We have completed an administrative and technical review, and have the following comments: ADMINISTRATIVE 1) information on 2.1033(c)(8) voltage and current into final RF stages is missing, or cannot be found; please provide. 2) The external and internal photos are somewhat larger (309 - 367KB) than the FCC limit for JPEG file sizes (300KB). We will compress them here, but in future please try to keep the JPEG files below 300KB each. TECHNICAL 1) 2.1033(c)(9) the tuneup procedure specifies a power setting of -0.46 dBm, whereas the rated output power for the device is 14 mW or +11.5 dBm. This could be possible if there were an attenuator in the test fixture, but it is not described. Please have the manufacturer amend the power setting protocol or provide additional information on any attenuator in the test fixture. 2) Test Report: attenuation of spurious emissions (2.1053) is measured in field strength and converted to power. The FCC accepts this when the apparent power is lower than 20 dB below the required limit. If the margin is less than 20 dB, the FCC policy is to show substitution power measurements. I recognize that the policy for Part 95B devices may differ from this. Has the FCC accepted your field strength measurements for spurious compliance margins of 10 dB or less? (iv) We have about four years experience in handling the FCC application of the FRS. Up to now, they did not reject our data or any comment on our measurement method even the margin is less than 10 dB. The receiver section of the FRS Transceiver is subject to verification process. 1.3 Test Methodology Radiated emission measurements were performed according to the procedures in ANSI C63.4 (1992). All measurement were performed in Open Area Test Sites. Preliminary scans were performed in the Open Area Test Sites only to determine worst case modes. For each scan, the procedure of maximizing emissions in Appendices D and E were followed. All Radiated tests were performed at an antenna the EUT distance of 3 meters, unless stated otherwise in the “Justification Section” of this Application. 1.4Test Facility The open area test site and conducted measurement facility used to collect the emission data is located at Garment Centre, 576 Castle Peak Road, Kowloon, Hong Kong.
