FCC ID: QJIFR-CH0002 After a review of the submitted information, I have a few comments on the above referenced Application. 1) NOTE: We have copied all relevant information from the related filing possible. 2) Please provide a new label exhibit just for this application (base only). 3) Please provide a new schematic exhibit that is for this application only (base only). 4) Test results in section 3.4 of the report show average results that are slightly higher than peak results. Please explain why some average measurements are higher when peak measurements should always be worse case. (also see #4 below) 5) It appears that fundamental data appears in 2 locations in the report with a 30 dB difference between them. The results provided in section 3.4 are significantly below the limit (by about 30 dB). From previous discussions we believed that the power was going to be reduced to bring the EUT just into compliance with 15.249, but it appears that the fundamental is much lower than expected. However, section 6.4 of the test report shows values much higher within the 2.4 - 2.4835 GHz Band. Additionally some peak fundmaental readings in the 2.4 - 2.4835 GHz band exceeded the average limit (Please note that the peak limit = 114 dBuV and the average limit is 94 dBuV for the fundamental emission), yet average measurements are not shown. Please explain and/or correct the appropriate sections of the test report. 6) Section 6.1 does not appear to show uncorrected average measurements. It is not clear if average measurements were also performed, or only average measurements + duty cycle correction was applied. Please explain. 7) Section 6.1 of the test report appears to utilize a duty cycle correction for averaging. However detailed information regarding operation of the transmitter and its duty cycles was not provided. Please provide information showing what the worse case duty cycle is and how the correction factor was calculated. 8) Please explain any changes or modifications that were necessary from the manufacturer to bring the device into compliance with 15.249 vs 15.247. FCC ID: QJIFR-CH0002 After a review of the submitted information, I have a few comments on the above referenced Application. 1) Your response to question 5 suggests that the spurious data is from the earlier results but the new fundamental field strength is from the unit B. Although a slight variance may be expected between units, a 30 dB variance of the fundamental suggests a problem either with the units or the testing. This problem must be resolved, and the test report corrected for whichever power is the actual worse case power. Currently the worse case fundamental data appears to be in the spurious emissions tables. Please note that permissive change applications expect power variations of no more that +/- 3 dB. A 30 dB variance is not acceptable. 2) In order to utilize a 10 Hz RBW for an average measurement, the TX must be set to a CW output without a duty cycle. From the measurements provided (high peak to average values, given a 1 MHz bandwidth), it appears that the device may not have actually been tested for average measurements with the TX set to a CW output. Please provide either: a) Confirmation that the device was tested with a CW output, or b) If the device was not tested with a CW output, then provide worse case dwell time per channel information so that averaging for duty cycle can be calculated. This is usually sufficient correction for this type of TX in order to meet the average limit. Timothy R. And thanks for your kindly help upon this issue. 2. The new label of the headset is uploaded. Please find it as an exhibit uploaded. 3. The new schematic of the handset is uploaded. Please find it as an exhibit uploaded. 4. Regarding to your comments, we have performed the testes again and found that the results seem corrected but have been put into incorrect column. Please refer to the one attached. 5. We have 2 samples from the FITRIGHT given. Most data are measured by the Sample #A in the past, as the recalling for the testes about the 15.249 is launched recently, we have do some additional testes as shown on the <field strength> and <bandwidth> etc. with the Sample #B as Sample #A doesn’t work anymore in our recent testes. This is the reason why the data seems not match each other. But in our testes ensure that both samples are complied with the rules whatever they seem slightly different each other. 6. In section 6.4, you may find no correction factor (for the freq. >3.5GHz) in the table. As I have explained before, the spectrum analyzer we’d used from the HP is the one so-called “total-solution”, none correct factors is taken into account as they’re built-in. The corrected amplitude will be displayed directly so none correction factor to be counted. 7. As the test condition (Sect.6.1) stated, we have applied the VBW=10Hz is to be considered enough to “capture” the emission so we haven’t applied the duty cycle correction to measuring the average measurement. Firstly, the FITRIGHT doesn’t make any changes or modifications to bring the device to comply the 15.249. We have applied the 15.247 at the beginning is based hopping properties of the device, but it is suspended in sometime as the power issue makes it need the SAR evaluation. After the conversation between our manager and William at your side, they conclude that the device can be approved under the 15.249 as it’s power is not exceeded the threshold of 15.249’s but it bear no SAR limitation. Then we re-do some testes and re-submit the materials as uploaded recently. It is already complies with both 15.247 and 15.249, none changes or modification is bought to comply instead. The EUT was placed on a wooded table which is 0.8 meters height and a bi-log periodic antenna was used distance about 3 meters for receiving. While testing EUT was set to transmit continuously. Various key configurations were also investigated to find the maximum duty cycle. The resolution bandwidth and video bandwidth of the spectrum analyzer was set to 1MHz to encompass all significant spectral components during the test. The analyzer operated in linear scale and zero span mode after tuning to the transmitter carrier frequency. The spectrum analyzer measured pulse width. The pulse width was determined by the difference between the two half voltage points on a pulse.
