FCC ID: NBZNRM-EU870D I have a few comments on this Application. Depending on your responses, kindly understand there may be additional comments. 1.) As a reminder, please be sure that the contact information listed on Form 731 matches the FCC database. All supporting documents, such as Confidentiality request or POA, must be signed by a responsible party at Novatel 2.) Kindly define the exact frequency range to be used on this device on Form 731. Devices with no channelization defined within the FCC Rules must show the center frequency of the lowest channel to the center frequency of the highest channel for each applicable modulation. 3.) FCC rules require External and Internal photos as separate Exhibits. Please segregate your photos into two Exhibits. 4.) The photographs show an antenna with the equipment. Will this antenna be supplied with all devices? 5.) FYI: A Licensed module of this type which does not have an antenna supplied by the manufacturer could show the conducted power on the Grant. Shall the conducted power be shown on the Grant or only radiated? 6.) Kindly elaborate on the Operational Description. What is wanted is a description of how the RF energy is created, modulated, and finally amplified within this device. 7.) Please provide a Tune-Up Procedure for this device. If no provisions are available for field adjustment, at minimum a description of how this device is tuned up during production is required. Remember to provide RF power tune-up target values and tolerance. 8.) A Part 15B Test Report is provided. Are you also seeking Certification as a Class B computer peripheral? If so, kindly provide additional justification for this testing. I do not see how Part 15B Certification would apply to this device. Please refer to 15.101. 9.) FCC interpretations request separate emission designators for GSM, EDGE, WCDMA and HSDPA. Please provide emission designators on Form 731, and provide justification for each emission within the Test Report. 10.) Kindly check your Test Results in Section 4.3.4. The channel frequencies shown appear incorrect. Please review. 11.) Please review your tabular data in Section 4.6. FCC rules specify that all spurious emissions should be measured to the 10 th harmonic. Yet the supplied tabular data does not go nearly that high in the frequency domain. It is much easier to prove you have satisfied this search requirement if some kinds of values are shown – even if there are no significant emissions. Kindly consider providing tables of all harmonic content to the 10 th harmonic. In addition, your plots only go to 13GHz – you have not proven you have searched the expected spectrum. Tabular data is also more compact. Note that you could easily eliminate most of the wideband plots using just tables. 12.) Please remember to supply an OEM integrators manual for this device. 13.) Please supply a label and indicate label placement on this device. William H. Maximum Permissible Exposure Test Report for EU870D 1.0 Introduction The report has been prepared on behalf of Expedite EU870D EU870D to show compliance with the RF Exposure. 1.1 Requirements Three different categories of transmitters are defined by the FCC in OET Bulletin 65. These categories are fixed installation, mobile and portable and are defined as follows: Fixed installation: fixed location means that the device, including its antenna, is physically secured at a permanent location and is not able to be easily moved to another location. Additionally, distance to humans form the antenna is maintained to at least 2 meters. Mobile Devices: a mobile device is defined as a transmitting device designed to be used in other than fixed locations and to be generally used in such a way that a separation distance of at least 20 centimeters is normally maintained between the transmitter’s radiating structures and the body of the user or nearby persons. Transmitters designed to be used by consumers or workers that can be easily re-located are considered mobile devices if they meet the 20 centimeter separation requirement. The FCC rules for evaluating mobile devices for RF compliance are found in 47 CFR 2.1091. Portable Devices: a portable device is defined as a transmitting device designed to be used so that the radiating structure(s) of the device is/are within 20 centimeters of the body of the user. Portable device requirements are found in Section 2.1093 of the FCC’s Rules (47 CFR 2.1093) For this test report the Expedite EU870D EU870D is being done as a handheld device and it can be approved by MPE calculation. The MPE is evaluated at the 20cm test distance. The FCC also categorizes the use of the device as based upon the user’s awareness and ability to exercise control over his or her exposure. These two categories are defined as follows: Occupational/controlled Exposure: In general, occupational/controlled exposure limits are applicable to situation in which persons are exposed as a consequence of their employment, who have been made fully aware of the potential for exposure. Awareness of the potential for RF exposure in a workplcae or similar environment can be provided through specific training as part of a RF safety program. If appropriate, warning signs and labels can also be used to establish such awareness by providing prominent information on the risk of potential exposure and instructions on methods to minimize such exposure risks. General Population/Uncontrolled Exposure: The general population / uncontrolled exposure limits are applicable to situations in which the general public may be exposed or in which persons who are exposed as a consequence of their employment may not be made fully aware of the potential for exposure or cannot exercise control over their exposure. Members of the general public would come under this category when exposure is not employment-related; for example, in the case of a wireless transmitter that exposes persons in its vicinity. Warning labels placed on low-power consumer devices such as cellular telephones are not considered sufficient to allow the device to be considered under the occupational/controlled category, and the general population/uncontrolled exposure limits apply to these devices. Since there are no warnings or training associated with this unit and it can be used by anyone, Expedite EU870D EU870D is evaluated to the General Population / Uncontrolled Exposure limits. 1.2 Radio Frequency Radiation Exposure Evaluation According to 1.1310 of the FCC rules, the power density limit for General Population/Uncontrolled Exposure is 1mW/cm 2 . As this is a handheld application, the MPE shall be calculated at 20cm to show compliance with the power density limit.
