January 25, 2007 RE: Enping Ding Li Acoustics Technological Co., Ltd. FCC ID: RW2BT16U Below words with blue is my reply, After check 90.217 I think Part74 is enough for this product. Form 731 already was revised. Please see new 731 form. Please see P8,P9,P19, P22, P39 of the revised test report. After discussed with the manufacturer they said they already showed the procedure you asked. From the block diagram, VCO is a circuit generates fundamental frequency like an adjustable crystal. Please see revised manual and revised tune up information. Please see upload part list. Please see revised operational description. Please see P6 of the revised test report Please see P39,P40 of the revised test report. We put the product on 1.5M table during the testing. Please see P22 of the revised test report. Confirmed with the manufacturer again that they needn’t confidentiality. Please see revised 731 form. I already discussed with the manufacturer. They said they ever applied FCC ID for similar product and also the label was on the hinged door. They can’t find more suitable place to put the ID label. Generally they said for such product once the battery door is missed it will be threw away. Can they keep it like now? The reference level is 9dBm.

FCC ID: RW2BT16U I have a few comments on this Application. Depending on your responses, kindly understand there may be additional comments. 1.) Please define more carefully the FCC Rule parts for which you desire Certification. There are some references within this filing to both Part 74 and to Part 90. Which is correct? FYI: For your reference, you may also wish to review 90.217. You may be able to add this to this filing. 2.) It appears, when comparing your frequency range on Form 731 to what is written in the Manual, the operating range should be properly quoted as 470-05-509.95 MHz. Is this correct? If so, kindly revise your Form 731. 3.) The Test Report cites an incorrect standard used for Certification. All Licensed transmitters should use TIA/EIA 603 as a reference – never ANSI C63.4. Please review and correct. 4.) The FCC requires transmitter block diagrams to show the way RF signals are created, modulated and amplified. The block submitted does not appear to show any crystals or provide any understanding of how the fundamental frequency is generated. Please correct. 5.) The specifications for this device in the Manual indicate this device may actually operate up to 25mW (+14dBm). But your Test Report and Form 731 show only ~4.7mw. The Test Report (pp 4) also indicates the RF power can be changed. It is a large discrepancy between 4.7 and 25 mW, and makes one consider if this device was tuned up properly before testing. Unfortunately we are unable to verify this because the Tune-Up instructions are unavailable. It is obvious from the Internal Photographs that some adjustments on the circuit board are possible. Please provide a Tune-Up procedure for this device as required by FCC rules. In most FM wireless microphone systems this typically would include instructions for adjustment of frequency, power, and deviation. Please provide this information. 6.) All Licensed radio transmitters must provide a Parts List. Kindly submit. 7.) Please expand on the Operational Description to describe how this device creates, modulates, and amplifies a radio signal from a circuit-level view. 8.) It appears that some out-of-calibration equipment was used during testing (pp 6). 9.) The Radiated Spurious Emissions test (pp 39) claims to utilize the substitution method for measurement of RF spurs. But to properly evaluate this test, I will need to have all substitution test details such as cable loss, antenna correction factors, signal generator levels, etc. Please provide. 10.) FYI: For greater accuracy during radiated emissions testing. Mai I suggest that the equipment be set to a higher distance that the .8M table-top used for computer peripheral testing? My personal recommendations are to use at least 1.5M as measured from the floor This will help minimize the effects of ground bounce in any semi-anechoic room 11.) You have requested an emission designator of 96K0F3E. Please justify this analog FM designator using the classic 2M + 2DK formula. 12.) No Confidentiality is requested for this transmitter. Please confirm in writing that Confidentiality is not required. 13.) No Agent Authorization letter is provided but TUV SDU is listed as both technical and non- technical contact for this filing. How do we know that TUV SUD has the authority to act on behalf of Enping Ding Li Acoustics Technological Co., Ltd? Please correct. 14.) FCC may require the FCC ID label shown in the photographs be placed in a different position. As a general rule, placement of labels on battery compartment doors – even hinged doors – is z Page 2 January 24, 2007 a problem. The difficulty is that doors can become lost. I have also attached a copy of FCC labeling guidelines for your reference. Kindly review carefully with your client. 15.) Please provide reference levels used for all audio modulation characteristics tests. FYI: You may wish to consider using a 600 ohm balanced audio signal generator in lieu of the artificial mouth for both modulation limiting and audio response. This may make it easier. William H. FCC ID: RW2BT16U I have a few comments on this Application. Depending on your responses, kindly understand there may be additional comments. 1.) I have conferred with my colleagues on your labeling issues. The FCC’s interpretation of 2.925(d) has been to exclude any removable battery covers, or hinged battery covers that can be popped on-or-off. In my judgment, this arrangement shown in this filing will not meet the Commission’s requirements. If you desire, an inquiry can be made to the FCC directly but be warned that this may take time to receive an answer. The fact that previous approvals were for product with labels on a hinged door are irrelevant. The FCC interpretations are clear and leave very little room for misunderstanding. For this case, if the battery door is missing, it would still be very easy for the end user to simply tape the batteries into place and continue operations. 2.) As you can, I am sure, well understand, the radiated emissions are exceedingly important on this type of device. I was hoping that you would provide for me a table of values for reference level, cable loss, ACF, signal generator, etc for both the Tx radiated power and the Tx radiated spurious emissions test. Without any data presented, I cannot determine if, for example, the radiated power is in terms of ERP or EIRP, or even if the math is performed correctly. Please provide all pertinent data for all radiated spurious emissions and radiated output power tests within the Test Report. 3.) The second paragraph of your operational description indicates the BT-16U creates, modulates and amplifies radio frequency signals, but provides no explanation how. Please expand your existing document to indicate how this process occurs. 4.) FYI: There is no indication in your test report or test setup photos of testing the EUT at 1.5M. In fact both of your substitution site diagrams (pp 7 and 38) indicate the EUT is at .8M only. There is nothing I found to substantiate your claim that testing was performed on a test range at 1.5M. Operational Description

