American Telecommunications Certification Body Inc. 6731 Whittier Ave, McLean, VA 22101 June 12, 2001 RE: Multi-Tech System, Inc. FCC ID: AU790U01E04510 I have reviewed the Application and have the following comments. 1.) Please confirm that only one antenna type will be used with this device. If possible identify with manufacturer and part / model number. 2.) Is the RF safety warning in the manual? If so, please identify where it is located. These instructions must be readily available to users and installers alike. It would be valuable to have it listed in the Table of Contents and Index. 3.) The Form 731 and test report identify this as a 63mW (+18dBm) device. However, Section 3.1 of your test report identifies it as a +13dBm device. Which is correct? 4.) Your integration technique for measurement of RF Pout is sound, but if possible I would appreciate a comparison with a broadband power meter. 5.) Is there any way to condense the three part Test Report from it’s current size to a single document under 4 MB? I tried to do so as a courtesy using Acrobat Distiller, but the documents were write protected and I was unable to shrink them. 6.) Maximum antenna gain listed in the manual is 2dBi max. The value used in RF exposure report is 1dBi. Which is correct? The following conditions will appear on the Grant: • “The antenna(s) used for this transmitter must be installed to provide a separation distance of at least 20 cm from all persons and must not be co-located or operating in conjunction with any other antenna or transmitter. End-users and installers must be provided with antenna installation instructions and transmitter operating conditions for satisfying RF exposure compliance.” William H. Graff Examining Engineer President and Director of Engineering mailto:[email protected] The items indicated above must be submitted before processing can continue on the above referenced application. Failure to provide the requested information may result in application termination. Correspondence should be considered part of the permanent submission and may be viewed from the Internet after a Grant of Equipment Authorization is issued. Please do not respond to this correspondence using the email reply button. In order for your response to be processed expeditiously, you must submit your documents through the AmericanTCB.com website. Also, please note that partial responses increase processing time and should not be submitted. Any questions about the content of this correspondence should be directed to the sender.

From: [email protected] Sent: June 15, 2001 7:06 AM To: William Graff Subject: Re: AU792U01E04510 (1of 2) Follow Up Flag: Follow up Flag Status: Flagged Bill, I would like to reply your questions one by one. 1) Of course, both antennas are from the same brand and model. The manufacturer is Air Wave Co., Ltd, model: EA-46. 2) I am embarrassed to make mistake again, our project leader never remember to remind the customer to put the statement on the users manual. I will mail you the users manual on my next e-mail. And the warning statement is on page 12 under section "Hardware Installation". 3) +13 dBm is world wide declared power for such chip solution. +18 dBm is the measured output power. Of course, +18dBm is the correct one. In section 3.1 of my test report, we have to honestly record the data provided by my customer. Please kindly understand. 4) Before TCB start service, FCC ever ask me once the same question. My explanation is on the attached files which was ever forwarded to FCC before. But please keep the attached file confidential since it is for the other project which has been granted long time ago. 5) My colleagues will try to do it. But basically, I hope the photo and the text of test report should be separated. 6) The antenna Gain announced in the manual is the declared value. The Gain value in Section 4.7 is the measured value which has been done in our fully anechoic chamber. So, +1 dBi is correct one. Bill, did my colleague submit "RF exposure data" to you ?? If yes, please forget it, since for such product with low EIRP power, RF exposure data is not needed to be submitted under the guideline of TCB CANDO. Thank you. Please review and get back to me with your responses. The most important part is the RF Safety information which must appear in the manual. Please review with your client. RF Exposure Info

FCC ID: AU792U01E04510 ADT No.: 90042715 RF Exposure Measurement (Mobile Device) 1. Introduction 2.4 GHz frequency band is regarded specially as a dangerous band for its heating harmfulness to the human body. That’s why microwave oven is operating in this frequency band. The manufacturer whose product is working in this frequency band is obligatory to prove the harmfulness of his product. In this document, we try to prove the safety of radiation harmfulness to the human body for our product. The limit for Maximum Permissible Exposure (MPE) specified in FCC 1.1310 is followed. The Gain of the antenna used in this product is measured in a Fully Anechoic Chamber (FAC), and the maximum total power input to the antenna is measured. Through the Friis transmission formula and the maximum gain of the antenna, we can calculate the distance, away from the product, where the limit of MPE is reached. 2. Classification The antenna of the product, under normal use condition, is easy to be relocated at least 20 cm away from the body of the user. Warning statement for keeping 20 cm separation distance and the prohibition of operating next to a person has been printed on the users manual. So, this product is classified as the Mobile Device. 3. RF Exposure Limit According to FCC 1.1310: The criteria listed in the following table shall be used to evaluate the environmental impact of human exposure to radio-frequency (RF) radiation as specified in 1.1307(b). FCC ID: AU792U01E04510 ADT No.: 90042715 LIMITS FOR MAXIMUM PERMISSIBLE EXPOSURE (MPE) Frequency Range (MHz) Electric Field Strength (V/m) Magnetic Field Strength (A/m) Power Density (mW/cm 2 ) Average Time (minutes) (A)Limits For Occupational / Control Exposures 300-1500......F/3006 1500-100,000......56 (B)Limits For General Population / Uncontrolled Exposure 300-1500......F/15006 1500-100,000......1.030 F = Frequency in MHz 4. Friis Formula Friis transmission formula : Pd = (Pout*G) / (4*pi*r 2 ) where Pd = power density in mW/cm 2 Pout = output power to antenna in mW G = gain of antenna in linear scale Pi = 3.1416 R = distance between observation point and center of the radiator in cm Pd is the limit of MPE, 1 mW/cm 2 . If we know the maximum Gain of the antenna and the total power input to the antenna, through the calculation, we will know the distance r where the MPE limit is reached. Ref. : David K. Cheng, Field and Wave Electromagnetics, Second Edition, Page 640, Eq. (11-133). 5. EUT Operating condition The software provided by Manufacturer enabled the EUT to transmit and receive data at lowest, middle and highest channel individually. FCC ID: AU792U01E04510 ADT No.: 90042715 6. Test Results 6.1 Antenna Gain The maximum Gain measured in Fully Anechoic Chamber is 1dBi or 1.26 (numeric). 6.2 Output Power Into Antenna & RF Exposure Distance : CHANNEL CHANNEL FREQUENCY (MHz) OUTPUT POWER TO ANTENNA (mW) MINIMUM ALLOWABLE DISTANCE ( r ) FROM SKIN (Centi-Meter) 1241252.482.29 6243763.242.52 11246256.622.38 The minimum allowable distance is very close to the enclosure of the antenna and is very far away from the human being under normal use condition.

D2 line indicates the highest level, D1 line indicates the 20dB offset below D2. It shows compliance with the requirement in part 15.247(C). FCC ID: AU792U01E04510 Report No.: RF90042715 43 Issued: May 18, 2001 4.6.6 NOTE ON BAND EDGE EMISSION The band edge emission plot on page 44 shows 47.39dB delta between carrier maximum power and local maximum emission in restrict band (2484.84GHz). The emission of carrier strength list in table of page 25 is 94.4dBμV/m, so the maximum field strength in …
