Users Manual Items 1 thru 4 contain propriety trade secret information that is not disclosed to the public. Since this information contains trade secret information, public disclosure of this information would give our competitors an unfair advantage in the marketplace. Items 5 thru 7 contain confidential information that is not disclosed to the general public and is only disclosed to qualified law enforcement agencies. Public disclosure of this information would give our competitor an unfair advantage and is not in the best interests of public safety. CTI markets this product only to qualified law enforcement agencies and requests these items be held in confidentiality due to the covert nature of this product. Any disclosure or release of information for this product is putting law enforcement agencies at risk and can provide an unfair advantage to our competitors. Thank-you, James E. Yes, the external photos, internal photos and users manual can be held confidential but the cover letter requesting confidentiality of these exhibits must justify the reason why they should be afforded confidential treatment. As I see it, the primary reason is for safety of the law enforcement officials not the general public. The fact that marketing is limited to law enforcement agencies only should also be stated in the justification letter. I trust that this has responded to this inquiry. It is categorized as a mobile device used at least 20 cm from a user or nearby persons in normal operation. As stated in the test report, the maximum ERP/EIRP (average values) are: In the band 824-849 MHz: ERP = 28.9 dBm or 0.78 W In the band 1850-1910 MHz: EIRP = 28.5 dBm or 0.71 W According to the FCC 2.1091, the device is categorically excluded from routine environmental evaluation for RF exposure. The MPE does not exceed the Limit for MPE for Occupational/Uncontrolled Exposures. The calculated MPE at 20 cm is: 2.54 W/m 2 = 0.254 mW/cm 2 - in the band 824 - 849 MHz 1.41 W/m 2 = 0.141 mW/cm 2 - in the band 1850 - 1910 MHz Therefore, the device is in compliance with the FCC requirements.
