Responses: From: M. Flom Associates, Inc. [[email protected]] Sent: Thursday, September 25, 2003 5:04 PM To: Gretchen Subject: Re: RF NEULINK - FCC ID: B95-NL6000-VHF Job #1298UC3 Attached please find the signed project letter. The modulation available in this modem for running random data can only be obtained in the diagnostic mode. For the narrow band it is 12 kps (for 9.6 kps requirement) and 22.05 kps (for 19.2 kps). There is no PAM signal feeding the transmitter to deliver a 4-FSK output signal. 1) Hence under Rule 2.201, emission designator F1D applies. 1) Occupied Bandwidth plots on pages 22, 23, 24, 42, 43 and 44 for 12.5 kHz spacing (12 kps); plots on pages 25, 30, 31, 45, 50 and 51 are for 25 kHz spacing (22.05 kps). 2) Attached please find the Amended Test Report which includes the Transient Frequency Response test and results. 3) R.F. Exposure Safety Instructions: The device comes equipped with time-out timer to avoid damage. The 50% duty cycle statement is to caution the user. See the Instructions to Users and Installers at the end of the MPE Report. 4) User Manual: The statement you refer to us a repeat of the other warnings in the manual to again caution the user, which applies to stated maintenance of 20 cm separation distance. 5) User Manual, R.F. Exposure: The test for R.F. Exposure was conducted at 20 cm as noted on page 7 in the MPE Report. 'General Population' requirements would imply that the transmitter met the SAR limits. Isn't that so? 6) Please see Rule Part 74.402(a), 74.402(a)(4) and 74.402 (authorized frequencies (b)(2). As stated n 74.402(a), 'may be assigned for use by remote broadcast pickup stations'. We trust the above meets the requirements. Regards, Mort Flom, P. Eng., President mf/cva M. Flom Associates, Inc. FLOM ASSOCIATES, INC 480-926-3100 480-926-3598 [email protected] SUBJECT: RF NEULINK - FCC ID: B95-NL6000-VHF REFERENCE: JOB 1298UC3 Questions: 1. Necessary Bandwidth Calculation: Please explain how this number is derived from the Pulse Amplitude Modulated (PAM) signal feeding the transmitter that delivers a 4-FSK output signal. The emission designator is marked as F1D. 1. Occupied Bandwidth Plots: Is the plot marked “random data” running at maximum data rate? Part 90.203(j) states: “...the equipment must be capable of supporting a minimum data rate of 4800 bits per second per 6.25 kHz of channel bandwidth.” Please verify and state the EUT complies with this requirement for the 12.5 and 25 KHz bandwidths. 2. Transient Frequency Response: Part 90.214 calls for Transient Frequency Response Plots. Please submit. (none were found) 3. User Manual: RF Exposure Safety Instructions: For what reason is the 50% duty cycle statement listed? 4. User Manual: RF Exposure Safety Instructions: The statement “RF Exposure compliance must be addressed at the time of installation.” Does this statement apply when it is stated to maintain a 20cm separation distance from the antenna? 5. User Manual: RF Exposure Safety Instructions: In the section called “Warning” it states: “....the requirements of Occupational/Controlled Exposure Environment, etc....” This EUT meets the “General Population” requirements, as it should. Should this statement be changed to “General Population,” etc? 6. FCC Form 731: Item 13: You are asking for 22, 74, and 90 (90.210) Certification. In your Test Report, Page 5 of 58, you checked off: Part 74 Subpart H – Low Power Auxiliary Stations. The “Frequency Assignment” section in Part 74.802 does not list 148 MHz to 174 MHz, the operational frequencies of this radio. Is your request for 74H in error? Please show compliance with the Part 74 Rules you wish to Certify this radio. 7. Part 22: Similar question as Number 6. Under what Part 22 rules do you wish to Certify this radio? We need this to know if all items are covered in your Test Report. The FCC has stated to us: “We strongly (yes, they said strongly) want to see compliance for multiple part requests.” Therefore, please specify all the rule parts for compliance. Thank you. Sincerely, Gretchen Torres
