RITRON, Inc. 505 West Carmel Dr. Carmel, IN 46032-7564 April 25, 2003 Re: AIERIT16-146 To Whom It May Concern: This product is a ten-channel radio transceiver. It is programmed in one of two ways; by pulling frequencies from a table listed in the Users Manual, and by programming via a RITRON PC-based programmer available only to authorized RITRON radio dealers. Allowing the user to pull frequencies from a table that has been pre-loaded into the radio by the manufacturer is a common and FCC approved way of operating this product. Because the frequencies available for use by the end user are loaded into the radio table by the manufacturer or into a specific channel by an approved radio dealer with a restricted access programmer, the product is compliant with 90.203(e). The user has the option of choosing frequencies for either Part 90 or Part 95J (MURS) services from the table, but is instructed not to mix frequencies from these two services in the same radio. This prevents the radio from being capable of operating on frequencies other than the MURS when MURS frequencies are chosen and thus complies with 95.655(d). The MURS frequencies are prominently marked in the frequency table in the Users Manual. In addition, those MURS frequencies which are restricted to an authorized bandwidth of 11.25 kHz are prevented in radio firmware from operating at a higher occupied bandwidth. Sam L. An authorized RF service technician must perform test and alignment of the PBS-146D. Do not attempt service of the PBS-146D if not completely familiar with the operation of frequency synthesized radio operation. The PBS-146D can operate in both Narrow Band (2.5 KHz deviation) and Wide Band (5 KHz deviation) systems. The User’s Manual contains the following text: EXPOSURE TO RADIO FREQUENCY ENERGY: JBS/PBS-146D: This product generates radio frequency (RF) energy when the PTT button on the front of the unit is depressed. The measurement for effective radiated power was taken at the RITRON, Inc. 3 meter test site, details of which are on file with the FCC. 2. The PBS-146D was aligned for transmitter operation on 156.100 MHz at the 2.0 Watt maximum obtainable from the unit per the tune-up procedure outlined in the Preliminary Maintenance Manual. The unit was then terminated at the antenna port with the antennas sold with this product. (The user can connect other antennas, however.) 3.
