With the exception of Subscriber Identification Modules (SIM), this product does not contain consumer serviceable components. Guidelines for Limiting RF Exposure The Redhawk II products are GSM radio transceivers, which operate under the authority of 47 CFR Part 24, Subpart E of the FCC Rules and Regulations. When installed and operated in accordance with the instructions provided in this manual, these devices comply with current FCC regulations regarding human exposure to radio frequency - electromagnetic fields. The following installation and operation restrictions apply to all Redhawk II products: ! These devices may only be used in fixed and mobile applications ! Portable applications, as defined by the FCC, are prohibited ! A separation distance of at least 20 cm (7 7/8) inches between the antenna and body of the user and other persons must be maintained at all times ! In FIXED applications antenna gain* is limited to a maximum of 7 dBi, with a corresponding equivalent isotropic radiated power (EIRP) of 37 dBm / 5 W ! In MOBILE applications antenna gain* is limited to a maximum of 3 dBi, with a corresponding equivalent isotropic radiated power (EIRP) of 33 dBm / 3 W ! Desktop and other uses of these devices where the antenna can easily be relocated are considered by the FCC to be mobile applications. * Antenna gain is defined as gain in dBi (dB referenced to an isotropic radiator) minus cabling loss. NOTE: Additional care must be taken by the installer and/or user of the Redhawk II TM products to ensure proper antenna selection and installation. Adherence to the above conditions is necessary to comply with FCC requirements for safe operation regarding exposure to RF radiation. The product is known as SPICE 'Small Profile Intelligent Coverage Element’ with the designation of ‘bSPICE’ (base unit) and ‘cSPICE’ (coverage unit) and is defined as a ‘Frequency Translating Repeater System’. Each SPICE unit will have coverage and link frequencies assignable within its entire GSM frequency band. GSM 1900: 1850-1910 MHz paired with 1930-1990 MHz. The SPICE network is based upon a distributed coverage architecture, where the SPICE network provides the RF distribution functionality, but relies upon the underlying GSM system to provide the core functionality of the GSM system. This approach dictates that the SPICE network must be essentially transparent to the underlying GSM system. Operation: The bSPICE has antenna ports and interfaces directly with a third-party Base Transceiver Station (BTS) via cables; it can accommodate both duplexed and separate TX & RX connections. It translates the signal received from the BTS to a link frequency, usually a channel within the operator's band allocation. The bSPICE shall be capable of transmitting to a cluster of cSPICE located within the link range of 8km when the cSPICE is at a typical height of 30 meters. This link range assumes in-band back haul, flat terrain, and non Line-of-Sight conditions. The minimum separation between any channel frequencies (link or coverage) shall be 600 kHz. All external communications with the bSPICE shall be via an internal modem or equivalent modem chipset to allow setup, monitoring & reconfiguration. The maintenance and supervision of a network of SPICE Units will be performed by the OMC (Operation & Maintenance Center) system, resident at the network operator's central office. The cSPICE unit contains an integral antenna and receives its input signal on a link frequency from a bSPICE. It shifts that signal to the desired coverage frequency for transmission to the subscriber’s handset. No decoding is performed in the main signal path, only RF translation. It will typically be employed as part of a cluster that is simulcasting using an Omnidirectional Pattern (standard antenna) it provides coverage to the subscriber's handset and is located in the footprint of the coverage area. It may be part of a cluster of units that are simulating the same carriers, from the same BTS.

The predicted RF radiation 4 exposure levels will be compared with the Maximum Permissible Exposure (MPE) limits5 specified by the FCC. This analysis will be restricted to the SPICE PCS product line.6 1.2 Overview 7 Concerns have been raised worldwide about the possibility of adverse health effects8 arising from exposure to RF radiation. RF radiation, as well as near ultraviolet radiation, 9 visible light, infrared radiation and power frequency fields, are types of non-ionizing10 radiation. These, together with ionizing electromagnetic radiation (X-rays, gamma rays 11 and higher frequency ultraviolet rays), make up the electromagnetic spectrum. 12 Ionizing radiation is of most concern, since it has the potential to destroy or alter human 13 tissue and damage DNA. Non-ionizing radiation does not interact with human tissue in 14 the same way as ionizing radiation. Non-ionizing radiation causes resonance interactions 15 and research has shown that these interactions cause the molecules in biological material16 to vibrate and thereby generate heat. Efforts to determine whether RF radiation affects17 biological cells, other than through heat, are inconclusive.18 It is obviously preferable to minimize the duration and magnitude of any RF radiation19 exposure for members of the general population, especially as there is still significant20 research being conducted throughout the world on other possible health risks associated21 with RF radiation exposure.