THEORY OF OPERATION RF BOARD RECEIVER RF amplifier and bandpass filters. The incoming RF signal from the input connector J101 passes backwards through the transmitter lowpass filter and the electronic T/R switch to a two pole bandpass filter formed around L101 and L102. This filter is of Cohn type with 1.5 dB insertion loss and a bandwidth of 25 MHz. This filter is followed by a low noise amplifier stage formed around Q101. This amplifier has a gain of about 17 dB with a noise figure of 2 dB and serves to amplify the incoming RF signal above the noise of the following stages. Following this stage is a four pole Cohn filter formed around L103 through L106. This filter has an insertion loss of 4 dB and a bandwidth of 25 MHz. The two filter sections are narrow enough to filter out the spurious responses of the first mixer while wide enough to support a performance bandwidth of 20 MHz. 1 st mixer, 1 st IF filters, and 1 st IF amplifier. IC101 is an active double balanced mixer which converts the incoming RF signal to the first intermediate frequency (IF) of 43.65 MHz. This mixer has a gain of 0 dB and a noise figure of 10 dB. Its differential output is matched to the first IF filter, YF101, by L107, L108, C128, and C137. An IF amplifier based around Q102 is used to provide gain. Its output drives another IF filter section, YF102, which is identical to YF101. These two filters serve the double function filtering out the spurious responses of the second mixer and, with the second IF filter, of removing signals at the adjacent and further removed channels. 2 nd IF IC The output of YF102 drives the mixer internal to IC102. IC102 is an integrated FM IF IC which contains a mixer, high gain limiting IF amplifier, FM discriminator (detector), and other support circuitry. The mixer in IC102 converts the RF signal at the first IF to the second IF of 450 kHz. The output of the mixer exits the IC and is filtered by the second IF filter, YF103. The output of the filter re-enters the IC and drives the high gain limiting amplifier. Because the discriminator inside IC102 is sensitive to both amplitude and frequency modulation components, a limiter must precede it to remove any amplitude modulation. In addition, the noise based carrier detection system available with this product requires that the RF signal at the discriminator stay constant in amplitude as the RF input signal level varies. The output of the limiter amplifier drives the discriminator. The resonator for the discriminator is YF104. Receiver audio and carrier detection The recovered audio from pin 9 of IC102 is filtered and DC shifted by IC103A and associated components. IC103B is a simple inverter and is used to provide inverted audio for those applications which may require it. Two methods of carrier detection are available on this radio. One is based upon the absolute RF signal level at IC102’s input and the other is based upon the magnitude of the ultrasonic noise on the recovered audio. IC102 has circuitry which develops a DC current which is proportional to the input RF signal level. Passing this current through a resistor (R115) creates a voltage which varies from about 0.5 volts at no signal input to about 3 volts with –70 dBm at the antenna connector. In addition, a voltage can be developed which is proportional to the amount of noise present on the recovered audio signal. This is effected by filtering the recovered audio such that only frequencies above the normal modulation range remain. This prevents modulation components from being detected as noise. The filter is formed around an op-amp internal to IC102 between pins 10 and 11 and the components connected to these two pins. The filtered output at pin 11 is rectified by Q103B and then filtered. The output varies from about 3 volts for a 0 dB SINAD signal to about 0.5 volts for a 20 dB SINAD signal. 2 nd local oscillator. The two mixers in this radio act to produce an output signal whose frequency is equal to the difference between the frequency present at the RF input port and the frequency at the local oscillator port. To convert signals at the first IF frequency of 43.65 MHz to that of the second IF at a frequency of 450 kHz, a local oscillator signal at a frequency of 43.2 MHz (43.65 – 0.45) is used. This signal is created by tripling the output of the radio’s 14.4 MHz master reference oscillator, Y101. Transistor Q112 acts as a frequency tripler. Its associated components are used to bias the transistor at an harmonic rich bias point and to filter the output such that only the third harmonic remains for use as the 2 nd local oscillator. VCO and Synthesizer The synthesizer is responsible for generating the carrier in transmit and the first local oscillator in receive. A voltage-controlled oscillator (VCO) is an oscillator whose frequency can be controlled by an external signal. The synthesizer, almost wholly contained within IC108, divides the VCO frequency by digital dividers and compares the result with an accurate reference. An error signal, proportional to the frequency error is created which is routed to the frequency control input of the VCO. This action locks the VCO to a