Do not locate any antenna near overhead power lines or other electric light or power circuits, or where the antenna can come into contact with such circuits. When installing antennas, take extreme care not to come into contact with such electrical circuits, as they can cause serious injury or death. For the correct installation and grounding of antennas, please refer to national and local codes (for example, US:NFPA 70, National Electrical Code, Article 810; in Canada: Canadian Electrical Code, Section 54). You must ALWAYS install an external grounding wire. The ground connection must be complete before connecting power to the OWS enclosure—a simple continuity check between the enclosure and the ground termination point can confirm this. Grounding of the OWS must comply with National Electrical Code (NEC) requirements, unless local codes in your area take precedence over the NEC code. This product contains a non-rechargeable, non-user-serviceable lithium ion battery. Exercise caution to avoid shorting the terminals of this device. April 20, 2005 RE: FCC ID: RFM-ACCESS-ONE-O3_ATCB002314 Attention: Leon Kogan I have a few comments on this Application. Please note that further comments may arise in response to answers provided to the questions below. 1. FYI – no action needed. As no DFS or TPC is required for the frequencies listed on the 731, there is no reason to provide a DFS/TPC attestation letter. These aspects require testing when needed and not attestation. 2. Please note that there are some exhibits that are not able to be held confidential. Please also note that exact exhibits must be defined in the request for confidentiality. Please define the term “any associated text descriptions”. What does this mean? Please be specific in addressing confidential exhibits. 3. Please note that while you have provided an attestation that the 15.407 device will discontinue transmission when there is no data, you have not provided the required operational description of the device. This operational description should include a description of the 15.247 device as well. Please provide the description for the 15.247 device. 4. The MPE report addresses the instance where one device is transmitting. However, while the manual states that the installer should insure that the radiation patterns do not overlap, MPE for all transmitters transmitting simultaneously does not appear to have been addressed. Please explain. 5. Please note that section 4.1.6 states that the EUT was operating in 802.11/b/g/ mode. Please note that the data only shows/indicates one 802.11b/g radio was transmitting. Please note that as the device can transmit with the 802/11 a device and the 802.11b/g devices transmitting, conducted emissions should be done with all three transmitters in both a and b/g. Please provide evidence that this was done. 6. Please note that your PPSD plots for the 2.4GHz band were not done correctly. Please follow the accepted test procedure for PPSD. This would be with an analyzer res BW setting of 3kHz, a video bandwidth setting = or > the res BW and a sweep time that is equal to Span/3k (usually a span of 1.5 MHz and a sweep time of 500 seconds is used). For the span used in the plots shown (50MHz) the sweep time would have to be 16,600 seconds. 7. FYI – no action needed. Please note that when making video average measurements the video bandwidth of the analyzer can be set to 10Hz. In the report you state 1kHz but use 300Hz. 8. Please explain how you derived the limits of 68.3dBuV/m and 48.3dBuV/m on pages 21, 33, 48 and 52 of part three of the report. 9. Please address the issues in 15.247(c)(2) for the use of multiple antenna(s). 10. Please note that band edge compliance for 15.407 devices are not performed using the same limits or requirements as 15.247 (i.e. the limit is not -20dBc but must be an EIRP measurement in accordance with 15.407(b) requirements). FYI- no action needed 2. Corrected confidentiality request letter is uploaded to ATCB website. 3. Operational Description is uploaded to ATCB website 4. The MPE calculations for the Strix Systems OWS3600 were done for each operating band using the highest gain antenna for the worst case situation. For the 2.4GHz band the highest gain antenna is a 120 degree 16.4dBi sectored antenna and for the 5GHz bands the worst case would be the 29dBi parabolic antenna. In a standard sectored solution with 120 degree spacing between antennas, there will generally be a small amount of overlap at the 120 degree -3dB point of the antenna. In this situation, the maximum EIRP is down by 3dB and the sum of the two antenna patterns will produce no more than the maximum EIRP of a single antenna. For the 29dBi parabolic, in the 5GHz bands, the beamwidth is very narrow and any overlap of emissions would be at levels significantly below the -3dB point. Thus the maximum EIRP case is still for a single channel of 802.11a when a person is directly in the beam at 2 meters. However, this does not address the situation of a person being presented with the emissions of an 2.4GHz antenna and a 5GHz antenna which is possible in any 802.11a/b/g device. For this situation the person would be exposed to 0.035mW/cm2 plus 0.2mW/cm2 for a maximum exposure of 0.235mW/cm2. This is still well below the 1mW/cm2 limit. The above calculations are provided by Strix Systems. 5 This is a typo. Please see identical information in section 5.1 (part 3) of the Report and photos. The EUT was under transmission/receiving condition continuously at specific channel frequency for both 801.11/A and /B/G. Channels 1,6,11, 149,157,165, w/ all antenna were used during the conductive emissions tests. Please see pages 19-23 of the Revised Test Report. The revised part 1Rev.02 of the Test report is uploaded to ATCB web. 6. The PPSD were re-measured as you suggested. Please see new Plots in revised section 4.5 of the Part 2. The Strix Systems, OWS3600 complies with 47CFR15.247C(2) in the following manner: 15.247C.2.i The Strix Systems OWS3600 has three independent channels of 802.11a and three independent channels of 802.11b/g. Each independent channel (i.e., transmitter) is associated with only one directional antenna and thus do not employ multiple directional beams per transmitter. 15.247C.2.iv The Strix Systems OWS3600 has three independent channels of 802.11a and three independent channels of 802.11b/g. Each independent channel (i.e., transmitter) is associated with only one directional antenna. Pursuant to 15.247C.2.iv transmitters that emit a single directional beam shall operate under the provisions of paragraph C(1) of this section. The OWS3600 is compliant with 15.247C.1 as follows: Pursuant to C.1.i, in the 2400 to 2483.5MHz band our device utilizes a maximum gain antenna of 16.4 dBi, the maximum conducted output power allowed is +30dBm. Reducing the maximum conducted output power by 1dB for every 3dB over 6dBi yields (16.4dBi - 6dBi)/3dB = 3.5 dB reduction in maximum output power from 30dBm or a maximum 26.5dBm. Page 69 of the test report clearly shows our maximum output power for 11CCK modulation (worst case) is 26.11dBm which is below the limit. Pursuant to C.1.ii, in the 5725 to 5850MHz band devices operating in a fixed point to point application with directional antennas with gain greater than 6dBi may do so without any reduction in transmitter conducted power. 10. Pursuant to 47CFR15.407.b.2 devices operating in the 5.25-5.35GHz band shall have an EIRP outside of the 5.15-5.35GHz band below -27dBm/MHz. Referring to the spectrum analyzer plots that follow for Channel 52, Channel 64 and Turbo Channel 58, out of the 5.15-5.35GHz band emissions were below - 42dBm/MHz in all cases when the device was operating at full power. Per the Strix Systems Field Installation manual (page 8) the output power is to be reduced by the installation professional through the software interface. The system may be configured with 2 omni-directional antennas (one for one channel of 802.11a and one for one channel of 802.11b/g with the other ports terminated) or a system with three directional 802.11a antennas for fixed point-to-point service (one for each radio) and three directional 802.11b/g antennas for fixed point-to-point service (one for each radio). The worst possible case for RF exposure will be with the highest gain antennas. Our system requires professional installation and the installation instructions require that the system be installed such that a minimum of 2meters (200cm) separates the antennas and any person and that the antennas are not to be installed in such a way to allow the beams to overlap.
