep me informed. I am attaching the copy of my initial request letter and its proof of delivery. In the meantime our ELT was approved by FAA Boston and I al also attaching the TSO letter. Thank you by advance for your assistance.
