Two band splits are available, 136-156 MHz (low) or 154-174 MHz (high). The unit supports voice through a microphone input and a nominal 1 watt speaker output. It supports up to 9600 bps 4-level FSK through its auxiliary in and auxiliary out ports. Each radio can be “dealer or factory” programmed to contain a unique set of eight operating frequencies and options. When all three channel select inputs are tied to ground the radio operates on channel 1. The channel selection is done in a binary manner on the CS2, CS1 and CS0 inputs. Separate RX and TX Quiet Call (CTCSS) or Digital Quiet call (DCS) tones can be programmed per channel. Each channel can be programmed to be low power (2 watts) or high power (5 watts). Transmitter wide or narrow deviation can be programmed on a per channel basis. Model Identification The DTX-142 model, serial number and FCC Identification are displayed on a label located on the top of the radio VCO shield. FCC REGULATIONS Licensing The FCC requires the radio owner to obtain a station license for his radios before using them to transmit, but does not require an operating license or permit. The station licensee is responsible for ensuring that transmitter power; frequency and deviation are within the limits specified by the station license. The station licensee is also responsible for proper operation and maintenance of the radio equipment. This includes checking the transmitter frequency and deviation periodically, using appropriate methods. Exposure to Radio Frequency Energy: The DTX-142 transceiver consists of a transmitter and a receiver. The transmitter is active when the Push- to-Talk line is connected to ground or when activated electronically and emits radio frequency (RF) energy at a power level up to 5.0 watts. This product has been evaluated for compliance with the maximum permissible exposure limits for RF energy at the maximum power rating of the unit with the whip antenna available from RITRON. To ensure compliance with the General Population/Uncontrolled Exposure RF exposure maximum limits, all persons must be at least 43 cm (16.9 inches) from the antenna while the unit is transmitting. Page 1 of 3 Correspondence Summary Questions and Answers June 12, 2003 SUBJECT: RITRON, INC. - FCC ID: AIERIT17-142 TCB 1.: This device does not appear to be a finished product, as it does not have its own enclosure. Module approval could be an option if the transmitter portion had its own shield. The photos show that the transmitter portion of this device is not entirely covered by a shield. This application was not made for a module approval. Please, explain Applicant 1.: It is RITRON's desire to get Certification on this product as a module approval. As you know, there are no FCC rules which specifically address a module approval, a module being defined as a product without a case and designed to be integrated into another product. There is, however, a policy document, DA 00-1407, which addresses module approval for Part 15 intentional radiators. Some, although not all, of the guidelines in that document could apply to our Part 90 submission. The overarching issue is that the Commission wants devices approved as modules to be essentially installation and enclosure independent i.e. incorporating the module into another piece of equipment and/or enclosure should not jeopardize meeting the regulations involving power, spurious, occupied bandwidth, etc. RITRON's issue is with the requirement that the entire transmitter be shielded. A shield over the entire transmitter should, by logic, prevent RF coupling to other structures (enclosures) by acting as a Faraday shield. In our product, however, it was determined that shielding the entire transmitter section was problematic from both a performance and a practical standpoint. With one large shield, coupling between the RF structures under the shield was a problem especially in meeting conducted spurious emissions. Also, it was very difficult to create a shield of the size required that would allow the unit to meet radiated spurious unless the shield was constructed with no holes and almost completely soldered around its perimeter to the ground plane. From a practical standpoint, this was nearly impossible and created an issue when adjustments were required of some of the components under the shield. Placing holes in the large shield jeopardized meeting the spurious emissions limits. Instead, the greatest performance was achieved by shielding the individual emission radiating components. This included the final transmitting amplifying stage and the inductors in the transmitter low-pass filter. In addition, shields were placed over the matching inductors in the mixer circuit to limit local oscillator radiation from the receiver, over the reference oscillator which determines the frequency stability of the unit, and over the voltage Page 2 of 3 regulator section. This allowed the unit to meet the intent of the policy document, if