LG Electronics Inc Date:09.05.2003 Federal Communications Commission Authorization and Evaluation Division Laboratory Division 7435 Oakland Mills Road Columbia, MD 21046 Re: LG Electronics Inc, PDA Request for withholding from public disclosure proprietary information submitted pursuant to an application for certification of a PE2030 A. FCC ID:BEJPDAPE2030A Sir/Madam: LG Electronics Inc requests that certain materials submitted with this application for certification of the PE2030 A be withheld from public disclosure. This request is made under the provision of Section 0.457 (d) of the Commission’s Rule and Section 552 (b) (4) of the Freedom of Information Act, Trade Secrets. The items marked “Confidential” contain detailed block diagram, schematic, part list, operational description and PCB layout, submitted to the FCC for review with this application. The information contains proprietary information (trade secrets) regarding the circuit operation and capabilities (specific values of components, circuit design details and system architecture) which are the result of our extensive investment in research and development. Without the disclosed information, competitive organizations would take considerable more time to assess and develop a workable competitive product. Therefore, we believe that disclosure of these company guarded materials would compromise our leading position in this market. We therefore formally request that the materials marked “Confidential” be kept strictly confidential and not made available for inspection by any other party, except on a need to know basis for the sole purpose of the certification process. Sincerely yours, Hoseob Sung Senior Research Engineer

System and operator errors can be detected and corrected. It is recommended that the validation be performed prior to any usage of the system in order to guarantee reproducible results. The measurement of the Specific Absorption Rate (SAR) is a complicated task and the resultdepends on the proper functioning of many components and the correct settings of manyparameters. Faulty results due to drift, failures or incorrect parameters might not berecognized, since they often look similar in distribution to the correct ones. The DosimetricAssessment System DASY3 incorporates a validation procedure to test the properfunctioning of the system. The system validation uses normal SAR measurements in asimplified setup (the flat phantom section of the Generic Twin Phantom) with a wellcharacterized source (a matched dipole of a specified distance). This setup was selected to give a high sensitivity to all parameters that might fail or vary over time (e.g. probe, liquid parameters, and software settings) and a low sensitivity to external effects inherent in the system (e.g. positioning uncertainty of the device holder). The validation does not replace the calibration of the components. The accuracy of the validation is not sufficient for calibration purposes. It is possible to calculate the field quite accurately in this simple setup; however, due to the open field situation some factors (e.g. laboratory reflections) cannot be accounted for. Calibrations in the flat phantom are possible with transfer calibration methods, using either temperature probes or calibrated E-field probes. The validation also does not test the system performance for arbitrary field situations encountered during real measurements of mobile phones. These checks are performed at SPEAG by testing the components under various conditions (e.g. spherical isotropy measurements in liquid, linearity measurements, temperature variations, etc.), the results of which are used for an error estimation of the system. The validation will indicate situations where the system uncertainty is exceeded due to drift or failure. Validation procedure Preparation The conductivity should be…

The EUT is positioned on a non- conductive support with a height of 0.80 m above a conductive ground plane that covers the whole chamber. The receiving antennas are conform with specifications ANSI C63.2-1987 clause 15 and ANSI C63.4-1992 clause 4.1.5. These antennas can be moved over the height range between 1.0 m and 4.0 m in order to search for maximum field strength emitted from EUT. The measurement distances between EUT and receiving antennas are indicated in the test setups for the various frequency ranges. For each measurement, the EUT is rotated in all three axes until the maximum field strength is received. The wanted and unwanted emissions are received by spectrum analysers where the detector modes and resolution bandwidths over various frequency ranges are set according to requirement ANSI C63-4-1992 clause 4.2. Antennas are conform with ANSI C63.2-1996 item 15. 150 kHz - 30 MHz: Quasi Peak measurement, 9kHz Bandwidth, passive loop antenna. 30 MHz - 200 MHz: Quasi Peak measurement, 120KHz Bandwidth, biconical antenna 200MHz - 1GHz: Quasi Peak measurement, 120KHz Bandwidth, log periodic antenna 1GHz: Average, RBW 1MHz, VBW 10 MHz, waveguide horn All measurements are done in accordance with the Filing and Measurement Guidelimes for Fr…
