These limits are designed to provide reasonable protection against harmful interference in a residential environment. This equipment generates, uses, and can radiate, radio frequency energy and, if not installed and used in accordance with the instructions, may cause harmful interference to radio communications. Further, proper installation does not guarantee that interference will not occur in a particular situation. If this equipment does cause harmful interference to radio or television reception, which can be determined by turning the equipment off and on, the user is encouraged to try to correct the interference by one or more of the following measures: • Reorient or relocate the receiving antenna. • Increase the separation between the equipment and affected receiver. • Connect equipment into an outlet on a circuit different from that to which the receiver is connected. • Consult an experienced radio/TV technician for help. Radio Frequency Notice – The First InterComm™ System generates and uses RF energy. Changes or modifications to the equipment may cause harmful interference unless the modifications are expressly approved in the installation or maintenance manuals. The authority to operate the equipment could be lost, if an unauthorized change or modification is made. Electromagnetic Interference/Compatibility Nearly every electronic device is susceptible to electromagnetic interference (EMI) if inadequately designed, shielded, or otherwise configured for electromagnetic compatibility. It may be necessary to conduct compatibility testing to determine if any electronic equipment used in or around vehicles is sensitive to external RF energy or if any procedures need be applied to eliminate or mitigate the potential for interaction between the First InterComm™ System and other equipment or devices. • Facilities – To avoid EMI or compatibility conflicts, turn off the First InterComm™ System near any facility where posted notices instruct you to do so; e.g., hospitals or health care facilities. • Veh…

65 River Road Hudson, NH 03051 February 06, 2008 Attention: Application Examiner Re: Request for confidentiality Applicant: BAE Systems FCC ID: VS2-U1FCGX-LF To whom it may concern, Request is hereby submitted by BAE Systems to withhold permanently from public review certain portions of the application for equipment certification for the referenced FCC identifiers. This request for confidentiality is made pursuant to 47 CFR 0.457(d) and 0.459 of the FCC Rules. In particular, the following sections of the application are to be kept permanently confidential: • Schematics • Detailed Block diagrams • Detailed Operational/Functional Description • Parts list • Internal photos Rationale for request for confidentiality: BAE Systems has invested considerable time and materials in research and development to produce the referenced product. Disclosure of the permanently confidential portions of this application to competitors would not only give them significant competitive advantages in developing similar products, but would also disclose successful implementation of unpublished, leading edge technology developed by BAE Systems This product is a professionally installed unit in a first responder vehicle located in an inaccessible location and is not available to the general pubic. The First Responder Interoperable Communications™ system has received SAFETY Act designation from the U.S. Department of Homeland Security as a qualified anti-terrorism technology and release of internal photos could reduce the effectiveness of the unit. The fee for confidentiality has been submitted along with the fee for certification. If you have questions or need further information, please contact the undersigned. Sincerely, Ralph Lombardo Project Engineering Manager BAE Systems

RF Exposure Info

MPE Calculations RF Exposure Requirements: §1.1307(b)(1) and §1.1307(b)(2): Systems operating under the provisions of this section shall be operated in a manner that ensures that the public is not exposed to radio frequency energy levels in excess of the Commission’s guidelines. RF Radiation Exposure Limit: §1.1310: As specified in this section, the Maximum Permissible Exposure (MPE) Limit shall be used to evaluate the environmental impact of human exposure to radiofrequency (RF) radiation as specified in Sec. 1.1307(b), except in the case of portable devices which shall be evaluated according to the provisions of Sec. 2.1093 of this chapter. MPE Limit Calculations: 1) EUT operating frequency band 450 - 520 MHz. Highest conducted power is 36.47 dBm. Maximum 3 dBi antenna gain; 50% source-based, time-averaged maximum duty cycle. Power Density Determination: S = PG / 4πR 2 or R = √(PG / 4πS) where, S = Power Density (mW/cm 2 ) P = Linear Power Input to antenna in mW (4436 mW peak, 2218 mW average) G = Numerical Antenna Gain (2.0) R = Radius (45cm or 18 in, as noted in installation instructions) S = (2218*2.0/4π45 2 ) = (4436/25,447) = 0.1743 mW/cm 2 @ 45cm 2) EUT operating frequency band 2412-2462 MHz; highest conducted power = 30 dBm (peak) Maximum antenna gain = 5 dBi. Power Density Determination: S = PG / 4πR 2 or R = √(PG / 4πS) where, S = Power Density (mW/cm 2 ) P = Linear Power Input to antenna (941 mW) G = Numerical Antenna Gain (3.16) R = Radius (45cm or 18 in, as noted in installation instructions) S = (941*3.16/4π45 2 ) = (2974/25,447) = 0.117 mW/cm 2 @ 45cm 3) Worst-case MPE is simultaneous exposure from both antennas @ 45 cm to the respective limits in their bands; 450 – 520 MHz band: MPE limit = 1 mW/cm 2 Occupational/Controlled Exposure limit; Calculated MPE/MPE limit = 0.1743/1 = 0.1743 2412-2462 MHz band: MPE limit = 5 mW/cm 2 ; Occupational/Controlled Exposure limit; Calculated MPE/MPE limit = 0.117/5 = 0.0234 Sum of ratios is 0.1743 + 0.0234 = 0.198, which is below the relative MPE limit of 1.0 for co- transmitting sources.

FCC Part 90: Power limitation is dependant on the device antenna’s height above average terrain (HAAT) and on the required service area, and will be authorized according to the HAAT table found in FCC §90.205(d) Table 1. Pass Report Number 3139325BOX-009 Page 5 of 15 3.0 Sample Calculations The field strength is calculated by adding the Antenna Factor and Cable Factor, and subtracting the Amplifier Gain (if any) from the measured reading. The basic equation with a sample calculation is as follows: FS = RA + AF + CF - AG Where FS = Field Strength in dBμV/m RA = Receiver Amplitude (including preamplifier) in dBμV CF = Cable Attenuation Factor in dB AF = Antenna Factor in dB AG = Amplifier Gain in dB In the following table(s), the reading shown on the data table reflects the preamplifier gain. An example for the calculations in the following table is as follows. Assume a receiver reading of 52.0 dBμV is obtained. The antenna factor of 7.4 dB and cable factor of 1.6 dB is added. The amplifier gain of 29 dB is subtracted, giving a field strength of 32 dBμV/m. This value in dBμV/m was converted to its corresponding level in μV/m. RA = 52.0 dBμV AF = 7.4 dB/m CF = 1.6 dB AG = 29.0 dB FS = 32 dBμV/m Level in μV/m = [10( 32 dBμV/m)/20] = 39.8 μV/m The following is how net line-conducted readings were determined: NF = RF + LF + CF + AF Where NF = Net Reading in dBμV RF = Reading from receiver in dBμV LF = LISN Correction Factor in dB CF = Cable Correction Factor in dB AF = Attenuator Loss Factor in dB To convert from dBμV to μV or mV the following was used: UF = 10 (NF / 20) where UF = Net Reading in μV Example: NF = RF + LF + CF + AF = 28.5 + 0.2 + 0.4 + 20.0 = 49.1 dBμV UF = 10 (48.1 dBμV / 20) = 254 μV/m Report Number 3139325BOX-009 Page 6 of 15 3.1 Measurement Uncertainty Compliance of the product is based on the measured value. However, the measurement uncertainty is included for informational purposes. The expanded uncertainty (k = 2) for radiated emissions from 30 to 1000 MHz has been determi…
