1.1 CFR47 SECTION 2.1033(C) 9 (TX POWER TUNING) The transmitter power tuning is controlled by the network. The information for the transmit power is sent by the Gateway and local AGC is used to maintain the power. The AGC is also used to limit the maximum transmit power under abnormal request sent by the gateway. The following tuning range is used: 0.5dB +/-0.5dB for a nominal 0.5dB change requested by gateway, over whole operating frequency range. 10dB +/-2dB for a nominal 10dB change requested by gateway, over whole operating frequency range.

The measurements were conducted at the EMF Research Laboratory at Ericsson Research in Kista Stockholm accord- ing to the procedures described in the Ericsson SAR measurement specifica- tion[1]. The FAU was operated by Mark Fitter from the Satellite Hardware Group at BA/EML/RF. 2 Device Under Test The Globalstar FAU of version FP1 (S/N010) was measured with the normal 1600 MHz quadrifilar helix antenna. Measurements were performed for the cen- ter frequency of the TX band, channel 250 or 1618 MHz. The output power level of the transmitter was the maximum level of 32 dBm and no power gating was activated, i.e a CW signal was used. 3 Electrical parameters of the tissue simulating liquid. The parameters of the tissue simulating liquid for 1800 MHz were measured with the dielectric probe kit at 1618 MHz prior to the SAR measurement and the results are shown in the table 1 below. 4 System validation A system validation measurement for the DASY3 was performed using the 1800 MHz dipole validation kit and the obtained results are displayed in the table 2 below. The results were within 5% from the reference values obtained from the manufacturer of the system. The TX antenna is the left antenna as seen from the front side. 6 Test Results The table below shows the measured 1g and 10g averaged SAR for the two measured positions. The maximum 1g and 10g averaged SAR, 0.7 W/kg and 0.5 W/kg respectively, were found for the horizontal position which is reasonable considering the high- est currents at the middle of the helix antenna. For the vertical position the 1g and 10g averaged SAR were only about 0.3 W/kg and 0.2 W/kg. The measurement uncertainty for the DASY3 is 25%. The exposure limits to be applied for the results are 1.6 W/kg for 1g of tissue [2] and 2.0 W/kg for 10g [3][4]. Mary, The following is our response. 1 The Tx power was selected to be the absolute maximum power in order to evaluate the worse case SAR. All production units are likely to transmit less power than this. 1(a) This is the maximum conducted power of the FAU200SAT measured at the antenna port. 1(b) This was an error on the application form 731 and should read 1.585 W as stated in your 1(a) 1(c) The requirement for the FAU limits output to 37dBm for standards reasons. The average FAU EIRP is ~32.3dBm but depends upon elevation and some extent azimuth.(i.e.. spatial average antenna gain ~1.2dBi) 1(d) The -15dBW/4Khz measurements can be expressed as +15dBm/4Khz or +15dBM/4Khz + 10log)1.23Mhz/4Khz)= 15.24.787=39.79dBm EIRP. Since antenna has a gain of 3.5dB maximum the conducted power at the antenna port will be 39.79- 3.5=39.29 maximum. Please note that there is a higher measurement uncertainty with radiated measurement method than with conducted method. Also note that this measurement was absolute peak power from the device for full rotation measured on the FCC approved open field test site. 1(e) SAR was performed at 32dBm measured with a power meter. Power meter normally have a very wide bandwidth and therefore one may state 32dBm/1.23Mhz. 1(f) The peak antenna gain is 3.5dBi(cp) with the spatial average about 1.2dBi. It looks very much like the attachment, 4 azimuth cuts. Although the FAU 200SAT can be categorically be excluded from the MPE evaluation but we were demonstrating by measurements that the product submitted is absolutely safe according to present SAR recommended limits. It is even safe to touch the TX antenna when the FAU200SAT is transmitting maximum output power when considering SAR limits for body tissue. You cannot have any worse practical use situation than holding the tX antenna of the FAU200SAT considering it is designed to be installed on the rooftop or on a high pole for best operation.
