Breeze Compact 3400-3675MHz is digital modulated TDD system operating in the 3650 MHz up to 3675 MHz band. The system contains a base station unit and subscriber units. Subscriber units are available as Outdoor CPE and indoor CPE. According to IC rules, the current Alvarion Breeze Compact 3400-3675MHz product line is eligible to operate in the 3650-3675 MHz band in the Canada as “restricted contention-based” product. Only the lower 25 MHz in the spectrum is assigned for restricted contention-based protocols, like IEEE 802.16d or 802.16e. The recent FCC publication of “Memorandum Opinion and Order” on June 7, 2007 released 50 MHz spectrum for broadband wireless access applications. The most eminent difference in FCC ruling for this band is that it is “licensed”, while allowing both “unrestricted contention-based protocols” and “restricted contention-based protocols.” Specifically, the “restricted contention-based protocols” can only operate in the lower 25 MHz band. April 19, 2012 FCC ID:LKT‐COMPACT3X To whom it may concern The Compact product is Multi port transceiver. The TX is transmitted in 2 different ANT and 2 different polarities [90Deg between ANT ports]. This gives us 30dB attenuation between 2 TX ports which their antenna is in same direction. The contribution of other antennas in the field will be minor [30dB less]. Only two radio channel transmit at the same time. There are two options 1. SISO mode -maximum output power that is allowed 2. MIMO mode - maximum output power that is allowed minus 3dB.
April 17, 2012 To: Federal Communications Commission Subject: Answers to FCC technical questions for devices operating in the 3650‐3675 MHz band as per 552295 D01 CBT Guidance for 3650 3700 Band v01r01. 1.1 Restricted Protocol Description 1.1.1 Address the key requirements for operation using restricted contention base protocol Opportunities for other transmitters to operate. Please note that this requires recognizing Like systems (similar to yours) that permit operation on a co‐channel. The Compact BS uses a GPS system to synchronize the 5ms framing and uses the same TDD ratio to allow similar systems to operate in the same TDD ratio without interfering one BS receive with other BS transmit. Since transmit and receive of all similar BSs are done in the same synchronized periods without any overlapping between transmit and receive periods of each and other it provides satisfactory sharing of spectrum with similar systems. Slave subscriber units are managed by the BSs in which their transmission is allocated using maps broadcasted by the BS in which a contention between the slave units is prevented. In addition to prevent a weak CPE of one sector to be interfered by other sector’s strong CPE an ATPC (Automatic Transmit Power Control) mechanism is executed by the CPEs, to allow satisfactory sharing of the spectrum with similar systems in a co‐channels. 1.1.2 Provide any additional manuals and operational descriptions to allow the reviewer to understand the protocol and is operation. The following GPS synchronized TDD framing diagram is used to allow satisfactory sharing of the spectrum with similar systems. TTG is Transmission switching to Receive Gap in the BS and vice versa in the CPE. RTG is Receive switching to Transmit Gap in the BS and vice versa in the CPE. FFZ – Fast Feedback Zone is a zone allocated by the UL maps broadcasted by the BS. The CPE may lottery a CDMA code for ranging or bandwidth request in pre allocated location for these activities by the BS UL maps broadcasted in DL direction. There are 256 different CDMA codes that can be used to separate between CPEs requests contentions if appeared. If CPE does not answered to the request it repeats the appropriate request after a random increased back‐off time. In addition the UL map broadcasted by the BS assigns to each CPE how many bursts to use and their allocation for the BW request received. In which the contention between them is prevented. CPEs associated to the some BS learn and then recognize the preamble index broadcasted by each BS at each frame start. There are 114 different applicable preamble indexes to identify BSs working in the same area. The above illustrated frame is synchronized by GPS global 1PPS signal in which all BSs uses the same synchronized frames and the same TDD ratio as mentioned above. In addition the protocol allows permutation of OFDM subcarriers to prevent contentions and interference. The system uses ATPC that calculates the link loss and limits the CPE transmission power to prevent contention with neighbor sectors CPEs. Both the CPE and the BS uses directional antennas to reduce inter / intra site interference. The ATPC is done in open loop by the CPE and corrected in close loop by the BS as described in the following flow chart: 1.2 Describe the method to permit occupancy The method to permit occupancy is synchronized schedule protocol that prevents contentions. 1.3 Describe the action taken if two or more transmitters simultaneously access the same channel by the master and the client devices. See paragraph 1.1.2 above. 1.4 Describe opportunities for other similar systems to operate‐address how, or if a different system operator using the same technology can operate in the same band. Considering the above mentioned similar systems can definitely use and share the same band for continues and simultaneous operation.
