Operating Instructions EB-G51U Digital Cellular Phone Before operating this equipment please read these instructions completely. FCC Regulations Conditions of Use Operation of this Panasonic mobile phone is subject to the following two conditions; (1) this device may not cause harmful interference, and (2) this device must accept any interference received, including interference that may cause undesired operation. This Panasonic mobile phone generates, uses and can radiate radio frequency energy and, if not installed and used in accordance with the instructions, may cause harmful interference to radio communications. If this device does cause harmful interference to radio or television reception, which can be determined by turning the device on and off, the user is encouraged to try to correct the interference by one or more of the following measures: 1). Reorient or relocate the receiving antenna. 2). Increase the distance between the device and receiver. 3). Connect the device into an outlet on a circuit different from that to which the receiver is connected. 4). Consult the dealer or an experienced radio/TV technician for help. The radiated output power of this internal wireless radio is far below the FCC radio frequency exposure limits. Nevertheless, the wireless radio shall be used in such a manner that the radio is 2.5 cm or further from the human body. However, the user of wireless radios may be restricted in some places or situations, such as aboard airplanes. If you are unsure of restrictions, you are encouraged to ask for authorization before turning on the wireless radio. Several restrictions and cautions of using mobile phone are listed in the Important Information. FCC RF EXPOSURE INFORMATION Read this information before using your handset In August 1996 the Federal Communication Commission (FCC) of the United States with its action in Report and Order FCC 96-326 adopted an updated safety standard for human exposure to radio frequency (RF) electromagnetic energy emitted by FCC regulated transmitters. Those guidelines are consistent with the safety standard previously set by both U.S and international standards bodies. The design of this phone complies with the FCC guidelines and these international standards. Use only the supplied or an approved antenna. Unauthorized antennas, modifications, or attachments could impair call quality, damage the phone, or result in violation of FCC regulations. Do not use the phone with a damaged antenna. If a damaged antenna comes into contact with the skin, a minor burn may result. Please contact your local dealer for replacement antenna. Body-worn Operation This device was tested for typical body-worn operations. To comply with FCC RF exposure requirements, a minimum separation distance of 0.6 inches (1.5 cm) must be maintained between the userโ€™s body and the handset, including the antenna. Third-party belt-clips, holsters, and similar accessories used by this device should not contain any metallic components. Body-worn accessories that do not meet these requirements may not comply with FCC RF exposure requirements and should be avoided. For more information about RF exposure, please visit the FCC website at www.fcc.gov Contents Important Information Hi Tim: This is Fred. Sorry for the delay for revised SAR report because we have to wait until CCS modify it through. Anyway, i have already uploaded the revised SAR report on the Website. and regarding your comments for SAR setting...here are their replies: #2: We used Radio Communication Tester (Rohde & Schwarz, model CMU 200) as a base station to communicated with EUT. We could not used the same power setting for GSM and GPRS mode to get the maximum output power. For this test equipment, we must used the power setting described in this report. #3: The active slots determine the total number of slots the GPRS device can use simultaneously for both uplink and downlink communications. For this case the EUT is a GPRS Multislot class 8 (5 active slots, 1 uplink and 4 downlink) phone. Therefore, the crest factor is 8 for both GSM and GPRS mode. please let me know how it goes and when will I receive FCC grant thank you very much Fred Yang Sales Manager WBU Group. Sales Dept. American Telecommunications Certification Body Inc. 6731 Whittier Ave, McLean, VA 22101 December 4, 2003 RE: Quanta Computer Inc. FCC ID: HFS-G51 I have a few comments on the above referenced Application. SAR Report 1) The frequency range given in the SAR report for 850 GSM is 824.04 - 848.8. This does not correspond to the frequency range given in the rest of the application (824.2 - 848.8). Note that it is our understanding that GSM operates only on the 824.2-848.8 Frequencies. Please explain and/or correct as necessary. 2) Please explain why the power settings between GMS and GPRS mode appear different as given in section 8.3 of the test report. We may need a better understanding of what these settings are actually changing since it appears the power levels are being adjusted. It is our understanding that the only difference between GMS and GPRS should be the number of time slots used, and not a difference in power. If there is difference in power, please explain. If not, what is the purpose of this setting. Note that the conducted results given with the plots tend to show the power level is the same between GPRS and GMS. 3) It is uncertain why the GPRS body worn data is less than the voice mode data. It appears from questions #2 that the power may be higher for GPRS. Additionally, GPRS usually makes use of additional times slots (typically a crest factor of 4 vs. 8). Therefore it is expected that these results should be higher than GMS Voice mode results which is not the case from the data provided. The crest factor alone tends to cause an increase in the GPRS SAR from the typical Crest factor of 8. It is therefore uncertain why the regular body SAR is a higher value than the GPRS body SAR. Please explain. The following is a typical explanation for GPRS: --- Continued on Next Page --- z Page 2December 4, 2003 4) It appears from items #2 and #3 above that the crest factor used during testing for GPRS may be incorrect. this may require Body SAR to be retested. 5) Please update main portion of the SAR report to better describe the probe used during testing. For example, please include: a) description of the probe โ€“ including tip diameter, internal sensor offset from tip, etc 6) Please update the main portion of the SAR report to provide the following detail: a) descriptions of interpolation procedures used to locate peak SARs at a finer spatial resolution b) report probe tip distance to phantom inner surface c) descriptions of extrapolation procedures used to estimate SAR values adjacent to phantom surface (unreachable due to probe case and boundary effects) d) description of averaging (integration) procedures to get 1-g SAR from final interpolated grid 7) FYI, typically the FCC desires 5% tolerance on both Permitivity and conductivity. The results show that this was met in spite of the tolerance in some cases being listed as 10%. 8) FYI, it is preferred to use a 1900 MHz dipole for verification instead of the 1800 MHz, even though they are both within 100 MHz of the center of the band.
