Statement of Warranty Elva-1 Millimeter Wave Division warrants each standard Elva-1 Millimeter Wave Division product sold by it to be free of defects in material and workmanship under conditions of normal use for twelve (12) months from date of shipment thereof to Buyer. Repair or, at Elva- 1 Millimeter Wave Division’s option, replacement of defective parts shall be the sole and exclusive remedy under this limited warranty; provided that Elva-1 Millimeter Wave Division may, as an alternative, elect to refund the purchase price amortized on a straight line basis over a period of three (3) years from the date of shipment. All warranty replacement or repair of parts shall be limited to equipment malfunctions, which, in the sole opinion of Elva-1 Millimeter Wave Division, are due or traceable to defects in original materials or workmanship. In the event the Buyer believes that the Product is covered by the limited warranty of this Section, the Buyer shall pay for the shipping and insurance of such Product to Elva-1 Millimeter Wave Division. If Elva-1 Millimeter Wave Division determines in its sole opinion that such Product does conform to the limited warranty, then Elva-1 Millimeter Wave Division shall pay for the shipping and insurance of repaired or replacement Product back to the Buyer. However, in the event that Elva-1 Millimeter Wave Division determines in its sole opinion that such Product is not covered by the limited warranty, Buyer shall pay for shipping and insurance of such Product back to the Buyer. All obligations of Elva-1 Millimeter Wave Division under this limited warranty shall cease in the event of abuse, accident, alteration, misuse or neglect of the Product. In-warranty repaired or replaced parts are warranted only for the remaining unexpired portion of the original warranty period applicable to the repaired or replaced parts. Users Manual

USER’S MANUAL INFORMATION The installation of this antenna equipment may create the opportunity for exposure to levels higher than recommended for the general population at a distance less than 282 cm from the center of the antenna. The following precautions must be taken during installation of this equipment: The installed antenna must not be located in a manner that allows exposure of the general population to the direct beam path of the antenna at a distance less than 282 cm. Installation on towers, masts, or rooftops not accessible to the general population is recommended; or Licensees are required to attach a label to transceiver antennas that: (1) provides adequate notice regarding potential radiofrequency safety hazards, e.g., information regarding the safe minimum separation distance required between users and transceiver antennas; and (2) references the applicable FCC-adopted limits for radiofrequency exposure specified in § 1.1310. During antenna installation, be sure that power to the ELVA-1 equipment is turned off in order to prevent the presence of microwave energy on the coaxial connector. During installation and alignment of the antenna, do not stand in front of the antenna assembly. During installation and alignment of the antenna, do not handle or touch the front of the antenna.

Dettling Documentation Specialist WLL Project: 9096 Response to ATCB Comments FCC ID: T3S-PPC-1000-E 2 1) The labeling exhibit shows the 2 part FCC statement from 15.19(a)(3). However it would appear that 15.19(a)(1) may be more appropriate. Please review. R. The label has been revised. Please see “ELVA-1 Label Location Rev 2”. 2) It appears that radiated tests were performed with antenna attached, but multiple antennas are being approved. Please explain. R. The question appears to reference the case radiated spurious emissions testing. Radiated emissions testing was performed at Washington Laboratories, while conducted emissions testing was performed at the customer location. The equipment that was provided to WL was configured with a representative antenna. The device may use any of the antennas in the manual. As case radiated spurs are the subject of the radiated emissions requirements, a representative antenna was attached to provide a matched load. 3) The manual appears to list 5 antennas, but the information provided to show compliance to 101.115 is only for 3 antennas. It appears that 2 antennas may not meet the minimum requirements of 101.115. Please review/explain/correct as necessary. R. The 100 and 200 mm antennas were inserted for European markets. They will not be supplied to the United States and will be removed from the manual. See “ELVA-1 Users Manual Antenna Section.pdf” 4) Please explain an emissions designator of 1400M3X1D. It appears according to 2.202 that this should be 1G36X1D. Please review/correct/comment as necessary. R. A misinterpretation of the naming criteria in 2.202. We will advise the client. 5) Please provide an appropriate MPE exhibit for this device showing the calculations supported as given in the supplemental manual. R. The device is not subject to MPE requirements, labeling or other requirements. See 1.1307, Table 1 for operation in the 70/80/90 GHz Bands. Requirements exist for devices with building-mounted antennas and EIRP > 1640 W (32dBW). The maximum EIRP for this system is 30dBm or 0dBW. 6) The limit for Table 10 appears to assume that the limit is a received field strength of -13 dBm. The limit is actually for the substitution method. My calculations show that using far field equations, that the limit at 1 meter for a transmit power of -13 dBm into a dipole would be 93.9 dBuV/m. Please review/ explain/ comment or provide sample calculations as necessary. R. The limit is really fictitious as the measurement distance was 0 