Menlo Park, CA 94025 STATEMENT THAT TSUNAMI (Model 31145) RADIOS MUST BE PROFESSIONALLY INSTALLED AND SO IS EXEMPT FROM THE ANTENNA RESTRICTIONS OF FCC PART 15.203, INCLUDING INFORMATION ON ANTENNAS USED FOR TESTING This letter is submitted with regards to professional installation of the Tsunami (Model 31145) radio and the antennas used for testing. The Tsunami (Model 31145) radios must be professionally installed and so is exempt from the antenna restrictions of FCC Part 15.203. The Tsunami (Model 31145) radio is a product manufactured by Western Multiplex in Sunnyvale, California. The Tsunami (Model 31145) radio is to be certified for operation under Part 15.247 of the FCC Rules in the 5725-5850 MHz band. This equipment is designed for point-to-point communications and will only carry data signals using a 10BaseT interface. Due to the unique requirements of installation and integration of these systems, typical consumers or businesses will not have the proper training required for successful implementation of these systems. The Tsunami (Model 31145) is not designed for use by the general public, and will be sold as follows: • either through the Glenayre Western Multiplex sales force to professional communications users in the following categories: electric power utilities, cellular telephone operating companies, personal communication service operating companies, regional Bell operating companies, oil and gas exploration and transmission companies, railroad companies, federal, state and local government agencies, or • through designated and professionally trained Glenayre Western Multiplex Value Added Resellers (VARs) to business users under individual reseller agreements. These companies will either use their professional telecommunications engineering staff to carry out the installation or will subcontract to professional installation firms. On occasion, a professional installation firm will purchase the Tsunami (Model 31145) radios directly. The Tsunami (Model 31145) radio will be used for fixed, permanent or temporary, outdoor links requiring the use of directional antennas at 5.8 GHz which tend to be mounted on towers. These antennas will be 2’, 4’, 6’ or 8’ dishes with narrow beam-widths (ranging from 7 degrees to less than 2 degrees) and require professional installers to align them. In addition, the Tsunami (Model 31145) radio must be set up for the specific line interface required during installation. This procedure must be carried out by a qualified professional installer for the equipment to operate properly. The output power of the Tsunami (Model 31145) radio will be adjusted to meet any applicable EIRP limits by the professional installer during installation. The method of adjusting the output power is described in the manual written for use by professional trained installers. The Tsunami (Model 31145) radio is a full duplex device with a common transmit and receive port. The addition of an external amplifier to boost the transmit power would disable the receive signal, thus rendering the Tsunami (Model 31145) radio inoperable. In addition, high power amplifiers (not generally available at 5.8 GHz) cannot be used without ensuring that signal saturation does not occur (because this would produce unrecoverable deterioration of the receive signal). Thus, the addition of an amplifier could not be accomplished by a non-professional installer. The Tsunami (Model 31145) radio is typically sold without an antenna, and the customer and/or installation engineer chooses from commercially available antennas. From time to time, Glenayre Western Multiplex may sell a commercially available antenna along with the Tsunami (Model 31145) radio upon customer request. Attachment 2: 9/20/1999 Processing Gain Test for Tsunami (Model 31145) Test Setup: The processing gain was measured using the CW jamming margin method as described in 15.247(e)(2). The specific test diagram is illustrated below. All test equipment and the EUT were allowed to warm up for four hours prior to start of test to minimize drift over time. All test equipment had valid calibration. Calibration of carrier and interferer levels was performed several times during testing with no observed changes. The measurements were performed on the frequency channel centered at 5741 MHz, over a range of ± 12 MHz. The measurements made across the center ± 9 MHz should be used for calculation of Gp since that bandwidth represents the receiver passband. For the carrier signal, a level approximately 30 dB above threshold was chosen so that thermal noise would not effect the processing gain measurements. The measured threshold of the receive radio was -91 dBm at BER = 1 x 10 -6 , the signal level of the transmit radio was –60 dBm measured at the input of the receive radio. The measured signal level of this same signal at the output of the Power Combiner and attenuator was –40.0 dBm (Ps). This higher level can be more accurate measured, and, this level was