This device just provides outdoor temporature to the indoor receiver, it is not used in security or safety applications, so it does not meet 15.231(a)(3) requirement, then 15.231(b) limit is not applicable. However 15.231(e) allows operation "at a periodic rate exceeding that specified in paragraph (a) and may be employed for any type of operation, including operation prohibited in paragraph (a)", you need to use 15.231(e) limit instead, at the same time, please make sure the following 15.231(e) requirement is met: "In addition, devices operated under the provisions of this paragraph shall be provided with a means for automatically limiting operation so that the duration of each transmission shall not be greater than one second and the silent period between transmissions shall be at least 30 times the duration of the transmission but in no case less than 10 seconds." Question # 2 : The last page of the user manual indicates: "In order to maintain compliance with the FCC RF exposure guidelines, this equipment should be installed and operated with minimum distance 20cm between the radiator and your body. Use only with supplied antenna. Unauthorized antenna, modification, or attachments could damage the transmitter and may violate FCC regulations", which is not applicable to this application.
