When using this device, basic safety precautions should always be followed to reduce the risk of fire, electric shock and injury to persons, including the following: • Operate and install this product as described in this manual. This device must be installed and used in strict accordance with the manufacturer's instructions. • This product is suitable for installation in air handling spaces (plenum). • Use only the AC/DC power supply adapter provided. For replacement, contact your local supplier or distributor. • To avoid the risk of electric shock from lightning, do not use this product during an electrical storm. • Installation of this product must conform to local regulations and codes. • When using this product with an external antenna, see the installation documentation provided with the antenna system. • No user serviceable parts; all repairs and service must be handled by a qualified service center. FCC Compliance Information AP-4000MR-LR Safety and Regulatory Information 3 FCC Compliance Information This device operates in the 2.4 GHz and 5.75 - 5.85 bands in compliance with Part 15 of the FCC Rules. Operation is subject to the following two conditions: 1) this device may not cause harmful interference, and 2) this device must accept any interference received, including interference that may cause undesired operation. To comply with the FCC radio frequency exposure requirements, the following antenna installation and device operating configurations must be satisfied: •Product models using external antennas require professional installation. • The antennas used for professional installation must be fixed-mounted on indoor/outdoor permanent structures with a separation distance of at least 123 cm from all persons. • Antennas must not be co-located and must not operate in conjunction with any other antenna or transmitter. Modifications Changes or modifications to this device that are not expressly approved by the manufacturer of the product could void the user’s authority to operate the equipment. Warnings This equipment has been tested and found to comply with the limits for a Class B digital device, pursuant to Part 15 of the FCC Rules. These limits are designed to provide reasonable protection again harmful interference in a residential installation. This equipment generates, uses, and can radiate radio frequency energy, and, if not installed and used in accordance with the instructions, may cause harmful interference to radio communications. However, there is no guarantee that interference will not occur in a particular installation. 2115 O'Nel Drive, San Jose, CA 95131 P 408.731.2700 F 408.731.3675 www.proxim.com Professional Installation Statement Rev 1 This statement is submitted with regards to professional installation of the HZB-4000-LR radios and the antennas used for testing. The HZB-4000-LR radios must be professionally installed and so is exempt from the antenna restrictions of FCC Part 15.203. The HZB-4000-LR is a product manufactured by Proxim Wireless Corporation in San Jose, California. The HZB-4000-LR is to be certified for operation under Part 15.247 of the FCC Rules in the 2400 – 2483.5 MHz and the 5.725-5.850 GHz band. The equipment is designed for point-to-point or point-to- multipoint communications and will carry data signals using Ethernet interfaces. Due to the unique requirements of installation and integration of these systems, typical consumers or businesses will not have the proper training required for successful implementation of these systems. The HZB-4000-LR is not designed for use by the general public, and will be sold as follows: ƒ Through the Proxim sales force to professional communications users ƒ Through designated and professionally trained Proxim Value Added Resellers to business users under individual reseller agreements. These companies will either use their professional telecommunications engineering staff to carry out the installation or will subcontract to professional installation firms. On occasion, a professional installation firm will purchase the HZB-4000-LR radios directly. Due to the unique technical expertise required in installing and setting up the system, the product is not suitable for distribution to retail channels. Proxim offers extensive training the distributors, resellers and professional installers on the proper deployment and use of this equipment. It also instructs its resellers not to sell the units that require external antennas to retail channels in order to be compliant with FCC regulations. The HZB-4000-LR radio will be used for fixed, permanent or temporary, outdoor environment. Professional installers will be needed to deploy this equipment and their antennas. The output power of the HZB-4000-LR radio will be adjusted to meet any applicable EIRP limits by the professional installer during installation. The method of adjusting the output power is described in the Antenna Installation Manual written for use by professionally trained installers. At the time of sale, the installation engineer chooses from commercially available antennas listed in our Antenna Installation Manual (Page 32) for use with the radio. The professional installation engineer is responsible to install only those commercially available antenna(s) (or similar) as listed in the filing. Only those antenna(s) listed in the filing are to be used with the device. Proxim has also included detailed instructions on how to determine the maximum output power based on EIRP limits for all professional installers to follow. Dettling Documentation Specialist WLL Project: 9141, 9153, 9176 Response to ATCB Comments FCC ID: HZB-4000LR 2 QUESTION/RESPONSE 1) Please update the 731 form Section III – 6 to report the RF power for each band R. The 731 form has been updated to include the power for each band. Please see” 4000LR Application Form - 731 revised” 2) Section 15.15(b) prohibits adjustments of any control by the user that will cause operation of a device in violation of the regulations. Accordingly, any proposal to allow the end user to choose extended channels on frequencies outside of an allowable frequency band in the USA is not acceptable. For example, a WLAN device operating according to Section 15.247 on channels 1-11 between 2.4 - 2.483.5 GHz must not have any user controls or software to allow the device to operate on channels 12 and 13 which are outside of the allowed USA band. For instance, the user should not be able to select alternative countries which would allow different channel plans outside of the allowed USA band. Please explain how this device is compliant to this requirement for both bands of operation. R. Using the Internet Explorer based configuration screen, the user can only select one of the 11 IEEE 802.11b/g channels. 