not the letter. Also, adjustments required by the alignment process could be done without the arduous task of removing a large shield. Our testing with our own enclosure has demonstrated that compliance inside an enclosure should not be a problem. In addition, all input/output pins, including the power input, are de-coupled and buffered. Multiple voltage regulators exist within the unit to make the performance essentially independent of installation and enclosure. TCB 2.: This radio appears to be using a different frequency determining and stabilizing circuitry for the low split 136-156M and high split 154-174M models. If this is the case, each split must be approved separately under its own FCCID. Please, explain. Applicant 2.: The frequency determining section of this device is common to both frequency splits. It consists of a shielded and packaged voltage controlled temperature compensated reference oscillator (VCTCXO) operating at 14.4 MHz. The specifications of the oscillator are in excess of that required by the FCC frequency stability rules. This part of the circuit does not differ between the two splits. TCB 7.: 90.203(e) - Programming capability: It is not explicitly written in the manual that the PC programming features are not available to the end-users, as this transmitter may be programmed outside the authorized frequency band. Please, show compliance with this section. Applicant 7.: Programming this unit requires both a special cable and proprietary programming software, both available only from RITRON and only to qualified RITRON customers. RITRON is very careful about allowing these two items to be sold to those that might be end users. TCB 8.: The Manual lists “The installer should confirm there is no RF interference picked up on the analog and digital control lines coming into the transceiver. “ Please, explain the impact of such statement on this equipment authorization Applicant 8.: This statement was placed in the manual mainly to protect equipment connected to the DTX-142 from RF exposure effects, not the unit itself. The unit is never in danger of not meeting the FCC requirements due to the de-coupling and buffering of the I/O. TCB 10.: Spurious emissions: Compliance testing was demonstrated at Mid-band and for High power only. Please, explain and include a rationale/statement in the test report Page 3 of 3 describing how compliance at 136 and 174MHz and at the lower power setting was determined. Applicant 10.: During emissions testing it was verified that worst case emissions occurred at the 5-watt level, the maximum power for this product. The band edges were checked as well and found to be at, or below, that listed for the center frequency. RITRON will continue to check the product at frequencies across the band and at various power levels and will either bring the unit into line with the values submitted or request a Class II permissive change to update the report. It is understood by RITRON that center frequency data is acceptable to the Commission, but compliance at all frequencies available under the grant parts is required. CIRCUIT DESCRIPTION-STABILIZING FREQUENCY: The basic frequency stability of the unit is determined by the stability of the VCTCXO (voltage- controlled temperature compensated crystal oscillator), Y301, and the voltage which drives the modulation port of the VCTCXO. The VCTCXO is a monolithic device purchased by RITRON and specified to have a frequency stability in excess of that required by the Commission. Sampling of units by RITRON has confirmed that the devices do indeed meet the required stability. The voltage to the modulation port of the VCTCXO is maintained by a high stability voltage regulator. The variation in frequency caused by modulation port voltage variations is at least an order of magnitude below that of the basic VCTCXO. The modulation limiter filter is an active lowpass filter formed around two operational amplifier sections with a third used for group delay compensation. This active filter has five poles with no transmission zeros. Harmonics of the transmitter carrier are suppressed by a 5-pole elliptic filter which follows the final transmitter stage matching network. This filter has less than 0.5 dB insertion loss and greater than 40 dB of ultimate rejection in the stopband. CIRCUIT DESCRIPTION-MODULATION LIMITING: Modulation limiting occurs by allowing the audio signal to be amplified enough to clip against an operational amplifier’s power supply rails and ground. The clipped signal is then sent to the limiter filter described above. In this product, IC305A and IC308A act as the modulation limiters. CIRCUIT DESCRIPTION-POWER LIMITING: The RF output power is limited by a closed loop power control which measures the current drawn by the final RF power device and adjust the drive level as appropriate to maintain a set current. The set point can be adjusted during alignment for output power levels between one and five watts.

