Dataradio COR Ltd Waseca, Minnesota ENGINEERING STATEMENT OF Matt Schellin The application consisting of the attached engineering exhibit and associated FCC form 731 has been prepared in support of a request for Certification for ViPR VHF Transceiver. The transceiver will be identified by the FCC number NP4-5018-500. The transceiver operates pursuant to Part(s) 90 of the Rules and Regulations. EXISTING CONDITIONS The Dataradio COR Ltd has completed assembly of a final engineering prototype of the ViPR UHF Transceiver. The units utilized for these type acceptance measurements were obtained from the final engineering prototype. The transceiver is designed to operate on frequencies ranging from 136 to 174 MHz. The frequency tolerance of the transceiver is 1.0 parts per million. A Digitally Controlled Crystal Oscillator (DCXO) operating at 23.04 MHz controls the frequency stability of the transceiver. PROPOSED CONDITIONS It is proposed to certify the ViPR VHF Transceiver for operation in the band of frequencies previously outlined. The applicant anticipates marketing the device for use in wireless transmission of data. PERFORMANCE MEASUREMENTS All Certification measurements were conducted in accordance with Section 2.1033 of 47 CFR 2004 of the Rules and Regulations. Equipment performance measurements were made in the engineering laboratory and on the FCC certified test range at Dataradio COR Ltd in Waseca, Minnesota. All measurements were made and recorded by myself or under my direction. The performance measurements were made between June 11 2007 and June 29, 2007. CONCLUSION Given the results of the ViPR VHF Transceiver measurements contained herein, the applicant requests that the Certification be granted for the ViPR VHF Transceiver as tested for data communications. 6/29/07 Electrical Engineer, Dataradio COR Ltd

Operational Description

General Information The following report has been generated for FCC Certification of Dataradio COR Ltd Model 140-5018-500, VHF Transceiver. Unless otherwise noted, all of the measurements were conducted following the procedures set forth in the TIA/EIA-603-B standards. Trade Name: ViPR Model Number: 140-5018-500 Manufacturer: Dataradio COR Ltd, Waseca, MN 56093 FCC ID Number: FCC ID: NP4-5018-500 FCC Rules and Regulations: FCC Part 90 Frequency Range: 136-174 MHz Serial Number (s): FEP3 #27, FEP3 #26 Transmitter: Type of Emissions: 3K30F1D 3K55F1D 8K20F1D 8K30F1D 16K5F1D 16K8F1D Maximum Power Ratings: 12 Watts Number of Channels: 32 Input Impedance: 50 Ohms, Nominal Voltage Requirement: 10-30 Vdc

Parts List/Tune Up Info

ViPR Tune Up Procedure The radio will be connected to an automatic testing station where a software program will tune all the radio parameters. The following instructions summarize the procedure for tuning the output power. The tuning program will key up the radio at four points across the band and sets the power to 12W. Power control is achieved by controlling the voltage on the first stage of the transmitter, which controls the RF drive to the following stages. The power output is programmable by using a digital to analog converter (DAC) on the RF board. This DAC is controlled by the on-board microprocessor. Once the DAC value is determined for these four frequencies the processor interpolates the DAC value for frequencies in between the calibrated frequencies. This ensures equal power output across the entire RF band. The tuning program then will tune the radio at four points across the band at 1W by following the same procedure. The processor interpolates the DAC value for power values between the calibrated powers. Note: Deviation is a preprogrammed set value for all radios.

RF Exposure Compliance Requirements ViPR Analog Telemetry Radio Modem FCC Rule: 1.1307, 1.1310, 2.1091 (b) (d), 2.1093 Description of Compliance: The ViPR will be professionally installed in the SCADA (Supervisory Control And Data Acquisition) market and will be mounted with a fixed RTU (Remote Terminal Unit). A typical installation would use a maximum gain antenna of 10 dBi mounted on a tower. A minimum separation distance of more than 218 cm must be maintained between the radiating structure and any person to classify as a mobile under FCC MPE regulations. Note: It is the responsibility of the user to guarantee compliance with the FCC MPE regulations when operating this device in a way other than described above. The calculation for the more stringent specification, a General Population/Uncontrolled Mobile device according to section 2.1091(b) and section 1.1310 Note 2 is shown below: Limits for General Population/Uncontrolled Exposure: Frequency Range (MHz) Electric Field Strength (V/m) Magnetic Field Strength (A/m) Power Density (mW/cm 2 ) Averaging Time (mins) 0.3-1.34 614 1.63 *(100) 30 1.34-30 824/f 2.19/f *(180/f2) 30 30-300 27.5 0.073 0.2 30 300-1500 --- --- f (MHz)/1500 (MHz) 30 1500-100000 --- --- 1.0 30 Environmental Specification: 0.2 mW/cm 2 S = (PG)/(4πR 2 ) (OET Bulletin 65) Where: S = Power Density (mW/cm 2 ) P = Power input to the antenna (mW) G = Power Gain of the antenna in the direction of interest relative to an isotropic radiator R = Distance to the center of radiation of the antenna (cm) Distance Calculation: R = √((PG)/(4πS)) Typical Antenna Gain: 10.0 dBi 10 (10.0 dBi/10) = 10.0 Power input to the Antenna: 40.8dBm = 10 (40.8dBm/10) = 12000 mW R = √((12000mW*10.0)/(4π*0.2 mW/cm 2 )) = 218 cm (Minimum Distance)

The power amplifier has voltage levels at 12.9 Volts and 8.3 Volts for 12 watts and 1 watt, respectively. 2. The carrier reference was established on the spectrum analyzer with the filter by-pass in place. Then the spectrum was scanned from DC to 2 Fc. Finally, the high pass filter was inserted to null the carrier fundamental and extend the range of the spectrum analyzer for harmonic measurements above 2 Fc. 3. At each spurious frequency, generation substitution was used to establish the true spurious level. 4. The spectrum was scanned to the 10 th harmonic of the highest internally generated frequency.
