September 20, 2005 RE: FCC ID: NP4-2422140510_ATCB002774 Attention: Mark A. Christensen I have a few comments on this Application. Please note that further comments may arise in response to answers provided to the questions below. 1. Please provide the user manual for this device. 2. Please note that the internal photo of the transmitter board has shielding on several areas (refer to file name โ€œDSC03022-uhf-rf-top.jpgโ€). Please remove the shielding and provide a photo of the circuitry and components underneath. 3. Please note that CFR 47 licensed device testing does not allow the use of circular polarized antennae. Please explain why a circular polarized antenna gain factor was used in the data in the tables on pages 35 through 38. While the device appears compliant, please provide data using acceptable antenna(s) (i.e. properly polarized vertical and horizontal antennae). 4. Please provide the required MPE (RF exposure) report for this device. Dennis Ward mailto:[email protected] The items indicated above must be submitted before processing can continue on the above referenced application. Failure to provide the requested information may result in application termination. Correspondence should be considered part of the permanent submission and may be viewed from the Internet after a Grant of Equipment Authorization is issued. Please do not respond to this correspondence using the email reply button. In order for your response to be processed expeditiously, you must submit your documents through the AmericanTCB.com website. Also, please note that partial responses increase processing time and should not be submitted. Any questions about the content of this correspondence should be directed to the sender.

September 22, 2005 RE: FCC ID: NP4-2422140510_ATCB002774 Attention: Mark A. Christensen I have a few comments on this Application. Please note that further comments may arise in response to answers provided to the questions below. 1. Please note that the explanation given on the use of the circular polarized antenna is not acceptable. Please note that the FCC does not allow the use of circular polarized antenna(s) in testing licensed devices. As mentioned in the email, please provide data using an acceptable substitution antenna. 2. Please note that the MPE report provided states that a minimum separation of 20cm will be maintained. However, in the same MPE report you state that the minimum separation distance is 77.6cm. Please correct the MPE report to state that the minimum distance that the device will be installed will be 77.6cm. 3. Please note that in regards to item 2, the manual needs to include caution statements about the separation distance. Or, since the MPE report states the device will be professionally installed, this minimum separation distance should be in the installation manual. Also, since the rf exposure is not addressed at the time of licensing, but is addressed at the time of grant, the highest gain antenna (6dBi) must be mentioned. Please address this issue. RF Exposure Compliance Requirements JSLM 2 UHF Analog Telemetry Radio Modem FCC Rule: 1.1307, 1.1310, 2.1091 (b) (d), 2.1093 IC Rule: RSS 119 Section 9, RSS-102 Section 2.2 Description of Compliance: The JSLM 2 will be professionally installed in the SCADA (Supervisory Control And Data Acquisition) market and will be mounted with a fixed RTU (Remote Terminal Unit). A typical installation would use a maximum gain antenna of 10 dBi mounted on a tower. A minimum separation distance of more than 121 cm must be maintained between the radiating structure and any person to classify as a mobile under FCC MPE regulations. Note: It is the responsibility of the user to guarantee compliance with the FCC MPE regulations when operating this device in a way other than described above. The calculation for the more stringent specification, a General Population/Uncontrolled Mobile device according to section 2.1091(b) and section 1.1310 Note 2 is shown below: Limits for General Population/Uncontrolled Exposure: Frequency Range (MHz) Electric Field Strength (V/m) Magnetic Field Strength (A/m) Power Density (mW/cm 2 ) Averaging Time (mins) 0.3-1.34 614 1.63 *(100) 30 1.34-30 824/f 2.19/f *(180/f2) 30 30-300 27.5 0.073 0.2 30 300-1500 --- --- f (MHz)/1500 (MHz) 30 1500-100000 --- --- 1.0 30 Environmental Specification: f(MHz)/(1500 mW/cm 2 ) 406 MHz/(1500 MHz mW/cm 2 ) = 0.27 mW/cm 2 (worst case) S = (PG)/(4ฯ€R 2 ) (OET Bulletin 65) Where: S = Power Density (mW/cm 2 ) P = Power input to the antenna (mW) G = Power Gain of the antenna in the direction of interest relative to an isotropic radiator R = Distance to the center of radiation of the antenna (cm) Distance Calculation: R = โˆš((PG)/(4ฯ€S)) Typical Antenna Gain: 10.0 dBi 10 (10.0 dBi/10) = 10.0 Power input to the Antenna: 37dBm = 10 (37dBm/10) = 5000 mW R = โˆš((5000mW*10.0)/(4ฯ€*0.27 mW/cm 2 )) = 121 cm (Minimum Distance)
