American Telecommunications Certification Body Inc. 6731 Whittier Ave, McLean, VA 22101 January 6, 2005 RE: UTStarcom Inc. FCC ID: O6Y-F1000 After a review of the submitted information, I have a few comments on the above referenced Application. 1) Please explain if the device may transmit on both antennas. Only one set of TX tests appear to have been performed and it appears the antennas may be different. Response : The block diagram supplied with the application is the general block diagram from Agere for the circuitry used in this device. The actual device only utilizes an integral antenna attached to the main antenna connection. There is no way for the end user to utilize the auxiliary antenna connection; there is no access to this connection. 2) Antenna gain is listed in the RF exposure exhibit as 2 dBi, while the antenna information appears to show 3.2 dBi. Please explain/review. This may affect what is reported and calculated in the RF exposure. Response : Please see the revised RF exposure exhibit uploaded with this response. 3) EIRP in RF exposure exhibit is not calculated properly (dB is log, while mw is linear). Please correct. Note antenna gain may as need adjusting as shown above. Response : As this device has an integral antenna, EIRP was measured. Please see the revised RF exposure exhibit uploaded with this response. 4) The users manual appears to be missing prohibition against co-location statement(s). Response: Please see the revised manual uploaded with this response. Timothy R. Johnson Examining Engineer mailto: [email protected] The items indicated above must be submitted before processing can continue on the above referenced application. Failure to provide the requested information may result in application termination. Correspondence should be considered part of the permanent submission and may be viewed from the Internet after a Grant of Equipment Authorization is issued. Please do not respond to this correspondence using the email reply button. In order for your response to be processed expeditiously, you must submit your documents through the AmericanTCB.com website. Rhein Tech Laboratories Client: UTStarcom, Inc. 360 Herndon Parkway FCC: Part 15.247 Suite 1400 FCC ID: O6Y-F1000 M/N: F1000 Herndon, VA 20170 http://www.rheintech.com Report #: 2004217 Page 35 of 59 APPENDIX A: RF EXPOSURE FCC ID: O6Y-F1000 No SAR Evaluation is required if power is below the following threshold: Tunable Range f(GHz) Low f(GHz) High Center of Tunable Band (GHz) 60/f SAR Limitation (mW) 2.412 2.462 2.437 24.62 Maximum measured transmitter power: Frequency (MHz) P out EIRP (mW) P out Conducted (mW) 2412 13 18 2437 14 16 2462 18 14 The threshold for no SAR evaluation is 24.62 mW. Maximum TX Power is 18 mW EIRP. Please note that the EUT antenna is an integral antenna and an EIRP power measurement was performed. The EUT was rotated throughout three orthogonal axes to get the maximum value; the values presented above represent maximized power for the three test channels. Additionally, a connector was soldered to the device to perform conducted measurements. The conducted power plus the maximum peak theoretical antenna gain presented in the antenna exhibit is higher than the actual measured EIRP. Based on our measurements, we deem that the antenna gain of the antenna as installed in the EUT is significantly less (approximately 0 dBi) than the theoretical antenna gain presented in the antenna exhibit due to the effects of the enclosure and the EUT environment. As such, the measured EIRP is an accurate representation of the output power of the EUT. Conclusion : No SAR evaluation is required since maximum Transmitter Pout (EIRP) is below FCC threshold.