frequency which is equal to the reference frequency multiplied by the divider number. To set the VCO frequency, different divider numbers can be programmed into the synthesizer. In most synthesizer designs, the divider must be an integer, which forces the reference frequency to be equal to the synthesizer step size. The synthesizer IC used in this radio, however, allows the use of non-integer values for the divider which in turn allows the reference frequency to be much higher than normal. This creates a synthesizer whose output has lower noise, lower spurious levels, and a higher switching speed s. The reference frequency is derived by digitally dividing the frequency of the 14.4 MHz master oscillator. When locked, the VCO attains the same relative frequency stability as that of the master oscillator. T…

THEORY OF OPERATION Narrow Band Radio The VCO is modulated by a four level Pulse Amplitude Modulated (PAM) signal. The symbol rate is half the bit rate or 6,000 symbols per second. The modulating signal is Nyquist filtered with an excess bandwidth factor (alpha) of 0.7. The deviation for the four levels is -2500 Hz, -833 Hz, 833 Hz, and 2500 Hz. Data packets are prefaced by a 67 ms preamble. The preamble modulates the VCO with a 3000 Hz sine wave with 2.5 KHz peak deviation. Data in the packets is randomized using shift register feedback. Wide Band Radio The VCO is modulated by a four level Pulse Amplitude Modulated (PAM) signal. The symbol rate is half the bit rate or 11,025 symbols per second. The modulating signal is Nyquist filtered with an excess bandwidth factor (alpha) of 0.7. The deviation for the four levels is -4000 Hz, -1333 Hz, 1333 Hz, and 4000 Hz. Data packets are prefaced by a 36 ms preamble. The preamble modulates the VCO with a 5513 Hz sine wave with 4 KHz peak deviation. Data in the packets is randomized using shift register feedback

RF Neulink 46 NL6000 User Guide Appendix A – Diagnosing and Correcting Performance Problems Factory technicians use the procedures in this section for initial modem alignment. After installation, a qualified electronic technician can use these procedures to diagnose and correct performance problems. Only an electronic technician with training in RF radio alignment should perform these procedures. Always perform these procedures using calibrated test equipment. Use the following test equipment for these procedures [Clay, please check this list]: ∑ A calibrated service monitor (IFR) capable of generating and analyzing narrow- band FM signals in the frequency band of the radio being tested. ∑ DC power supply capable of supplying at least 1 amp of current at 10-12V DC. ∑ A computer terminal capable of 9600 Baud wired as a DTE. ∑ Oscilloscope with at least 5MHz bandwidth. ∑ Jumper cable to connect the modem PCB to the radio PCB, while performing the alignment. Setting the Power Value 1. Set the IFR to receive at the radio’s transmit frequency. 2. From the terminal emulator, enter programming mode. 3. Select the active channel for the radio as follows: ∑ Select Radio Select Active Channel. ∑ Enter the active channel assignment for the radio. The value must be a number in the range 01 – 64. ∑ Press ESC to return to the Main Menu. 4. Select Diagnostics Transmit Continuous Random Data. 5. Set the power value as follows: ∑ Select Power from the Diagnostics menu. ∑ While watching the power gauge, change the power value and check the gauge to see that the power value registers correctly. The value must be a number in the range 0 – 1023. 6. Select None from the Diagnostics menu to stop the data transmission. Setting the Frequency Trim (includes setting Power) The power setting affects the frequency trim in the NL6000, so part of setting the frequency trim is setting the power. 1. Set the IFR to receive at the radio’s transmit frequency. RF Neulink 47 NL6000 User Guide 2. ∑ Press ESC to return to the Diagnostics menu. 6. Set the frequency trim as follows: ∑ Select Frequency Trim from the Diagnostics menu. ∑ While watching the Frequency Error gauge on the IFR, change the frequency trim value on the Frequency Trim window until the needle on the gauge is centered. 7. Select None from the Diagnostics menu to stop the data transmission. Setting the Deviation and Balance To properly set the deviation and balance, you must perform the following procedure twice – once near each “edge” of the transmit frequency band In this procedure, an edge is defined as approximately 2.5 MHz from one end of the band range. 1. From the terminal emulator, enter programming mode. 2. Select one “edge” of the transmit frequency as fo…