April 29, 2012 To: Federal Communications Commission Subject: Answers to FCC technical questions for devices operating in the 3650‐3675 MHz band as per 552295 D01 CBT Guidance for 3650 3700 Band v01r01. 1.1 Restricted Protocol Description 1.1.1 Address the key requirements for operation using restricted contention base protocol Opportunities for other transmitters to operate. In addition to prevent a weak CPE of one sector to be interfered by other sector’s strong CPE an ATPC (Automatic Transmit Power Control) mechanism is executed by the CPEs, to allow satisfactory sharing of the spectrum with similar systems in a co‐channels. The CPE is not able to transmit w/o the permission of the BS using a schedule protocol. The system is a TDD system synchronized by a GPS in which when the BSs transmit they do not receive and when they receive they do not transmit. In addition we use sectorial antennas that decrease the radiation to adjacent sector dramatically that will not interfere adjacent channel served CPEs installed in a distance from the BS. Therefore there will not be interference between the BSs and sector clients. CPE on one sector can transmit when CPE of other sector transmits since each of them is allocated by a separate BS schedule protocol. Therefore to prevent adjacent channel interference between 2 CPEs received at two BS located in the same location considering strong received CPE versus weak CPE we use ATPC to reduce the interference to adjacent channel received CPEs in which they are not interfered. 1.1.2 Provide any additional manuals and operational descriptions to allow the reviewer to understand the protocol and is operation. Page 1 of 1 May 9, 2012 Federal Communication Commission Office of Engineering and Technology USA RE: FCC ID:LKTCOMPACT3X Form 731 CN: EA542527 Subject: CRN 41766 Dear Mr. Chen, Please find attached our response according to your questions. 1) You asked to coexist with similar systems. Our system may work properly with different BSs in the same coverage area by using frequency reuse 3 and directional antennas. An example of frequency 3 distribution is shown in the following. As you know we have 5 frequencies of 5 MHz each in arrange of 3.65 – 3.675 GHz. 2) The maximum power supported by the hardware is up to 27 dBm, but it is limited by the software to the maximum values stated in section 7.2 of the test report and not available to the end user. The system uses 4 receive antennas and up to 2 transmit antennas. Both Tx channels transmit uncorrelated information. Two transmit antennas are cross polarized and based on 662911 D02 MIMO with Cross-Polarized Antennas v01, EIRP and EIRP power density limits are calculated as the single output power with addition of antenna gain- no further corrections required as appears in section 7.2 of the test report. MPE is calculated as the total output power with addition of antenna gain, 3 dB higher than the single RF chain Tx power as orthogonal polarizations cause superposition of fields within human body and cause higher exposure/heating that should be taken into account. In addition we use different preamble index that identifies the BS in which CPEs can follow exactly the associated BS there are 114 combinations of preamble indexes. Additional mechanism is OFDM sub-channels/carriers permutations in which we randomly mix the subcarriers for each BS in UL and DL directions separately to prevent the interferences. The permutations are orthogonal in which reduces the interferences. All this is parallel to GPS synchronization and TDD ratio that prevents Transmit and Receive overlapping of the sites. In addition we have 25MHz that we can plan to distribute 5 channels of 5MHz each that allows distribution of the frequencies between the neighbor BS. The following shown scenario is also satisfied using 3 channels of 5MHz each. Considering all this I do not see any problem to have coexistence of frequencies between the BSs. 2) We use 2Tx/4Rx. Subject: FCC ID:LKT-COMPACT3X Attestation statement In current product's release the software version does not support the 4T4R design and supports only 2T4R option. We will renew certification if and when we will have a support for 4T4R option. Sincerely, Moti Ezra Certification Group Manager
Subject: FCC ID: LKT-COMPACT3X WiMAX Technology The FCC mentions the WiMAX technology as an example of restricted contention protocol. “34.Under the Commission’s rules. Contention-based protocols can be broadly categorized as either “unrestricted” or “restricted”.....restricted contention protocols can prevent interference only with other device incorporating the same protocol WiMAX with its scheduling protocol, currently stands as the main example of a restricted contention technology. In its present format, WiMAX technology effectively prevents interference among multiple transmitters on a single WiMAX system. Different WiMAX systems can be coordinated to avoid interfering with each Other, thus providing each WiMAX device a ”reasonable opportunity to operate “(FCC 07-99). WiMAX Protocol Brief WiMAX MAC protocol is a centralized protocol in which the base station controls access to the air interface .in the downlink all decisions related to the allocation of bandwidth to various MSs are made by the BS which does not require the involvement of the MS. As packets arrive for each terminal, the BS schedules them for the PHY resources, based on their QoS requirements. Once dedicated PHY resources have been allocated for the transmission of the MAC PDU, the BS indicates this allocation to the MS, using the specific MAC messages. In general, WiMAX terminal is a slave to the BS. In the uplink, the MS requests resources by using a contention based protocol. WiMAX uses a truncated binary exponential back-off algorithm for contention –resolution during polling of user terminals. When it needs to send a bandwidth request the MS first enters a contention resolution phase, if selecting a uniformly distributed random number between 0 and BACKOFF WINDOW. These random values indicate the number of transmission opportunities –allocated resources for multicast /broadcast poll –the MS will wait before sending its bandwidth request. BACKOFF WINDOW is the maximum number of transmission opportunities an MS can wait before sending the pending bandwidth Request. If it does not receive a bandwidth allocation based on the UL MAP message within a time window specified by a timer, the MS assumes that its bandwidth request message was lost, owing to collision with another MS, in which case MS increases is back-off window and repeats the process. If bandwidth is still not allocated after a maximum number of retries, the MAC PDU is discarded. Best Regards, Moti Ezra Certification Group Manager
