Application for FCC Certification For Model SSBXL20-10 MEDEX A Digital Field Modification Kit, manufactured by: MEDEX, LLC 113 S. 2 nd St E. The MEDEX Model “SSBXL20-10 MED” is a Digital Field Update Kit to be used with LARCAN TTC Models BSK9A3XL20UU, VU, MU and BSK9A3XL10UU, VU, MU Translators. The kit consists the MEDEX P617 Processor, filter, all necessary parts, and labels to convert the above translators to operate as a hetrodyne digital translator. The following information and exhibits are submitted for type certification of the MEDEX UHF translator field modification kit SSBXL20-10MED for digital operation pursuant to parts 74, sub part G, of the FCC rules. The unit tested specifically for this application was operated on channel 23. This channel was used to show compliance with the RNSS, GPS filter requirement. This unit will meet or exceed the required specifications as per sections 74.794, 74.795, 74.682, 74.750, 74.790, and 74.796 The MEDEX P617 Processor used in the update kit is designed for 8VSB Digital Television. The Processor is a frequency agile input and output processor, containing a saw filter, TCXO, AGC circuits and auto shutoff circuits (The P617 can downconvert any VHF/UHF channel to a 44MHz IF. The upconverter converts this 44 MHz signal to any VHF,UHF output channel, with a signal level necessary to drive the BSK9A3XL20UU, VU, MU and BSK9A3XL10UU, VU, MU Translators for digital use. The P617 is manufactured by CADCO to MEDEX Specifications. See Exhibit 7. 2.933(b) & 2.1043 The origianl ID of the translator being modified is BKS9A3XL20UU,VU,MU and BKS9A3XL10UU,VU,MU, see exhibit A. The input amp, AGC amps, upconverter, local OSC are removed – the MEDEX P617 Processor takes the place of the removed modules. The power supply, voltage and current measuring circuits, 1 Watt, 5 Watt, 20 Watt amps are not change from the original. The output power metering circuits are modified and calibrated for average digital power in a 6 MHz band width and a low pass filter is installed. Where the equipment differs from the original, the necessary test and measurements are included in this application. Where there is no change and the translator continues to represent the original, it will be referenced to the original type #’s, I.E. BKS9A3XL10UU,VU,MU, BKS9A3XL20UU,VU,MU. The BKS9A3XL10UU,VU,MU (10 Watt translator) is identical to the BKS9A3XL20UU,VU,MU (20 Watt). It is operated at 10 Watts instead of 20 Watts analog. The references herein that are required on FCC Form 731 for certification of the SSBXL20-10MED with the attached reference and exhibits as per section 2.1033(b)1 thru 7 and 2.1043(d) using section 2.933, the abbreviated certification procedure. The MEDEX Processor and 3 Pole Filter and the Low Pass Filter combination will be sold to operators of other manufactured equipment who want to do a custom modification pursuant to section 74.796, all sections. Along with the processor, a EMR Low Pass Filter and a 3 Pole Band Pass Filter and the temperature specifications and filter response and a copy of part 74.795 and 74.796 of the rules.

Operational Description

OPERATIONAL DESCRIPTION FOR XL20-10 DTV TRANSLATOR RETROFIT KIT The retrofit kit is composed of basically three parts, the P617Medex processor containing the receiver for the DTV translator, the existing Larcan XL20 or XL10, and the EMR Low Pass Filter as shown in the exhibit marked Block Diagram. The power metering circuit has been specifically modified to measure average power. Operationally, the P617Medex receives an off air 8-VSB signal from an external antenna and converts it to an IF frequency. This IF signal is then upconverted and filtered to the desired channel in the P617Medex via selector switches on the unit. The 8 VSB signal on the desired channel is applied to the power amplifier unit of the XL20 or XL10 where its signal is amplified by three assemblies. Following the power amplifier, the 8 VSB signal is applied to a circulator to isolate the power amplifier from the EMR low pass filter. The EMR low pass filter eliminates all harmonics and provides compliance to the emission masks for the GPS bands. Following the low pass filter, the bandpass filter eliminates any mixing spurious products and ensures the combined configuration of the P617Medex and XL20 (or XL10) meets the desired “Simple” emission mask. All power supplies, cooling, and control circuits are the same as originally configured on the XL20 or XL10 unit. The automatic gain control circuit function is inside the P617Medex.

