Operation is subject to the condition that this device does not cause harmful interference 3 User Safety, Training, and General Information READ THIS IMPORTANT INFORMATION ON SAFE AND EFFICIENT OPERATION BEFORE USING YOUR QUANTUN PORTABLE TWO-WAY RADIO. Compliance with RF Energy Exposure Standards Your Quantun two-way radio is designed and tested to comply with a number of national and international standards and guidelines (listed below) regarding human exposure to radio frequency electromagnetic energy. This radio complies with the IEEE (FCC) and ICNIRP exposure limits for occupational/controlled RF exposure environment at duty cycles of up to 50% talk-50% listen and should be used for occupational use only. In terms of measuring RF energy for compliance with the FCC exposure guidelines, your radio radiates measurable RF energy only while it is transmitting (during talking), not when it is receiving (listening) or in standby mode. Note: The approved batteries supplied with this radio are rated for a 5-5-90 duty cycle (5% talk-5% listen-90% standby), even though this radio complies with the FCC occupational RF exposure limits at duty cycles of up to 50% talk. The duty cycle during VOX mode does not exceed 50% of transmission time. Limits of Human Exposure to Radio Frequency Electromagnetic Fields in the Frequency Range from 3KHz to 300GHz, 1999 4 Operational Instructions and Training Guidelines To ensure optimal performance and compliance with the occupational/controlled environment RF energy exposure limits in the above standards and guidelines, users should transmit no more than 50% of the time and always adhere to the following procedures: Transmit and Receive To transmit (talk), push the Push-To-Talk (PTT) button; to receive, release the PTT button. Hand-held radio operation Hold the radio in a vertical position with the microphone one to two inches (2.5 to 5 cm) away from the lips. Body-worn operation z Always place the radio in a Quantun approved clip, holder, holster, case, or body harness for this product. Use of non-Quantun-approved accessories may exceed FCC RF exposure guidelines. z If you do not use a Quantun approved body-worn accessory and are not using the radio in the intended use position in front of the face, then ensure the antenna and the radio are kept one inch (2.5 cm) from the body when transmitting. Antennas & Batteries z Use only Quantun approved, supplied antenna or Quantun approved replacement antenna. Unauthorized antennas, modifications, or attachments could damage the radio and may violate FCC regulations. z Use only Quantun approved, supplied batteries or Quantun approved replacement batteries. Letter for Label Proposal FCC ID: XMHQP-650V1 March 26, 2010 Equipment Authorization Division Office of Engineering and Technology Federal Communications Commission 7435 Oakland Mills Road Columbia, MD 21046 Dear Sirs: Quantun Electronics, LLC. requests acceptance of the labeling proposal described below for transceivers bearing FCC identifier XMHQP-650V1. The subject transceivers are compact handheld models as shown in figure 1, authorized under 47CFR Part 90 for Land services. Figure 1. Because the majority of the transceiver housing is composed of display, speaker, operating controls, and a removable battery pack, there is extremely limited space available to attach the required label carrying the FCC identifier. Attaching the label to the battery pack is not acceptable because the battery pack is a removable item. For this reason, Quantun proposes placing the label carrying the FCC identifier inside the battery compartment as shown in figure 2. Proposed Label Location on EUT Figure 2. The consumer packaging for these models includes the battery pack as a separate item, NOT installed on the radio. As such, the FCC identifier will be readily visible to the user before the battery pack is installed and whenever the battery pack is removed or replaced. In this location, the label will also be protected from physical abuse and remain readable for the anticipated life of the device. The consumer packaging for these models is a "gift box" which does not allow the transceiver to be seen at time of purchase. In order to meet the requirements of 47CFR Part 2.925 (d), Quantun will add the FCC identifier "XMHQP-650V1" to the outside of the consumer "gift box" packaging. Operational Description

Design Document Theory of transmitter for QP -650V1 Transmit audio and CTCSS/CDCSS Encoder The audio signal from microphone is amplified, pre-emphasized, filtered, and then enters VCO for direct FM modulation. CTC/CDC signaling produced by CTC_OUT(is generated by U611) pass a low pass filter and then enters VC-TCXO. CTC/CDC signaling produced by CTC_OUT pass a low pass filter and then mixed with audio signal before enters VCO. The block diagram is shown as fig.1 Fig.1 RF Power Amplifier The transmit signal from VCO buffer amplifier is amplified by Q400 and Q401. The amplified signal is then amplified by the power amplifier Q402 and Q403 (including a two-stage FET amplifier) to create 5.0W RF power (see fig.2). Design Document Fig.2 Antenna Switch and LPF The RF amplifier output signal is passed through a low-pass filter network and a transmit/receive switch circuit before it is passed to the antenna terminal. The transmit/receive switch circuit is comprised of D401 and D502, D503. They is turned on in transmit mode and off in receive mode.

Design Document QP-650V1 Adjustment Description ‹ The radio can be adjusted by manual adjustment. Manual adjustment procedure is as follow. Instrument: Radio Communication Test Set 1 set 3A/10V Power Supply 1 set Digital Voltmeter 1 set 3A Ammeter 1 set ‹ Adjustment: 1. Initializing: It’s necessary to initialize the radio before alignment because there is no needed information in EEPROM when the radio is manufactured. 2. Adjustment: 2.1 manual mode Some items can be adjusted in conventional communication mode and the others in manual adjust mode. Turn on the power, the radio enters conventional communication mode. If manual adjust mode is enabled, turn to CH1 and turn on the power while holding down PTT and MONI simultaneously, then release the two buttons after the orange light flashes twice, next pressing the PTT button and release it until the red LED flashes two times. the radio enters manual adjust mode 2.2 Switch manual adjustment item When the radio enters manual mode, then turn the channel switch to change the test items while holding down PTT and MONI simultaneously.
