The hands and wrists have a higher exposure limit because they are extremities, and the device should be used in a hand-held, hand-operated configuration only. A set of three reference dipoles, a horn antenna and a signal generator to duplicate the signal were used. Signals radiated from the Minstrel m500 on the fundamental frequency as well as second and third harmonic were evaluated by comparing to the signals transmitted from the reference dipoles. The antenna used for the first three harmonics were a set of three dipoles, l = 17.9 cm (first harmonic/fundamental), l = 9.0 cm (second harmonic), and l = 6.0 cm (third harmonic). For testing the higher frequencies, fourth and fifth harmonics, a horn antenna (gain) was used as replacement source of radiation thus substituting the Minstrel m500. The duplicated reading was then referenced to the dipole. Finally, the duplicated readings were converted to dBμV/m. The measurements were carried out in accordance with FCC 96-326. The Minstrel m500 was evaluated for its maximum power level 0.372(ERP) with a 100 % duty cycle. The Minstrel m500 CDPD modem is an attachment for a Palm PDA. The assembled device is intended to transmit while being operated from the user's hand. The Minstrel m500 was tested at low, middle and high channels for the keyboard up, keyboard down, and right sides. The maximum 10g SAR (1.89 W/kg) was found to coincide with the peak performance RF output power of channel 991 (824.04 MHz) for the keyboard down side of the device. (The hot spot is located on the antenna). Test data and graphs are presented in this report. At a separation distance of 4 cm from the antenna of the device, the maximum 1g SAR is 0.13 W/kg. The manual will include warning stating, bystanders, and parts of the user’s body other than extremities, must be at least 4 cm away from the antenna. Based on the test results and on how the device will be marketed and used, it is certified that the product meets the requirements as set forth in the above specifications, for the RF exposure environment. The laboratory operates an (3m and 10m) Open Area Test Site (OATS). The measurement facility is calibrated in accordance with ANSI C63.4-1992. A description of the measurement facility in accordance with the radiated and AC line conducted test site criteria per ANSI C63.4-1992 is on file with the Federal Communications Commission and is in compliance with the requirements of Section 2.948 of the Commissions rules and regulations. APREL’s registration number is: 90416 APREL is accredited by Standard Council of Canada, under PALCAN program (ISO Guide 25). APREL is also accredited by Industry Canada (formerly DOC) and recognised by the Federal Communications Commissions (FCC). Test Facility The tests were performed for Novatel Wireless by APREL Laboratories at APREL’s EMI facility located in Nepean, Ontario, Canada. The laboratory operates an (3m and 10m) Open Area Test Site (OATS). The measurement facility is calibrated in accordance with ANSI C63.4-1992. A description of the measurement facility in accordance with the radiated and AC line conducted test site criteria per ANSI C63.4-1992 is on file with the Federal Communications Commission and is in compliance with the requirements of Section 2.948 of the Commissions rules and regulations. APREL’s registration number is 90416 APREL is accredited by Standard Council of Canada, under PALCAN program (ISO Guide 25). APREL is also accredited by Industry Canada (formerly DOC) and recognised by the Federal Communications Commissions (FCC). Standard The evaluation and analysis were conducted in accordance with FCC Rules and Regulations Parts 2.1053 & 22. Test Equipment The test equipment used during the evaluation is listed in Appendix A with calibration due dates.
