We asked the manufacturer about the supported output power in user's manual. They told us this device doesn't support Class 1 output power and the user's manual have to be modified. Operational Description

The Racewood Technology Co., Ltd. Universal Class 1 and Class 2 Bluetooth TM USB Dongle BTD-2403 is compact and qualified module that provide a complete 2.4GHz Bluetooth TM system for wireless data and voice communications.