cm. A limit of 10cm was selected for reference purposes only as a limit at 0 cm would be infinite. Our calculations yielded a 1 meter equivalent E-field of 97 dBuV/m and a 10 cm limit would be 20dB higher or 117dBuV/m (and thus reported). If we were to take the calculation yielding 93.9dBuV/m and extrapolate to 10cm, then the 10cm limit would be 113.9dBuV/m and the noise floor emissions are still compliant at the 0cm test distance. All measurements are at the noise floor of the system. The intent of the measurement is to demonstrate that the spurious emissions are nil. 7) FYI - sample grant notes....Power output listed is EIRP. This device operates with a ___ dBi parabolic antenna as an integral part of this transmitter. It is to be fix-mounted on outdoor permanent structures and Response to ATCB Comments FCC ID: T3S-PPC-1000-E 3 RF exposure compliance must be addressed at the time of licensing, including co-location requirements of 1.1307(b)(3). An RF exposure label, as described in the filing, should be placed on the transceiver, visible to all persons in the vicinity of the transmitter exposed to the antenna, for satisfying RF exposure requirements. Are these for 2 different versions of the device (PPC155 vs. PPC1000)? Comparing the 155 to the 1000 information provided appears to show different designs which would yield different construction, different internal photographs, and likely a different FCC ID for the different versions. Also, note the filter frequencies of the 155 do not appear to correlate to the approval frequencies for this application. Please explain/correct as necessary. R. The PPC1000 is the only unit under consideration. This was a mistake. The PPC155 should not have been submitted. A new test report is submitted. 2) Label uses an incorrect grantee code in the FCC ID. The report has been updated with this information: During equipment tune up, the following equipment is used: Power Meter, Spectrum Analyzer with external mixer and mm-wave source. Output power and spectrum width are measured for each radio. For additional information we compare theoretical sensitivity of receiver and measured sensitivity at BER 10^-9. If the spectrum or output power are not correct, then BER will be affected. The radio is connected over a waveguide path and Gigabit Ethernet traffic is sent from PC to another one over the radio link. We increase attenuation and check Voltage of AGC output of the radio and BER on a PC. The following is a typical display from BER tester. Please provide schematics of the components of the RF chain. R. The report has been updated with this change The diagram has been removed from the report and will be held confidential under its own exhibit. 8) It appears that a power meter is used for measuring power. This device is considered as a mmwave device and should follow mm-wave methods for measurement specified by the FCC. Note: The term “millimeter wave” is derived from the wavelengths of radio frequency signals between 30 GHz and 300 GHz, which range between 1 and 10 millimeters as given in FCC 03-248. The mmwave procedures (see attached) preferred method is to follow a radiated measurement due to many reasons given in the document. However the document does mention that a conducted method of measurement could be employed for certain tests if EUT and mixer waveguides both are accessible and of the same type. Additionally, it is uncertain as to the range capability and linearity of the power meter to the frequency range measured. Please provide additional information to support acceptability of the method used and also to cover the concerns raised by the mm-wave procedure in utilizing conducted methods. Alternatively, please provide appropriate RF power measured following the radiated methods specified by the mm-wave procedures. (see provided document) R. Please explain: how - 10 dBm at the power meter ensure an input = 0 dBm at the isolator input? Isn’t the purpose to determine the loss? How does the additional attenuator in the spectrum analyzer path factor into this? Additionally, how does the calibration factor in any linearity concerns? R. The report has been updated with this change The Local Oscillator output was adjusted to show -10dBm at the power meter; this corresponds with 0dBm at the isolator input. During the sweep, minus 10dBm was maintained at the power meter and the response of the spectrum analyzer was recorded over the frequency range. This allowed for a frequency versus amplitude calibration factor relative to minus 10dBm at the power meter input. The test report and application are submitted for a Licensed Non- Broadcast Station Transmitter under Part 101 of the FCC Rules and Regulations. This Federal Communication Commission (FCC) Certification Test Report documents the test configuration and test results for an ELVA ELVA 1 PPC-1000-E. The ELVA 1 PPC-1000-E is a point-to-point radio system operating under Part 101 of the FCC Rules. Conducted emissions, power and emissions mask measurements were performed at Elva company offices at 2 Voroshilova, OHTA Business Centre, St Petersburg, Russia 193318. Supplemental testing was performed on an Open Area Test Site (OATS) of Washington Laboratories, Ltd, 7560 Lindbergh Drive, Gaithersburg, MD 20879. Site description and site attenuation data have been placed on file with the FCC's Sampling and Measurements Branch at the FCC laboratory in Columbia, MD. Washington Laboratories, Ltd. has been accepted by the FCC and approved by NIST NVLAP (NVLAP Lab Code: 200066-0) as an independent FCC test laboratory. The ELVA ELVA 1 PPC-1000-E complies with the limits for a licensed transmitter under Part 101 of the FCC Rules and Regulations.