EXHIBIT 6 INSTRUCTION MANUAL FOR SSBXL20-10MED XX WARNING XX ANYONE ATTEMPTING TO MAKE THIS MODIFICATION MUST READ ALL INSTRUCTIONS AND WARNINGS TO INSURE COMPLIANCE TO THE FCC REQUIREMENTS The SSBXL20-10MED Kit is comprised of a MEDEX P617, 8VSB Digital Processor, EMR Low Pass Filter, a Meter Calibrator Circuit, Labels, Manuals and Attenuators. Do not attempt this conversion without a digital 8VSB signal and the following test equipment: Spectrum Analyzer Resistive Dummy Load at least 20 Watts Soldering Iron Digital Milivolt Meter A Camera to document your tests Installation Steps: Refer to the SSBXL20-10MED Manual for parts locations. 1. Turn off the XL Translator, remove the top cover. 2. Remove the following modules: Input Amplifier (TP1) or Downconverter (UVCA), the AGC Amp (TVA2), Oscillator (ULO), and Mixer (Upconverter). 3. Install the BNC to N Adapter. On the input of the 1 Watt Amp, connect the BNC input cable to the connector. 4. Turn to pages 19, 20, & 21, Meter Calibration. 5. Remove the cable from the isolator (blue box on output of last amp). Install the EMR filter to the isolator and connect the cable to the filter. The filter is now stalled between the isolator and the 3 Pole filter. 6. Warning: Be sure the level control on the P617 is turned counter clockwise to the stop, all the way down. Install the 10 dB attenuator on the output of the P617, then connect the cable from the attenuator to the translator. 7. Connect the spectrum analyzer to the BNC test jack on the front panel. 8. Install the Dummy Load on the translator output connector. 9. Turn on the P617, set the input channel, the channel number should stop blinking and the lock light should be lit. 10. Set the output channel on the P617. This completes the installation. Next is the test phase of the update kit. Turn to page 22. Steps to Calibrate Power Meter for Digital on the Power Meter Board 1. Remove the power metering board, with the BNC Connectors to the left 2. Move the right end of R922 (10K) to the right end of R924 (10K). R922 is located next to Pot R921. (See drawing XL4140-1 and XL 4140-2). Solder a ½” high wire to the junction of R918 and R919, located between the 2 IC;s for a test point. 3. Set S902 to average power and replace the board. Set S901 for forward power (on the front panel). 4. Bolt the calibrator to the box on the front right cover with the lid bolt. Connect the 9V battery. With a digital volt meter, with the + lead to ground, measure the output wire and set the calibration pot R3 for the following levels: 5. {XL20 for 5 watts of digital = 250 MV {XL10 for 2.5 watts of digital = 150 MV. 6. Connect the output wire of the calibrator to the wire test point on the power metering board. Turn on the translator, with out input signal. 7. Adjust R921 (forward) and R923 average for a reading of 10 watts on the visual Power Meter scale. This represents100% digital power for the level set in step 5. To set reflected power 8. Remove the BNC connector J904, move the BNC Connector J902 to the J904 jack. 9. With the switch S901 (on front panel) in the reflected position, adjust R936 reverse calibrate for a reading of 10 watts. 10. Turn off the Translator. 11. Replace BNC connectors to normal. 12. Remove the power calibrator, disconnect the battery. (Save the calibrator, you may want to check the calibration again.) 13. Return to page 18, Step 5. Meter Calibrator 6.8K – R1 Blk - output 2K 1.8K 9V Red + R3 R2 Volt Meter TEST AND MEASUREMENT STEPS 1. Set the power meter switch on forward. Set the Multimeter switch on final current. Install the Dummy load on the Output. 2. Turn on the translator. The current meter should read less than ¼ Amp, Power meter should read 0. Slowly turn up the level control until the power meter reads 10W or 100%. The channel meter should be below .75 Amps. WARNING: DO NOT TURN UP THE POWER TOO FAR OR YOU WILL BURN OUT THE OUTPUT TRANSISTORS. 3. adjust the bias controls on the driver and output amps. (the pots on top of the amps, closest to the back). As you adjust them, watch the analyzer, the adjustments will affect the height of the pedestal and the shoulders, the top should always be flat ± 1 dB. (Refer to the anlz picture). Adjust the bias pots for the highest pedestal with the narrowest shoulders, while raising the power level. WARNING: DO NOT EXCEED 100% ON THE POWER METER (10 WATTS = 100% POWER). 4. If the level control is all the way clockwise, and the power is not at 100%, change the attneuator from 10 dB to 6 dB, start with the control counter clockwise. (The attenuator pads are needed as different channels require more drive signal than others). 