X1 draft 142 9808901C64 Abc 23 February 2003 3 Preface Scope of this Manual Data terminal equipment (DTE) OEM teams are often pulled together quickly from other work groups. For this reason, OEM team members often need advice about how to best sustain a concerted design And development effort. The goal of this guide is to assist the team to successfully produce a ireless Product that integrates a Motorola c18 wireless modem. Who Should Use This Manual Our readers are intended to be data terminal equipment (DTE) OEM integration team members. Teams historically consist of representative from the disciplines of hardware, software, and RF engineering. Disclaimer This guide provides advice and guidelines to OEM teams. Responsibility for how the information is Used lies entirely with the OEM. Statements indicating support provided by or offered by Motorola are subject to change at any time. Motorola reserves the right to make any changes to this specification. Regulatory Requirements The Federal Communications Commission (FCC) requires application for certification of digital devices in accordance with CFR Title 47, Part 2 and Part 15. This includes Electromagnetic Energy Exposure (EME) testing. As the c18 modem is not a stand alone transceiver but is an integrated module, the c18 cannot be tested by itself for EME certification. It is, however, the integrator responsibility to have the completed device tested for EME certification. Regulatory Statement The following safety precautions must be observed during all phases of the operation, usage, service or repair of any cellular terminal or mobile incorporating c18 module. Manufacturers of the cellular terminal are advised to convey the following safety information to users and operating personnel and to incorporate these guidelines into all manuals supplied with the product. Failure to comply with these precautions violates safety standards of design, manufacture and intended use of the product. Motorola assumes no liability for customer failure to comply with these precautions. 1. The c18 must be operated at the voltages described in the technical documentation. Developers Manual rev. X1 draft 142 9808901C64 Abc 23 February 2003 4 2. The c18 must not be mechanically nor electrically changed. Usage of connectors should follow the guidance of the technical documentation. 3. The c18 has been designed the meet the EMC requirements of ETS 300 342. 4. When integrating the c18 into a system, Motorola recommends testing the system to ETS300342-1. 5. The c18 meets the safety requirements of EN60950. 6. Systems using the c18 will be subject to mandatory EMC testing under directive 89/336/EEC and only optional (see 3.) Other directives like the LVD directive 73/23/EEC might also be applicable to a system using c18. Developers Manual rev. X1 draft 142 9808901C64 Abc 23 February 2003 5 Safety User Operation Do not operate your telephone when a person is within 8 inches (20 centimeters) of the antenna. A person or object within 8 inches (20 centimeters) of the antenna could impair call quality and may cause the phone to operate at a higher power level than necessary and expose that person to RF energy in excess of that established by the FCC RF Exposure Guidelines. IMPORTANT: The telephone must be installed in a manner that provides a minimum separation Distance of 20 cm or more between the antenna and persons to satisfy FCC RF exposure requirements for mobile transmitting devices. IMPORTANT: To comply with the FCC RF exposure limits and satisfy the categorical exclusion requirements for mobile transmitters, the following requirements must be met. Antenna Installation 1. A minimum separation distance of 20 cm must be maintained between the antenna and all persons. 2. The transmitter effective radiated power must be less than 1.5 Watts ERP (2.45 Watts or 33.9 dBm EIRP). This requires that the combination of antenna gain and feed line loss does not exceed 6.1 dBi. Prepared by: Steven Hauswirth, Principal Staff Engineer Motorola Personal Communications Sector Product Safety & Compliance Laboratory Libertyville, Illinois The Motorola Personal Communications Sector Product Safety & Compliance Laboratory has evaluated the mobile cellular phone, FCC ID IHDT56CW1, for the need to conduct SAR evaluation. In 47 CFR § 2.1091, paragraph (b) defines a mobile device as “a transmitting device designed to be used in other than fixed locations and to generally be used in such a way that a separation distance of at least 20 centimeters is normally maintained between the transmitter’s radiating structure(s) and the body of the user or nearby persons.” The mobile cellular phone FCC ID IHDT56CW1 is intended to be installed into a vehicle such that the unit is physically secured at one location. Based on the installation of the transceiver and the antenna, the transmitters radiating structure is more than 20 centimeters from the user. Thus, the mobile cellular phone FCC ID IHDT56CW1 is a “mobile device” as defined in section § 2.1091 paragraph (b). The transmitter has two transmit frequency bands of operation. For the 800MHz frequency band, the transceiver’s transmit frequency is below 1.5 GHz and its ERP is below 1.5 W. Thus, the mobile cellular phone FCC ID IHDT56CW1 is “categorically excluded from routine environmental evaluation” per § 2.1091 paragraph (c) and SAR evaluation is not required. For the 1900MHz frequency band, the transceiver’s transmit frequency is above 1.5 GHz and its ERP is below 3W. Thus, the mobile cellular phone FCC ID IHDT56CW1 is “categorically excluded from routine environmental evaluation” per § 2.1091 paragraph (c) and SAR evaluation is not required.

Due to the design and installation of this product, it is not possible to conduct SAR evaluation. This is because Motorola neither manufactures or supplies the antenna(s) that will be used in the installation of this product. Therefore, this product will be evaluated as a mobile device per 47 CFR §1.1310 titled “Radiofrequency radiation exposure limits”, generally referred to as MPE limits. In 47 CFR § 2.1091, paragraph (b) defines a mobile device as “a transmitting device designed to be used in other than fixed locations and to generally be used in such a way that a separation distance of at least 20 centimeters is normally maintained between the transmitter’s radiating structure(s) and the body of the user or nearby persons.” This product is intended to be installed into a vehicle such that the unit is physically secured at one location. Thus, this product is a “mobile device” as defined in section § 2.1091 paragraph (b). Table 1 (B) of 47 CFR §1.1310 lists the limits for MPE for the General Population. Since the mobile cellular phone operates in the 800MHz cellular band and 1900MHz PCS band, the listed limit of f/1500 applies. The lowest transmit frequency for this product is 824.04 MHz, resulting in a MPE limit of 0.549 mW/cm 2 . Since Motorola neither manufactures or supplies the antenna(s) that will be used in the installation of this product, it is not possible to measure the MPE of the actual device as it is installed per the installation manual. Therefore a calculation of MPE will be described in the next paragraph. The MPE of a radiating structure can be calculated by knowing the transmit EIRP and the distance at which MPE is being calculated. In this case MPE will be calculated at 20 cm, which is the minimum separation between the body of the user and nearby persons and the antenna. The maximum transmit power for this product is 0.61 Watts in the Analog mode and 0.32 Watts in the CDMA mode. At 824.04MHz, when installed using a combined cable loss and antenna gain of a maximum of 6.0 dBi the maximum ERP will be less than 1.5 Watts. The model used for calculating power density in OET Bulletin 65, Edition 97-01, is the spherical model. Using this spherical model, 0.4944mW/cm2 is achieved at a distance of 20cm from the antenna at 824.04MHz. This is below the limit of 0.55 mW/cm2. For PCS, the power density is 0.2594mW/cm2, which is below the limit of 1.00 mW/cm2. Therefore, by requiring the user and nearby persons to remain at least 20cm from the antenna, the MPE is not exceeded.
