American Telecommunications Certification Body Inc. 6731 Whittier Ave, McLean, VA 22101 April 11, 2006 RE: LG Electronics FCC ID: BEJMG210 I have a few comments on this Application. Depending on your responses, kindly understand there may be additional comments. 1.) The Form 731 supplied does not match the Label. Have you supplied the correct form? Our QA requirements that we have an exact match for this document. 2.) The FCC website does not appear to have correct contact information for LG Electronics. It shows the person to contact is Mr. Daniel Kim of LG in Englewood Heights, New Jersey, USA.. This is much different from the contact information shown on your Form 731 submitted to ATCB. Please confirm if this information is still valid. If you need to update, it can be done online for free at the FCC website. 3.) Please supply an Agent Authorization letter from LG electronics allowing Estech to act on it’s behalf in FCC maters related to this filing. 4.) The Block Diagram and the block contained inside the Operational Description do not match. Is this the correct file? One describes a three band phone while the other describes a quad band product. Please review. 5.) The FCC compliance statement located on page 11 of the Manual is incorrect. The statement supplied applies to Part 15 intentional and unintentional radiators only. The proper statement for a receiver (defined as Unintentional radiator under the Rules) which is associated with a Licensed Part 22/24 transmitter and does not have any connection to a computer can be found in 15.19(a)(1). “This device complies with part 15 of the FCC Rules. Operation is subject to the condition that this device does not cause harmful interference.” 6.) What is the frequency range used for radiated spurious emissions? I am unable to determine from both the data presented or from the Test Procedure. 7.) In compliance with Section 2.1093, a statement confirming compliance with the limits for SAR should be provided. FCC has been asking for this attestation recently. Please provide either as a separate document or within the body of the SAR report. William H. Graff President and Director of Engineering mailto: [email protected] The items indicated above must be submitted before processing can continue on the above referenced application. Failure to provide the requested information may result in application termination. Correspondence should be considered part of the permanent submission and may be viewed from the Internet after a Grant of Equipment Authorization is issued. z Page 2 April 11, 2006 Please do not respond to this correspondence using the email reply button. In order for your response to be processed expeditiously, you must submit your documents through the AmericanTCB.com website. Also, please note that partial responses increase processing time and should not be submitted. Any questions about the content of this correspondence should be directed to the sender.

The FCC has adopted the guidelines for evaluating the environmental effects of radio frequency radiation in ET Docket 93-62 on Aug. 6, 1996 to protect the public and workers from the potential azards of RF emissions due to FCC-regulated portable device.[1] The safety limits used for the environmental evaluation measurements arethe criteria published by the based on American National Standards Institute (ANSI) For localized specific absorption rate (SAR) in IEEE/ANSI C95.1-1992 Standard for safety Levels with Respect to Human Exposure to Radio Frequency Electronic Fields, 3 kHz to 300 GHz. The receive antenna height and turn table rotation was adjusted for the highest reading on the receive spectrum analyzer. For CDMA signals, a peak detector is used, with RBW = VBW = 3MHz. For AMPS, GSM, and NADC TDMA signals, a peak detector is used, with RBW = VBW = 1MHz, A Horn antenna was substituted in place of the EUT. This Horn antenna was driven by a signal generator and the level of the signal generator was adjusted to obtain the same receive spectrum analyzer reading. This spurious level is recorded. For reading 1GHz, the above procedure is repeated using horn antennas and the difference between the gain of the horn and an isotropic or dipole antenna are taken into consideration.
