Maximum Permissible Exposure Test Report for Adtran, Inc. 901 Explorer Boulevard Huntsville, AL 35806 FCC ID: HDCTRC4305 May 20, 2002 WLL PROJECT #: 7080RFFCC This report may not be reproduced, except in full, without the prior written consent of Washington Laboratories, Ltd. Adtran, Inc. FCC ID: HDCTRC4305 WLL Project #: 7080RFFCC 1 Maximum Permissible Exposure Test Report for FCC ID: HDCTRC4305 1.0 Introduction This report has been prepared on behalf of Adtran, Inc. to show compliance with the RF exposure requirements of FCC Part 15.407(f) as defined in FCC Part 1.1307(b)(1) for the Adtran Tracer 4305 U-NII Device. 3.8 Radio Frequency Radiation Exposure In accordance with Section 1.1310 of the FCC rules, the Maximum Permissible Exposure (MPE) limit for this frequency range is 1mW/cm 2 for General Population/Uncontrolled Access. The EUT is designed for telecommunications transmissions and may use high gain antennas (up to 32.6 dBi) and the transmitter section is designed for mounting on an antenna mast. Only professional installers install this device and is limited to installations such as towers and rooftops. Warnings are in the installation manual which limit the exposure to the direct beam during installation and maintenance. These warnings to the installers insure that the general public is not exposed to RF energy. The TRACER 4305 is designed for a transmit power of 20dBm (100mW). Assuming the highest allowable gain antenna is used (32.6 dBi) the following power density is calculated. S = (PG)/(4πR 2 ) Where, S = Power Density P = Output Power at the Antenna Terminals G = Gain of Transmit Antenna (linear gain) R = Distance from Transmitting Antenna For this device, the calculation is as follows: S = FCC Limit = 1mW/cm 2 P = Output Power = 109.6mW G = Worst Case Gain = 32.6 dBi (1820 linear gain) R = Based on 4.6 meters (15 feet) specified in User’s Manual S = {(109.6mW)(1820}/{(12.56)(460cm 2 )} = 0.075mW/cm 2 Adtran, Inc. FCC ID: HDCTRC4305 WLL Project #: 7080RFFCC 2 This power density is the worst case for maximum beam exposure. This level is below the limit of 1mW/cm 2 MPE for general population/uncontrolled access. This unit is only installed by professionals and is limited in practice to installations on rooftops or towers. Warnings are provided in the installation manual to limit exposure to the direct beam during the installation and maintenance phase. These warnings ensure that the device is installed properly and does not expose the general public to RF energy hazards.

The method of measurement chosen was one that has been an acceptable test procedure per the FCC. The following describes the test procedure used. The analyzer offset was adjusted to compensate for the attenuator and other losses in the system. The 26 dB Emission Bandwidth was measured and used to ensure that the spectrum analyzer bandwidth was not set too low. The following formula was used for calculating the minimum VBW: EBW / (2*pi*30) The EBW was measured at 40.42MHz for Plan A and 40 MHz for Plan B. Using these in the previous formula results in a minimum VBW of 300kHz. Using the spectrum analyzers Band Power Measurement Function over the appropriate EBW gives the peak output reading. The following table lists the conducted power measurements. Note the limit in this table is calculated using a maximum of 30 dBm conducted power with a fixed point-to-point directional gain of 23 dBi. Table 3. RF Power Output Frequency Measured Level Limit Pass/Fail Low Channel 5750 MHz 20.3 dBm 30 dBm Pass High Channel 5800 MHz 20.1 dBm 30 dBm Pass Note the limit in this table is based on the maximum of 30 dBm conducted power limit specified in the FCC Rules. With the fixed point-to-point installation a maximum EIRP of 53 dBm is allowed. Based on the measured power level a directional gain antenna of a maximum 32.7 dBi may be used with the Tracer 4305. During testing a parabolic antenna with 28.5 dBi gain was used. Figure 1 and Figure 2 are the spectrum analyzer peak power measurement results. The Emissions BandWidth (EBW) was measured at the 26 dB down points with the VBW > RBW setting of the spectrum analyzer. At full modulation, the occupied bandwidth was measured as shown in Figure 3 and Figure 4. The method of measurement chosen was one that has been an acceptable test procedure per the FCC. The following describes the test procedure used. The spectrum analyzer was setup to view the entire bandwidth of the emission. Two traces were captured on the spectrum analyzer. 4.4 Peak Excursion Measurement (FCC Part §15.407(a)(6)) Per §15.407(a)(6) the peak excursion of the modulation envelope to the peak transmit power shall not exceed 13 dB across any 1 MHz bandwidth or the emission bandwidth whichever is less. The output from the transmitter was connected to an attenuator and then to the input of the RF Spectrum Analyzer (HP8564E). The method of measurement chosen was one that has been an acceptable test procedure per the FCC. The following describes the test procedure used. The spectrum analyzer was setup to view the entire bandwidth of the emission. Two traces were captured on the spectrum analyzer. The first trace was performed with the RBW and VBW set to 1 MHz. The second trace was captured with the RBW set to 1 MHz and the VBW set to 300 kHz. The traces were then compared and it was verified that the ratio between the two plots did not exceed 13dB in any 1 MHz band. Figure 5 and Figure 6 show the Peak Excursion measurement results. For transmitters operating in the 5.725-5.825 GHz band: all emissions within the frequency range from the band edge to 10 MHz above or below the band edge shall not exceed an EIRP of –17 dBm/MHz (78.3 dBuV/m); for frequencies 10 MHz or greater above or below the band edge, emissions shall not exceed an EIRP of –27 dBm/MHz (68.3 dBuV/m). 4.5.1 Test Procedure For the conducted spurious emissions at the antenna terminal, the Spectrum Analyzer was connected to the output of the EUT. For measurements above 1 GHz, the Resolution Bandwidth was set to 1 MHz; for measurements below 1 GHz, the Resolution Bandwidth was set 100 kHz, and the Video Bandwidth was set to 100 kHz. The conducted spurious emissions were swept…
