The SAR compliance testing was performed in 3 different Notebook PC hosts, all with horizontal USB ports. The USB Dongle EUT was tested only in the right angle, vertical position. If this is the only intended position/use, then the Users Manual must clearly document that this device is only approved for use in Notebook PC's with horizontal USB ports, and the antenna must be positioned in the vertical position. ==> Please find the attachment file. <file name : ATT. M (User Manual)-new> Page 4 of 22 2. If the above use/position is not the only one intended: a. Since it is possible that the user could position the EUT in the flat, horizontal position, straight away from the USB port, if operation in the horizontal is an intended position, then SAR testing must also be performed in the horizontal position. If it is not an intended position the users' manual must state this. b. If operation is also intended in notebook PC's that have vertical USB ports, then testing must also be performed in those positions (each side of the USB Dongle facing the bottom of the PC. If this is not an intended position the users' manual must state this. ==> Please find the attachment file. <file name : ATT. M (User Manual)-new> 3. Additionally SAR testing in each of the 3 hosts must be performed using the bottom USB port, closest to the body of the user (it appears as though testing may have been performed in the top USB port). Please verify which USB ports were used for testing with better photographs and re-test where necessary. ==> Please find the attachment file. <file name : ATT. N (SAR REPORT)_ ICU-E640-new> SAR testing have been performed using the bottom USB port. (the worst case) 4. You have provided side/bystander SAR measurements performed at 1.5cm separation from the EUT. This position is not required by the FCC, but if this data is provided it must be reviewed. Additionally the separation distance used must be justified as a normal-use position. Either remove this testing position from the exhibits (SAR report, SAR Plots, SAR setup photos, manual, etc.) or provide a justification of this position and how the 1.5cm Page 2 of 6 4/20/2006 separation is maintained. ==> Please find the attachment file. <file name : ATT. N (SAR REPORT)_ ICU-E640-new, ATT. P (SAR TEST SET-UP PHOTO)-new> 5. The FCC Pt. 15 Subpart B test report submitted indicates compliance with the 2001 version of the FCC Rules. Please verify that this device complies with the most recent FCC Rules (published yearly). ==> Please find the attachment file. <file name : ATT. T (EMI REPORT)-new> 6. The SAR test plot exhibit seems to only include the 15mm spacing to the side testing plots and not the bottom of PC plots. This exhibit is titled '1 of 2', but '2 of 2' was not submitted. Pleased submit the additional SAR test plots. ==> Please find the attachment file. <file name : ATT. O (SAR TEST DATA)-new> 7. The manual has a Body-worn statement that could be confusing to users. This device is a USB dongle, so it does not get worn on the body, and does not have clips or accessories for wearing on the body. It can potentially get used against the body, and gets installed in host Notebook computers. Please revise the Body-worn statements in the manual to reflect that this device is used near the body, remove the reference to accessories (not applicable to this device) and approved only for notebook PC configurations similar to the ones tested. The following note that is likely to be listed on the Grant should be included in the manual: SAR compliance has been established in the notebook computer configurations with horizontal USB slot configurations as tested in this filing, and can be used in notebook computers with substantially similar physical dimensions, construction, and electrical and RF characteristics. This transmitter must not be co-lo…

Please provide a photograph of the USB Port side of Notebook #3 (LG/IBM 99CDTB8) showing the ports and the measurement of the distance to the bottom of the notebook. The photo submitted does not show the ports and no information can be found (on the internet) for the model listed. ==> Please find the attachment file. 2. It appears as though you have selected to test the EVDO in the channel from the CDMA modulation that generated the highest SAR values. For Notebook #1 the highest SAR was the high channel, so the tested EVDO only in that channel (it was below 0.8W/kg threshold). The same was done for Notebook #3. For Notebook #2, the highest SAR was in the middle channel for CDMA, so the tested EVDO only in that channel, but the measurement was >0.8W/kg. The requirement for testing is to measured the middle channel for each modulation and then tested low and high if that middle channel measured >0.8W/kg. Please provide test data for EVDO in the middle channel for each host configuration, and then the high and low channels if the measurements of the middle channel are above 0.8W/kg (like it is with Notebook #2). Also, per above, please be sure this test is performed using the bottom USB port (closest to the user). ==> Please find the attachment file. The items indicated above must be submitted before processing can continue on the above referenced application. Failure to provide the requested information within 30 days of the original e-mail date may result in application dismissal and forfeiture of the filing fee. Also, please note that partial responses increase processing time and should not be submitted. What are the current review parameters I should be aware of and what parameters of operation are considered non-TCB reviewable? TCBs should handle the CDMA-2000 in accordance with our 3 G policy previously provided to the TCB. Regarding USB dongle configuration procedures for RF exposure the following information is provided. ---------------------------------------------------------------------------------------------- - "Direct-connected" USB (without integral cable) differs from most PCMCIA in that port alignment may be horizontal (H), vertical (V), and 180 degrees H or V, with respect to a notebook computer host - Grantee is responsible for SAR compliance in all such intended use positions - 1-host per host type SAR testing is accepted for many Part 15 and some licensed-service USB-dongle transmitters - - 3-host per host type SAR test results have been filed for some licensed-service USB dongles - - KDB Mar04 webpost RFx Procedures 7)b), 7)c) are applicable ---------------------------------------------------------------------------------------------- 7) SAR test procedures and positions for portable transmitters – notebook (laptop) computers, PDAs, smart- phones, etc. ... b) SAR data voluntarily submitted for additional positions which are applicable for a product is considered and reviewed during equipment certification c) Additional tests may be requested by the FCC for other applicable device usage positions that have potential to exceed SAR limits ... ---------------------------------------------------------------------------------------------- Please note that for higher powered devices additional caution may be justified depending on the specifics.