3) According to recent FCC interpretations, the confidentiality letter must be signed by either the contact given on the FCC site for the applicant (Caroline Yu), or someone listed in the technical or non-technical portions of the 731 form. Geoffry Smith) does not appear to be listed on the FCC site as the appropriate contact. Please help correct the cover letters as necessary. R. Please see revised letter “Confidentiality request letter” 4) Please provide internal photographs of the 2.4 GHz bandpass filter. These appear to be missing. R. Please see exhibit “EWT-11-0311 Spec Sheet” 5) The labeling shows 2 FCC ID’s. Per various correspondence with the FCC on prior applications, the FCC ID’s given on a device may only be relevant to the configuration of the device (i.e., multiple ID’s allowed for various modular approvals if each module is installed, but can not label 2 different FCC ID’s to cover 2 different configurations). In this case, the labeling photograph shows a 90Y FCC ID which is not particular to this approval as well as a port that shows 4.9 GHz which does not appear relevant here. Please adjust. Also, I’ve included a related discussion from FCC training that although doesn’t directly address this issue, does boarder on this labeling issue. R. Please see exhibit “Label Location revised”. 6) Operational description provided only discusses the amplifiers, please update to include a brief description of the entire device. R. Please see exhibit “AP4000MR-LR Product Description Rev 1” and the block diagram for the Access Point located in “AP-AG-AT-Block Diagram”. 7) Schematics provided are only for the amplifier portion of the device. Please update to include all the TX circuitry as required by Part 2. R. Please see exhibit “AP-AG-AT-02schematic”. 8) Please provide detailed information regarding the antennas being approved (i.e. manufacturer, model, gain, etc.). Note that the 2.4 GHz report appears to mention 3 antenna types. R. Please see exhibit “Antenna Info”. 9) The RF exposure does not device dBi or dBd for the antennas. This may affect reported RF exposure information in the manual as well. R. Please see “4000LR RF Exposure Info – revised”. 12) Test Report for 2.4 GHz mentions 4.9 GHz throughout the report (on page 6 of 46, block diagram, etc). This appears incorrect given the 5.8 GHz. The letter should address the following 3 items: a) Marketing example: - The device cannot be sold retail, to the general public or by mail order. Dettling Documentation Specialist WLL Project: 9141, 9153, 9176 Response to ATCB Comments FCC ID: HZB-4000LR 2 1) The professional installation manual suggests this device may be sold without an antenna and the antenna is supplied by the professional installer or customer. While this may be allowed for a licensed device, unlicensed device must have the proper antenna supplied to the customer. While this may be done using a professional installer, note that Proxim will be responsible to ensure proper antennas are used. Please reference the following discussion provided by Joe Dichoso on a previous application where the manufacturer claimed to not be providing the antenna for an unlicensed approval (note the specific below mentions OEM which was in reference to questions regarding a Modular approval aspect to the device as well): Note the above suggests some sort of control between grantee and professional installer as well. For instance direct control of the install team or various contracts in place (Proxim –> Installer, or Proxim –> reseller –> installer) in place to ensure proper installations are performed correctly. Here the question is it appears the device can be sold to the end customer without an antenna which is not allowed for the unlicensed world and rely on the customer to hire a professional installer. What precautions are taken to ensure once in the hands of the user/customer that it is a complete system (TX + antenna). Usually simply identifying the antennas and defining it should be professionally installed has generally not been sufficient. Please review. R. Please see attached Revision 1 of the attached Professional Installation statement. See: Proxim Prof Installation Rev 1.pdf 2) The maximum gain of the antennas information cited shows a 5.8 GHz 17 dBi Sector antenna and 28 dBi Flat panel. The manual information suggests 18 dBi sector and 36 dBi directional. Please review/correct. Also, please ensure that proper maximum gains have been tested for radiated emissions as required. R. Please see attached new Safety Information Brochure shipped with the product. The reference to the 36 dBi antenna is removed. See: AP4000MR-LR Regulatory Flyer_31.pdf 3) Is the proper power reported in the 802.11b report? This appears identical to the 802.11g report. R. Please review the summary of the reported power from each report, repeated here: • The 802.11b report shows 23.6 dBm • The 802.11g report shows 24.0 dBm 4) Regarding 5.8 GHz, manual cites 5745 – 5825, while 731 form cites 5740 – 5835 MHz. Testing appears to suggest both 5740 – 5835 and 5760 – 5815. What is the true center frequencies? Is manual correct? Please review. R. Please see attached new revision of manual. The operating channels are listed on page 24. See: AP4000MR-LR_QIG_v3.3_CD_r1.pdf 5) The new block diagram provided suggests the device may be capable of using both radios in the 5.8 band simultaneously. Please explain if this device will be able to operate like this. If so, then various exhibits such as RF exposure do not appear to take this into account. There are also concerns with compliance such as 15.247(b)(4)(iii), etc. Response to ATCB Comments FCC ID: HZB-4000LR 3 R. The device will not operate as stated in Comment 5). One radio section operates only on the 2.4 GHz band and the other only on the 5.8 GHz band due to the hardware components installed onto the printed circuit board. Please see the system block diagram on the Product Description sent with the last upload for clarification on the radio operation. It show this visually. 6) Given the nature of 6 antennas (3 for 2.4 GHz, 3 for 5.8 GHz), are test photos of each configuration available? It appears that only 3 antennas have been shown? R Test photos are representative of the test setup. We do not have photos of the other setups.

For instance, the manual cites 5745 – 5825, while 731 form cites 5740 – 5835 MHz. Testing appears to suggest both 5740 – 5835 and 5760 – 5815. What is the true center frequencies? Is manual correct?