5. With the power at 100%, set the pedestal to the 10 dB line on the analyzer. There should be at least 36 dB on the sides before it starts to spread. At 61 dB from the top the pedestal spread cannot exceed 6 MHz on each side. (See spectrum pictures). If the sides are uneven or the spread is too wide, the amplifiers are out of alignment (refer to XL Manual to align the amps) or they need repaired. The 3 pole filter may be out of alignment. The spectrum analyzer display has to match the picture. (If you are not familiar with tuning the 3 pole filter, please call MEDEX, LLC.) Do not run the translator if you cannot meet the mask. Reduce the power unit it matches the picture, see copy of FCC rules # 74.796(c) on reduced power. TEST REPORT MEDEX XL20-10MED RETROFIT DTV TRANSMITTER TECHNICAL REPORT INTRODUCTION The following information is provided to support the technical performance of the MEDEX XL20-10MED Retrofit Kit. The information is supplied for DTV broadcast service according to applicable portions of FCC rules contained in Part 2, Part 73, and Part 74. 1. Power Output Measurements as indicated by FCC Rule 74.795. 2. Frequency Measurements as identified by FCC Rule 74.795. 3. Output Power Variation with input level changes as identified by FCC rule 74.795 (c) (2). 4. Emission mask compliance as defined in FCC Rule 74.794. 5. Attenuation to harmonics produced in the RNSS bands as defined in FCC Rule 74.794 6. Demonstration of transmission and reception of 8-VSB ATSC signal. 7. Measurements of voltage and current to final amp stage as outlined in FCC Rule 74.795. Measurements were conducted at transmitter power output levels of 5 watts average and 1.0 watts average and constitute the range of power for which type certification is sought. Measurements were taken on a unit with operating on UHF TV channel 23. All test equipment was calibrated prior to the use of the equipment. When the HP Power Meter was measuring +37 DBM, (5 watts) the internal meter was set and calibrated for a reading of 10 on the top scale. This is illustrated in the photograph below. The following photograph shows the MEDEX XL20-10MED operating at 1.0 watt average power. The power meter on the Unit Under Test reads 2 on the top scale corresponding to the level of 1 watt output power. FREQUENCY STABILITY VERSUS TEMPERATURE The MEDEX Processor was inserted into a temperature chamber and the RF input was connected to a channel 8 TV modulator of high stability with Visual input frequency measured at each point that the output frequency is measured. In this manner, the true frequency shift of the MEDEX processor can be measured. The power amplifiers were not part of this measurement since they do not contribute to the frequency stability performance. The temperature was initialized at 40 degrees C and then allowed to stabilize at each of the measurement points identified in the following table. A nominal channel 8 modulator was used in this case because the frequency counter can lock on to the carrier frequency whereas it cannot when an 8 VSB waveform is used. This frequency shift over the temperature is well below the 10 kHz specification in the FCC rules. Temperature Chamber RF In RF Out • HP 53131A Frequency Counter SN: KR01204459 MEDEX P617 Processor Ch 8 TV Modulato r * HP Frequency Counter FREQUENCY DRIFT VERSUS CHANGE IN LINE VOLTAGE The SSBXL20-10MED Translator’s output was set to +37dBM (5 Watt) on Channel 23. 8VSB Ch 8 In Off Air C AC In Test Method: The following method of measuring the pilot carrier of the 8VSB signal was used, as the frequency counter is unable to read the pilot carrier due to the noise like 8VSB signal. The channel 8 digital pilot carrier was combined with the HP signal generator (splitter #1). Splitter #2 feeds the XL20-10MED translator, the other output fed splitter #3. Splitter #3 feeds the HP8590 spectrum analyzer and the frequency counter. The output of the translator and NARDA 30dB attenuator also went to the frequency counter. The HP8640 was adjusted to a zero beat on the pilot carrier, as measured on the spectrum analyzer using a 1 KHz RBW. After the zero beat was obtained the output of the signal generator was raised 20dB and measured on the frequency counter. Then the frequency counter was connected to the translator output and the frequency was measured as recorded. XL20-10MED Translator Ch 23 Narda 30 dB Att.
