Foreword The Wrist Tag (TXS-700-2) is a transmitter, used in home arrest systems. The Wrist Tag (LSQ-TXS-700-2) is transmitting on an American FCC tested and approved frequency; whereas the European version (TXS-700-2-2) is transmitting on a European tested and approved frequency. From a user interface and function point of view the two models are identical; therefore this user manual serves both versions. ElmoTech Ltd. TXS-700 - User Manual 3 2. Installing the Wrist Tag. Hold the transmitter in your hand with the metal pins (along the strap) pointing forward. Hold the Electronic Key in your other hand, with the black button pointing toward the open or free end of the strap. Press the Electronic Key over the metal pins with the two touch points on the Electronic Key matching the metal pins on the Transmitter strap. Hold the Electronic key in this position while you do the next step. Hold the Electronic key in this position while you do the next step. Press the red button on the Electronic Key down for one second; the red light turns steadily on for two (2) seconds. If the transmitter successfully receives the reset command, the red light, on the Electronic Key, will flash for two (2) seconds. Note that if the Tag has failed to receive the startup command the red light will turn off after the initial two (2) seconds ON. If the Electronic Key battery is low the red light will immediately flash for two (2) seconds, once the red button is pressed. (No command is sent to the transmitter). Place the Tag on its side, on a non-metal surface, for 30 seconds. ElmoTech Ltd. TXS-700 - User Manual 4 Attaching the Transmitter Place a strap holder over the short strap (strap with pin side) of the Transmitter. Attach the female Clip to the underside of the Transmitter’s short strap (to lie against the Offenders skin). Check that the closed end of the clip fits with the edge of the strap. Wrap the Transmitter around the Offender’s wrist/ankle at its narrowest point ensuring that, with the ankle Transmitter the protruding side of the Transmitter body is directed upwards. Lay the long strap over the female clip ensuring that all pins on the short strap are protruding through the long strap. Slide the strap holder over the end of the long strap in order to hold it in place. It is important to note that the Transmitter must fit tightly around the Offender’s wrist/ankle, but not squeezing. Cover the female clip with the male clip ensuring that the pins on the male clip fit correctly into the female clip (the grooves on the side of each clip must match). ElmoTech Ltd. TXS-700 - User Manual 5 Ask the Offender to stand up and move around to insure that the Tag is comfortable. Fasten the two Clips with the locking tool. Be sure to fasten all the four pins well. An audible clicking sound should be heard, indicating that the Clips are closed properly. Don’t install the Tag over a thick sock, since the Tag will get too loose once the sock is removed. If the Tag is installed without a sock, instruct the offender that he should not put on a very thick sock, and then try to pull it under the Tag. The Offender may wear a thin sock underneath and a thick sock over the Tag. ElmoTech Ltd. TXS-700 - User Manual 6 3. General Rules for the Client The Transmitter is a waterproof wristwatch and there is no need to remove it when taking a bath or a shower. You can even wear it when swimming and diving in a swimming pool or taking a sauna bath. Turn the Transmitter’s transmission off when admitting to a hospital, either for a visit or for hospitalization, since the transmitted signal may affect other medical instrumentation. Turn the Transmitter’s transmission off when boarding a flight, since the transmitted signal may affect the aircraft’s avionics thus impairing flight safety. Turning the Transmitter’s transmission off should be done by an authorized personnel, as follows: • Press the electronic key’s BLACK button down for one second, the red light turns steadily ON for two (2) seconds. • If the shut down command has been successfully received, the red light on the Electronic Key will flash for two (2) seconds. Note that if the transmitter has failed to receive the shut down command the red light will turn off after the initial two (2) seconds ON. If the Electronic Key battery is low the red light will immediately flash for two (2) seconds, once the black button is pressed. (No command is sent to the transmitter). ElmoTech Ltd. TXS-700 - User Manual 7 4. Maintenance Instructions 4.1. Cleaning the Wrist Tag A soft brush and any cleaning solution are all that is needed to clean the Wrist Tag TXS-700-2. Alcohol based solutions; Soapy water or Lysol can be used to clean the Tag. For additional safety and user comfort it is Recommended that after cleaning with any of the above the Tag be washed with clear water before it is reused. Holding it at the end of the long strap, spray the Tag with cleaning solution of choice (see above). Alternatively you can simply drop the Tag in the cleaning solution. TXS-700-2 Home Arrest Tag Operational Description The TXS-700-2 Home Arrest Tag is a small unit worn by a monitored offender either on his wrist or on his ankle. The home arrest Tag is a battery-operated unit. The tag comprises one Printed Circuit Board (PCB) which includes a RF transmitter module with an integral antenna, and a microcontroller, which controls its operation. The TXS-700-2 has one RF channel. It is 433.92 MHz carrier with FSK modulated data. The Tag is turned on and off by a probation officer, using an electronic key which is temporarily attached to the tag strap’s pins. While turned-on the Tag transmits a 5mSec identification & status signal and then it stops transmission. As a public life safety equipment the Tag transmits the next signal 18-22 seconds after the last signal transmission – any interruption in the reception of the transmitted signal (which might indicate an escaped offender) may put public life at risk – the central monitoring system sends an immediate alert to the probation officer or to the sheriff in-charge, which should take immediate actions to ensure public safety. Compliance with FCC 15.231(a) Section 15.231(a) (1) is not relevant since it deals with manually operated transmitters. As per section 15.231(a) (2) “A transmitter activated automatically shall cease transmission within 5 seconds after activation” - TXS-700-2 ceases transmission about 5 milliseconds after activation, therefore it meets the requirements of this paragraph. As per section 15.231(a)(3) “Periodic transmissions at regular predetermined intervals are not permitted” – TXS-700-2 does not transmit at regular predetermined intervals. As per section 15.231(a)(4) “Intentional radiators which are employed for radio control purposes during emergencies involving fire, security, and safety of life, when activated to signal an alarm, may operate during the pendency of the alarm condition” – TXS-700-2 is a safety of life intentional radiator, public life might be in danger when an offender escapes home arrest, therefore the transmitter re-starts a signal transmission 18-22 seconds after the last signal transmission (and stops after 5 milliseconds).