Product Operation Description This product BT-16U is a belt set wireless microphone, which has two switching keys: one is for power on/ off, the other is for sending audio signal. The product BT-16U equipped one indicator by the side of the switching keys, it would light when the power switching keys were on. The main function of BT-16U is transferring audio signal to electric signal via micro, the input electric signal were deal with frequency modulated, amplified and transmitted the radio signal to relative receiver. The RF signal of transmittor is generate by the Voltage Controlled Oscillator(VCO), after the RF-Power Amp circuit ,the power of the RF signal can be amplified , and then it can be transmitted by the antenna. The VCO is controled by the PLL(Phase Locked Loop) circuit via the Low Pass Filter(LPF). The Reference Oscillator circuit(Reference OSC) generate the reference frequency singal(fr singal), and the frequency depend on the crystal. A part of the VCO output RF signal is feedback to the PLL, the RF signal frequency will be divided to the low frequency singal(fp singal). And the divid ratio can be programmable via the MCU. The fp singal compare with the fr singal in PLL circuit, PLL output the voltage signal to control the VCO to adjusjt the RF singal frequency, till the frequency fo fr signal and fp signal are equal. So the VCO can output variable frequency RF signal via set the divide ratio in PLL. Correspond the wanted channel RF frequency, the divide ratio is preset in MCU memory. When the user set channel with DIP Switch(Channel Selector), the MCU will obtain the corresponding divide ratio and send to the PLL. Then the PLL control the VCO to work in the channel frequency. The audio after compress is summing with the Tone Code signal ,input to the VCO circuit. It will be modulate by the RF signal via a Variable Capacitance Diode within the VCO circuit.

Tune Up information for Wireless Microphone BT-16U The frequency change is only through the substitution of crystals (DR1) and trimming of discrete components (capacitorsC56, C88, VC2), which is relating to frequency and within the circuit. -------By the manufacturer to change the frequency band. Turn the frequency agile rotary DIP switch to select one of the sixteen channels.--------By the user to select frequency channel, follow the manual. The user can not tune the transmitter outside the allowable US frequency ranges of 470.05MHz to 489.95MHz and 490.05MHz to 509.95MHz.

The boards are similar. On the PCB, the values of some capacitors are different. To find out the worst case channel, the radiated field strength and the spurious emissions have been tested. All other remaining tests have been performed on the worst case channel. The reason for this was, that there was no influence recognizable measurement of frequency error and channel bandwidth over each band.