referenced to the receiver input (at –60 dBm). It is the numbers referenced to the receiver input that were used for calculating C/I and GP. For the jammer signal, 0 dBm at the generator corresponds to – 31.7 dBm (Pj) at the combiner output. As with the signal power measurements, this higher level can be more accurately measured, and this level was referenced to the receiver input (e.g. using –51.7 dBm for a measurement of –31.7 dBm). It is the numbers referenced to the receiver input that were used for calculating C/I and Gp. The antennas must be highly directional, and the transmission path must have line-of-sight clearance. The radio antennas must be installed either on top of a tower or a very high building so that the line-of-sight condition can be met. Therefore, the antenna sites are not accessible to the general public. Installation of the radios and antennas must be performed by professional installation engineers. The transmission paths of the radios are well above ground level radiating in a beam point to point rather than omnidirectional to the general public like a paging transmitter. Given all the conditions mentioned above, the radiation of our radios should be considered in the Occupational/Controlled exposure category, rather than of General Population/Uncontrolled Exposure category. However, we still comply with the limit set for General Population/uncontrolled exposure as specified in 1.1310. My last response shows the compliance with calculation for anywhere over 5 meters away from the antenna. We have included a warning message in our manual informing installers to keep at least five meters away from the antenna while the equipment is in operation. 1196 Borregas Ave., Sunnyvale, CA 94089-1302, USA Tel: +1 (408) 542-5200,Fax: +1 (408) 542-5300 • Due to the fact that the HZB-S58-12 radio is used for fix-mount point-to-point communication that requires line-of –sight clearance in the path and that the radio is single-unit in-door equipment, the antenna sites are always far away from the radio equipment room. The typical length of RF cable that runs from the output of the radio to the antenna input is over 100 feet. In situations where an antenna site is extremely far from the equipment room, waveguide may be used as a means to reduce the loss from RF transmission. A typical distance between antenna and radio when waveguide is used is over 200 feet. To give a worst example, let’s assume 100 feet Andrew 5/8” foam coax cable or 200 feet Andrew waveguide is used. Given 0.5dB loss for the connectors on each end, the loss introduced by RF cabling is at least 3.5-5.5 dB (please refer to the table below for Loss/100’ data). As for the majority of cases, the transmission line loss is usually in the range of over 10dB. When this loss is taken into consideration, the maximum possible EIRP will be: Maximum Output power + Maximum Antenna Gain – Minimum Implementation Loss = 23.4 + 41 – 3.5 = 60.9 dBm, which is equivalent to 1230W. Many transmitters and facilities subject to EA listed in Table 1 of 1.1307 are of a broadcasting nature that radiate into the general public, while our radio radiates with a very narrow beam high above the general population. Even though, when taken the transmission line loss into consideration, we are still below the limit of 1640 EIRP set for the broadcasting stations. In summary, our radio will not introduce RF radiation exceeding any FCC limits when using with antennas of up to 41dB, even when more stringent standards for other types of transmitters are applied. We are open to limiting antenna gain to 41dBi if FCC deems it necessary. 9/20/1999 Processing Gain Test for Tsunami (Model 31145) Test Setup: The processing gain was measured using the CW jamming margin method as described in 15.247(e)(2). The specific test diagram is illustrated below. All test equipment and the EUT were allowed to warm up for four hours prior to start of test to minimize drift over time. All test equipment had valid calibration. Calibration of carrier and interferer levels was performed several times during testing with no observed changes. The measurements were performed on the frequency channel centered at 5741 MHz, over a range of ± 12 MHz. The measurements made across the center ± 9 MHz should be used for calculation of Gp since that bandwidth represents the receiver passband. For the carrier signal, a level approximately 30 dB above threshold was chosen so that thermal noise would not effect the processing gain measurements. The measured threshold of the receive radio was -91 dBm at BER = 1 x 10 -6 , the signal level of the transmit radio was –60 dBm measured at the input of the receive radio. The measured signal level of this same signal at the output of the Power Combiner and attenuator was –40.0 dBm (Ps), used for calculating C/I and Gp. For the jammer signal, 0 dBm at the generator corresponds to – 31.7 dBm (Pj) at the combiner output. This figure is also used for calculating C/I and Gp.
