B April 2004 Add MPE and FCC information for VHF, UHF-L, UHF-H, and 800MHz M7100 IP radios. SUPPLEMENTARY INFORMATION: At this time, the M7100 IP mobile radio may not be operated while in a desktop station in the European Community since it does not meet immunity requirements when operated in this mode. The M7100 IP mobile radio can be used in both trunked and conventional applications. FCC ID: OWDTR-0022-E After a review of the submitted information, I have a few comments on the above referenced Application. Administrative/General: 1) External photographs appear to be missing the front of the unit. Please provide. 2) The RF exposure appears to be calculated using 35 W, while the maximum measured appear to be 36.4 W. Typically, the RF exposure should be calculated using worse case power. Please explain and/or correct. Note that this may affect the distances documented in the users manual. 3) Also in regards to RF exposure, 90.205(q) should be accounted for in MPE evaluations, i.e., compliance distances should be determined according to allowed 20% over nominal power, unless radio is documented to not support such levels. Please explain and/or correct as necessary. 4) The label mentioning occupational exposure appears to be placed on the back of the unit in a position that is not seen by the end user. The FCC rules state that the Occupational/controlled limits apply in situations in which persons are exposed as a consequence of their employment provided those persons are fully aware of the potential for exposure and can exercise control over their exposure. If the label not visible after installation, please explain how the user is made fully aware of the potential for exposure, given the user may not necessarily be the installer. 5) The manual(s) appear to be missing information regarding co-location, i.e.: "This device must not be co-located or operating in conjunction with any other antenna or transmitter." Technical: 7) Please confirm that the digital device and RX portions of this equipment have been verified for compliance under Part 15 requirements. Additionally, information regarding this fact was not found in the users manual. Please provide an updated users manual as necessary for Part 15 compliance statements and prohibition against modification, etc. 8) Please provide an attestation/explanation of compliance to 90.203 (e)/(g). 9) Please justify the use of a 2851 Hz signal for modulation purposes listed in several places in the report (i.e. pages 12, 16, 18) while the plots are typically labeled 2500 Hz. 10) Please explain why the EA mask was only applied to the 2-Level, wideband, 9600 Modulation in the 806-821 and 851-866 Bands. Please explain why the masks G & H are not necessary for these bands as specified by 90.210. It seems the device may also apply to mask G, but it appears that these waveforms may not meet the G masks requirements. 11) If possible, please provide a test for all appropriate masks within each sub-band 806-821, 821-824, 851-866, and 866-869 MHz. 12) A careful look at Plot 8-8 shows one sidelobe which exceeds the limit. FCC ID: OWDTR-0022-E After a review of the submitted information, I have a few comments on the above referenced Application. 1) According to the table in 90.210, this device should be subject to Mask B for voice being transmitted with Low Pass Filter and Mask G & H (depending on TX band) for transmission without low pass filter. Mask EA only apply to specific EA-based systems which may only be for certain installations for specific EA locations in the U.S and is also only applied at the bandedge. Mask H is the most restrictive data mask. Because not all modulations were provided in each of the 4 bands, the masks must also be applied to the cross sections. For example, there are not any plots of 2 level wideband, 9600 modulation in the bands 821-824 or 866-869. It is also not clear if the F1D and F1E waveforms are identical for each modulation (2 Level WB, 2 Level NPSPAC, and 4 Level), nor is it certain which emission (F1D vs F1E is provided in the plots). Please note that the cross sectional presentation of the data in this case, and lack of proper presentation has made reviewing this application more time consuming and difficult, and hard to understand. To show compliance, therefore the most restrictive limits are being applied to the limited cross- sectional data provided. By doing this, it has been determined that 2 Level WB (i.e. plot 8-5) does not meet with Mask H requirements. Note that the data was only provided for the bands requiring the G-mask, but since only a cross sectional set of data was provided, this is the only view that could be found. It is highly recommended that the report for this application show data for each of the appropriate sub-bands. Regardless it is uncertain if the various modulations (F1D vs F1E) have been shown as compliant, as well as the fact that 2 Level WB appears out of compliance with H masks. Further information is necessary to clarify these issues. Timothy R. Is this correct? Information in the 731 and test report did not reflect this. If this is correct, please adjust the cover page and page 7 of the test report and 731 form to correctly show which modulations are being approved for which bands. These documents suggest that all modulations operate in all bands, which has created the previous questions. Also, please note that the last response did not address the 4 level modulation. Additionally please note that 4 level modulation data appears to suggest operation in all bands. Please justify the use of 4 level modulation in all bands, and explain why all other modulations only appear in certain bands. Additionally, please note that the data does not appear to match the response (i.e. Wideband Data and Voice were not tested to Mask G) as given in the response. Please clarify. Additionally, it is uncertain why some voice modulations are subject to low pass filter masks, and others are not. Please explain. Timothy R. Occupational/Controlled MPE evaluation covers fixed-mounted and mobile operation for use with a 2.15 or 5.5 dBi antenna and a duty factor not exceeding 50%.
