Each item number below adresses the respective ATCB comment. 1. Internal Photos. Exhibit 6 shows both sides of each board of in the RF path of the AB6NT2100V3231 device and also the internal construction of the radio. For file size reasons this exhibit was split into several sub-exhibits (6A – 6E).Each exhibit has been up-issued to Rev 1. 2. A drawing was added to Exhibit 4 to show the placement of the label on the device. The Exhibit 4 was up-issued as Exh 4 Rev 1. 3. A corrected form with the correct Equipment code (TNB) was uploaded in the application folder as ATCB Form 731 Rev 1. 4. This comment was generated by a misunderstanding. The word “indoor” from the Operational Description Document refers to “indoor installation” of the base station only, as compared with “outdoor installation” and NOT to “indoor operation”. There is no intent to install an indoor antenna to operate with this device. 5. Factory Tune-up: The paragraph 4.9 of the Exhibit 2 Test Report Summary describes the factory tune-up procedure. 6. The output power 79W: The Operational Document (Exh 12) statement regarding the output power is that the AWS MFRM 3, which is a device similar to AWS 3231 meets the requirement for nominal Tx output power of 18 W per carrier and 54 W per sector. Both AWS MFRM 3 and AWS 3231 have three antenna ports, one for each sector, so what is specified and tested is the sector output power. Both these radios have the sector power pooling feature which allows to increase the transmitted power of a sector in a multi-sector base station while lowering the power of the rest of the sectors. For the AB6NT2100V3231, the specified power is the maximum power including the sector power pooling which is the maximum power that is measured at the antenna port and is higher than the nominal Tx output power which does not include the sector power pooling. 7. Type Acceptance: The wording “type acceptance” was replaced by the word “certification” in the document Test Report Summary from Exhibit 2 which was up-issued as Exhibit 2 Rev 1. 8. The plots that were pointed out in the comments are plots of "Channel Power" measurement. Those channel power measurements were made for each carrier configuration close to the upper and lower edge of the AWS band, namely, 2108 to 2109 MHz and 2156 to 2157 MHz. Although those frequencies were captured in the "9 kHz - lower adjacent 1 MHz" and "upper adjacent 1 MHz to 5 GHz" plots, which have a RBW of 1 MHz as per the FCC requirement, we wanted to provide additional information about the worst section in the plots. That's why we decided to make "Channel Power" measurements for 2108 to 2109 and 2156 to 2157 MHz, with the channel bandwidth being set to 1 MHz and we chose a RBW of 5 kHz (since this is an extra plot that provides additional information and is not specified by the FCC). As can be seen in the labels for these plots, the word "verification" is inserted at the end of the label to signify that this plot is for verification purposes. To avoid any confusion all plots marked as “verification” and introduced as additional information have been removed from the test report and the report was up-issued as the Exh 2A Rev 1. Depending on your responses, kindly understand there may be additional comments. 1) For internal photos, generally the photographs should include the front/back of each board in the RF path and also the general internal construction of the device. A few additional photographs will still likely be necessary. Please review. 2) Labeling exhibit should also show placement of the label (i.e. “location”) on the device. 3) Equipment code on Part III (4)(a) should be TNB. Please adjust. It appears the grantee code was inserted here. 4) While we understand that RF exposure may be handled by licensing for fixed outdoor use, there are some concerns for indoor given indoor suggestions in the operational description (see page 14). If so, Pico-base stations, Micro-base stations and other fixed-mounted transmitters operating with indoor antenna(s) typically are required to satisfy MPE Categorical Exclusion Limits established in §2.1091. This would require RF exposure evaluation (i.e. measurements – not just calculations) are required by 2.1091 for > 1.5 GHz range if the ERP is > 3.0 Watts. Please review/explain, and provide any necessary information. 5) Factory Tune up procedure does not appear to be provided. Please provide. ? (2.1033(c)(9)) 6) Most documentation mentions 79 Watts output (1 or multiple carriers). However operational description mentions 18 Watts. Please explain. 7) FYI....Some of the test report documents mention type acceptance. Please note that this is an old authorization by which licensed devices used to be approved. However, this is no longer true and is referred to simply as Certification. 8) Several spurious emissions plots do not appear to match the labels and also appear to use RBW < specified in the tables. Many appear to be bandedge measurements, but are labeled for much wider spans and use RBW < 1%. Please review/explain as necessary. Timothy R. FCC’s OET Bulletin #65 (versions in progress) addresses calculation and measurement procedures to determine compliance with the FCC limits which includes the 800 MHz cellular and 1.9 GHz PCS bands. The equipment and its associated deployment must comply with FCC Guidelines, ET Docket No. 93-62, Released August 1, 1996, (FCC 96-326). This standard is largely based on the limits and test methods outlined in IEEE C95.1-1982, NCRP Report No. 86 and C95.3-1982 respectively. The applicable portions of both are summarized in this document to assist in the antenna site planning to ensure compliance. The exposure limits are currently in effect. The requirement for installers to evaluate the exposure at an installation takes effect on Sept. 1/97. The exposure limits should apply now to all known sites since existing facilities are not exempt or grand fathered from the new rules. The FCC has determined that certain sites will require “Environmental Evaluations” in order to show compliance to the standards. Adhering to these guidelines can ensure compliance to the standard, and therefore can be the basis for the Environmental Evaluation. Please note that some installations do not require such routine evaluation: exceptions are noted further in this document. Adherence to these guidelines is recommended to promote safety. An installation of equipment that is identified as exempt may require an Environmental Evaluation if the combined energy of other Radio Systems at the site and the new installation could reasonably exceed the safety limits. Environmental Evaluations are kept on hand, as opposed to file with the FCC, unless requested by the FCC for substantiation. Where Nortel Networks is responsible for installing or engineering base stations, the person in charge should be aware of and have access to documentation for making an Environmental Evaluation.