TYPE OF EXHIBIT: TUNE-UP PROCEDURE FCC PART: 2.1033 (c)(9) MANUFACTURER: RITRON, INC. 505 West Carmel Drive Carmel, IN 46032 MODEL: DTX-142 TYPE OF UNIT: VHF-FM Two Way Radio Transceiver Module FCC ID: AIERIT17-142 DATE: May 30, 2003 DTX-142 ALIGNMENT PROCEDURE TRANSMITTER VOICE & DATA DEVIATION If the transmitter voice deviation needs adjustment perform the following. 1) Set the RF communications test set to the transmit mode. 2) Set audio filtering from <20 Hz to 15 kHz. 3) Set to FM demodulation with +/- peak deviation. 4) Connect oscilloscope to the demodulated output. 5) Select low edge channel on channel select inputs CS2, CS1 and CS0. 6) Connect sinusoidal 400 Hz audio source to pin 4 microphone input and set to 1 kHz and 100 mV peak-peak . 7) Ground /PTT (pin 14) to transmit. 8) Adjust deviation pot R388 for peak deviation of 4250 +/- 50 Hz.* 9) Adjust the balance pot R304 to give a flat sloop on the demodulated output oscilloscope waveform. 10) Readjust R388 as needed to maintain 4250 Hz deviation. 11) Stop transmitting by releasing the /PTT line on pin 14. 12) Check the upper channel to confirm similar performance. 13) Readjust both channel band edges as needed for the best compromised performance. *NOTE: Sub audible tone deviation is automatically set to be within 600 to 900 Hz after this adjustment on wide band tone channels. Maximum voice and tone deviation on wide band channels will then be 4850 to 5150 Hz. Narrow band tone deviation will be 350 to 500 Hz with overall deviation of 2450 to 2600 Hz. Having set up voice deviation, connect a data source to pin 7 of J301. Adjust R375 to obtain needed data deviation. Typically this will be +/- 3 kHz for a wideband channel and +/- 1.5 kHz for a narrowband channel. RECEIVER FRONT END TUNNING The DTX-142 receiver is factory tuned for a frequency range of 136 to 156 MHz (low split) or 154 to 174 MHz (high split). If receiver appears to be less sensitive on one of the band edges the front end tuning coils may need readjustment. Connect a SINAD meter to the SPEAKER output (pin 12). Unsquelch the audio amp by grounding pin 11. Set the generator to the upper band edge frequency programmed at –121 dBm with +/- 2.5 kHz deviation. Adjust coil cores L101 and L102 in until SINAD starts to drop. Back off slightly to maintain best SINAD. Now, set generator to the lowest frequency programmed at –121 dBm. Similar SINAD readings as the high band edge frequency should be obtained. If not, adjust coils slightly. Recheck high end and balance performance. RECEIVER SQUELCH The DTX-142 is capable of two squelch operating modes. Also, both can operate simultaneously. See the theory above. The units can be configured as the user requires. When the noise squelch is used the radio unsquelches when the carrier SINAD exceeds 12 db. If this is not happening or the squelch opening level needs to be changed perform the following. 1) Select a channel. 2) Adjust squelch pot R144 fully counter clockwise. 3) Ground the MONITOR pin 11 to unsquelch the radio. 4) Adjust the communications test set generator on frequency with an output level to yield a 12 dB SINAD. The deviation should be +/- 1.5 kHz for narrow or 3 kHz for wide with a 1 kHz tone. 5) Release pin 11 from ground to allow squelch to operate. 6) Slowly adjust squelch pot R123 clockwise until squelch opens. 7) Reduce generator level until radio squelches. 8) Increase generator level until audio opens. Confirm squelch hysteresis is between 0.5 and 4 dB. Set up for the RSSI squelch is similar except a fixed level, typically –110 dBm, is set on the generator and the RSSI squelch pot R123 is rotated clockwise until it opens. Ambient noise will affect the level at which the RSSI should be set. The squelch level ideally should be done on the desired frequency, in the actual location the radio will be used and connected to the desired antenna. The level should be set high enough to reject most false signals.

The measurement for effective radiated power was taken at the RITRON, Inc. 3-meter test site. The measurement was via the substitution method. 2. The ERP measurement was made with a Hewlett-Packard Model 8560E Spectrum Analyzer and an Electro-Metrics BDA-25 dipole antenna. 3. A substitution antenna, an adjustable dipole, was substituted for the DTX-142 on the turntable 3 meters from the pick up dipole. An RF signal generator was set for the frequency of the DTX-142 at 159.100 MHz with a 0 dBm output level. 4. The height of the BDA-25 receiving dipole was varied to pick up maximum signal. 5. The DTX-142 was programmed for transmitter operation on 159.100 MHz at the 5.0 watt maximum obtainable from the unit. The unit was then terminated at the antenna port with a Nearson RAM1545 antenna, the only antenna available for this product from RITRON. 6. The DTX-142 antenna was then positioned on the turntable and the above procedure used to obtain maximum level at the receiving dipole.
