Introduction This memo provides inputs with regard to the assessments of Health protection and radiation hazards expected from Nortel GSM 6000 BTS compliant with the North American requirements (FCC OET Bulletin 65) through calculation as described below. 2. Radiation hazards a. BTS radiations The maximum radiated power level authorized by the EMC specifications is: • –36 dBm (or E=2.7 mV/m) for frequencies between 30 MHz and 1 GHz, • –30 dBm (or E=5.4 mV/m) for frequencies above 1 GHz. According to FCC OET bulletin 65, the power density is linked to the E field by the relation S=E²/3770. As a consequence, the maximum power density radiated by the BTS will be: • S=1.9*10 -9 mW/cm² for frequencies between 30 MHz and 1 GHz, • S=7.9*10 -9 mW/cm² for frequencies above 1 GHz. Radiation of a system Considerations: • BTS configured with 1 Power Amplifier (PA) by sector, PA configured at maximum output power (60 Watts for the GSM 850MHz band, and 45 Watts for the GSM 1900MHz band). • DDM losses # 0,53 dB. • Feeder losses # 1 dB. • Antenna gain G=18 dBi # 63. The power delivered to the antenna (per PA) is given by: P (850MHz)=PA_power – DDM_losses – Feeder_losses # 46.25 dBm (or 42.17 Watts). P (1900MHz)=PA_power – DDM_losses – Feeder_losses # 45 dBm (or 31.6 Watts) As described in FCC OET Bulletin 65, the power density can be estimated by S=P*G/4πR² where R is the distance to the source (the antenna). The Maximum Permissible Exposure (MPE) level for uncontrolled access locations is S = 0.56 mW/cm² at the frequency of GSM 850 signal, and S = 1 mW/cm² at the frequency of GSM 1900 signal. As a consequence, the safe distance approach is with the aforementioned considerations R = 6.1 m when using the GSM band 850MHz, and R = 3.98 m when using the GSM band 1900MHz. This distance is the one at which the limit level will be reached in the main beam of the antenna and would usually be achieved by the fact that this antenna is mounted on a pole. 3. Conclusion As demonstrated before, it is deemed that Nortel 850/1900 MHz GSM 6000 BTS complies with the general requirements (FCC OET bulletin 65) for health protection. It should also be noted that exposures inside a building can be expected to be reduced by at least 10 to 20 dB due to the attenuation caused by building materials in the wall and roof of the building (source : FCC OET Bulletin 65). INTRODUCTION This document presents the EMC tests report for the FCC EMC qualification of GSM 6000 BTS in the 1900MHz frequency band. For the qualification of GSM 6000 BTS in the 1900MHz GSM band, a full EMC qualification has been done on GSM 6000 BTS Outdoor cabinet in AC and DC versions, and on GSM 6000 BTS Indoor cabinet in DC version only. The GSM 6000 BTS Indoor cabinet in AC version has be introduced by similarity with GSM 6000 BTS Outdoor cabinet in AC version. Those both versions are identical except door, enclosure and gaskets. Gaskets of Outdoor version are less efficient than Indoor version gaskets concerning EMC aspect, so we’ll be able to deduce EMC conformity of GSM 6000 BTS Indoor cabinet in AC version from results of GSM 6000 BTS Outdoor cabinet in AC version. For North America, applicable standard for EMC Base stations are the FCC part 15[Part 15.107 and 15.109 (subpart B)]/ICES 003 Class B and the FCC Part 24 [Part 24.238 (subpart E)]/RS133. We covered also the FCC Part 15 [Part 15.207 and 15.209 in frequency range 30MHz to 18 GHz (subpart C)] class B. INTRODUCTION 1.1. OBJECT This document presents the radio qualification plan for Dual Band GSM850 /PCS1900 BTS 6000. Dual Band GSM850/PCS1900 BTS 6000 equipments are with following Radio modules: ÿ RM PCS1900 equipped with BPM30W (GMSK & 8PSK) and DDM coupling module in PCS1900 Band. These modules have been already introduced in BTS6K in previous Qualification. ÿ HPRM 3T GSM850 equipped with BPM (60W GMSK & 45W 8PSK) and DDM coupling module in GSM850 Band. This qualification introduces these GSM850 Radio modules (already introduced in BTS18000 during Q1_2007) in the BTS 6000. ÿ During this qualification, we introduced also the logical board RICAM in BTS 6000. The RICAM (equivalent IFM+ 2 ICM+ 1 ABM) has also introduced and validated in BTS18000. BTS 6000 are equipped with the module as BTS18000 with equivalent radio paths. Radio Qualification has been performed on BTS18000 and BTS18000 radio performances are applicable to BTS6000. The BTS6000 radio qualification is performed in order to check the most critical radio performances which could be impacted by the BTS6000 configuration. The Following RF performances tests will be performed to check FCC compliance and 3GPP TS11.21 compliance and IC RSS-133 compliance : ÿ At ambient temperature, Radio tests will be performed in BTS 6000 OUTDOOR (AC ) The BTS 6000 will be equipped with Dual Band RM GSM850 & RM PCS1900. The equipment can be configured in the PCS1900 and GSM850 bandwidth, respectively with the following radio Module : RM 30W PCS1900 (Hardware Code NTN050PM ), HPRM 60W GSM850 (Hardware Code NTN050JA), and with following coupling devices Dual Diplexer Module (DDM), Hybrid H2 DDM , Tx Filter (TxF) , H2 TxF , in both GMSK and 8PSK modulation techniques. To comply with the FCC spurious emissions requirements, all configurations must be configured with the following restrictions. FCC Rule Part 22 Subpart H : The maximum output power in a channel adjacent to any frequency block edge must be reduced as specified in the filing. The power reduction values are required for edge channels [ARFCN 128, 131, 133, 181, 183, 231, 233, 251] for the following GSM850 configurations : � Configurations in GMSK Modulation: 6dB power reduction [DDM & TxF configuration], 2dB power reduction [H2 DDM & H2 TxF configuration]. � Configurations in 8PSK Modulation: 4dB power reduction [DDM & TxF configuration ], FCC Rule Part 24 Subpart E. The maximum output power in a channel adjacent to any frequency block edge must be reduced as specified in the filing. The power reduction values for the following PCS1900 configurations are: � Configurations in GMSK Modulation: 2dB power reduction [DDM &TxF configuration] � Configurations in 8PSK Modulation: 2dB power reduction [DDM &TxF configuration]. RF exposure compliance is addressed at the time of licensing, as required by the responsible FCC Bureau(s), including antenna co-location requirements of �1.1307(b)(3).
