American Telecommunications Certification Body Inc. 6731 Whittier Ave, McLean, VA 22101 August 25, 2002 RE: FCC ID: QKPFC2710 Attention: Yukie Koyama I have a few comments on this Application. 1 Please note that the FCC does not allow mixing CISPR 22 limits and FCC limits. If an EUT is tested to CISPR then the radiated must also be tested to CISPR Limits. Your data shows that conducted was done to CISPR 22 and the radiated was done to FCC limits. Please correct the report to show that all limits are from the same standard either CISPR 22 or the limits listed in CFR47 Part 15. 2 Please note that FCC testing must be done in accordance with ANSI C63.4 following the minimum system configuration and diagrams. Please also note that your conducted and radiated emissions testing shows the monitor next to the computer, while the minimum system setup and diagrams show the monitor is to be on top of the Computer. Please provide setup photos that show compliance to ANSI C63.4. 3 Please note that this is an ITE and must follow section 11 of ANSI C62.4. This section states, “The monitor should be placed on top of the host, centered and flush with the front of the host, unless the host is not designed for such usage.” The EUT appears fully capable of supporting the Monitor. Please either retest with the Monitor on top of the EUT or please explain why you feel the EUT is not sufficiently strong enough or capable of having the monitor placed on top of it during testing. 4 Please separate the Confidentiality letter and the Power Of Attorney letter. Dennis Ward mailto:[email protected] The items indicated above must be submitted before processing can continue on the above referenced application. Failure to provide the requested information may result in application termination. As we corrected the data in the applicable pages <Page4,12,13,14,15,16 and 17> of the testreport and uploaded through ATCB's website, could you check them? This means that the lowering of the frequencies to 150kHz and the inclusion of CISPR limits as the CFR limtis will not take place till at least that time. Until then, the existing rules must be followed. This means that if CISPR 22 is used for conducted it must be used for radiated as well. Sorry. Subject: Re: request for info on QKPFC2710 Date: Tue, 27 Aug 2002 13:09:51 +0900 From: [email protected] To: [email protected] Hi Dennis, Please let me confirm. As for Item 2/3, I answered on yesterday's e-mail as follow: 2&3. We also have a clear understanding of your comments. Thank you. In the first stage of measurements for this PC, we started the setup in accordance with Figure 11 of ANSI C63. But we found now's setup in the test setup photo has higher emission because of their arrangement of Cable Hook-ups. Therefore, we decided the EUT layout which has highest emission in accordance with FCC Rules section 15.31<i>. Is above explanation not enough? Or should we submit the revised testreport which includes above explanation formally? Thank you for your cooperation. There is however, still an items that you have not addressed. Item 2/3 ask for either retesting with the proper ANSI recommended setup where the monitor is on top of the EUT, or an explanation as to why the EUT was of such design that it could not support the monitor. Once this is answered, I can issue the grant. thanks Dennis [email protected] wrote: > Hello Dennis, > > You sit up late working! > > Thank you very much for teaching. > As we corrected the data in the applicable pages <Page4,12,13,14,15,16 and > 17> of the testreport and uploaded through ATCB's website, could you check > them? > > We hope we could clear every matter and get the certificate within today. > Thank you. > > Very best regards, > > Yukie Koyama > ::::::::::::::::::::::::::::: > EMC Head Office Division > A-Pex International Co.,Ltd. > 4383-326 Asama-cho Ise-shi > Mie-ken 516-0021 JAPAN > TEL +81-596-24-8116 > FAX +81-596-24-8124 > E-mail:[email protected] > ::::::::::::::::::::::::::::: > > --Original Message 2002/08/26 16:57:34-- > Hi Yukie > While the date of implementation on the changes to CFR 47 is typically60 > days > after publishing in Federal REgister, please note that the FCC has > postponed > this ammendment ot CFR 47 until September 9.
