FCC ID: OZ9USTC-TED-0002I SECTION 7 USER'S MANUAL FCC ID: OZ9USTC-TED-0002I Axonn Corporation U.S. Telemetry Transmit Endpoint Device Users Manual RF Transmitter Installation Instructions The USTC TED transmitter should only be installed by qualified service personnel. The transmitter detects status or other data signals from the external binary inputs and low battery and broadcasts that data to the system's CTS sites. MOUNTING LOCATION The USTC TED Transmitter is an RTU as defined by the FCC. INSTALLATION INSTRUCTIONS 1. Supply the transmitter with DC power by inserting three 3-Volt batteries into the battery holder inside the transmitter. 2. The unit will come pre-programmed with Transmitter ID. There will be field programming of the unit for other parameters. 3. As the TED will be used to transmit utility-meter information to the CTS, the TED will be located next to electric, water, or gas meters. 4. When installing the TED you should avoid areas near screens, metal window frames, circuit breaker boxes, air conditioners and heaters if a suitable location for the unit may be found elsewhere. TESTING THE TRANSMITTER Following system installation, system testing is mandatory. This should be performed by locating the TED in its final location and powering up the unit. On initial power-up, the TED will send out RF messages every 4 seconds or more depending on programming. This will establish communications with the CTS receiver and the information collected will then be used to judge system performance FCC NOTICE The USTC TED transmitter generates and uses radio frequency energy. If not installed and used in accordance with the manufacturer's instructions, it may cause interference to radio and television reception. The transmitter has been tested and found to comply with the specifications in Part 95 of the FCC Rules. If this equipment causes interference to radio or television reception - which can be determined by turning the equipment on and off - the installer is encouraged to correct the interference by one or more of the following measures: 1) Reorient the antenna of the radio/television. 2) Connect the AC transformer to a different outlet so the TED and radio/television are on different branch circuits. 3) Relocate the TED with respect to the radio/television. FCC ID: OZ9USTC-TED-0002I If necessary, the installer should consult an experienced radio/television technician for additional suggestions, or send for the "Interference Handbook" prepared by the Federal Communications Commission. This booklet is available from the U.S. Government Printing Office, Washington, D.C., 20402, stock number 004-000-00450-7. CAUTION: Axonn Corporation does not support field changes or modifications to any of the Axonn Corporation RF equipment unless they are specifically covered in this manual. All adjustments must be made at the factory under the specific guidelines set forth in our manufacturing processes. Any modification to the equipment could void the user's authority to operate the equipment and render the equipment in violation of FCC Part 95. This device complies with Part 95 of the FCC Rules. Operation is subject to the following two conditions: (1) this device may not cause harmful interference, and (2) this device must accept any interference received, including interference that may cause undesired operation. CAUTION: This device is required to comply with FCC RF exposure requirements for mobile transmitting devices. A separation of 20 cm (8 inches) or more must be maintained between the antenna and all persons during device operations to satisfy RF exposure compliance. FCC ID: OZ9USTC-TED-0002I SECTION 8 RF EXPOSURE INFORMATION FCC ID: OZ9USTC-TED-0002I 8.1 RF Safety Requirements to 2.1091 for Mobile Transmitters Part 95 transmitters are considered categorically excluded from routine environmental evaluation as given in 47 CFR 2.1091. However, the following information is presented to prove compliance with the limits. Power Output The EUT’s maximum expected output power as shown in section 2.6 is Frequency of Fundamental (MHz) Measurement (Watt)* Antenna Gain (dBi) P ERP (Watt) FCC Limit (Watt) 218.9742021.10-2.00.69420.0 Source Based Time Averaging Additionally, source based time averaging may be applied as the worse case duty cycle is given as follows: Worse Case Duty Cycle: There is a ‘supervisory delay’ between the end of one message burst and the beginning of the next message burst. The shortest supervisory delay possible is 4 seconds. The maximum number of redundant messages in a burst is 255 although it is expected to only be 10 or 15). Each message is 38 ms long, with a 50 ms gap between messages (this 50 ms is randomly dithered, but 50 ms is the average time length). On time = 255 * 38 ms = 9.69 s Off time = (254 * 50 ms) + 4 s = 16.7 s Duty cycle = (on time)/(total time) = 9.69/(9.69+16.7) = 36.7 % The information regarding duty cycle has been provided for informative purposes only. The MPE calculations specified on the following page do not take into consideration any duty cycle correction. Taking the RF Denisty Field Equation: S = (EIRP in mW)/(4πR 2 ) and solving for Distance R R = SQRT (EIRP in mW)/(S4π) Solving the above equation yields R (cm) = SQRT (694(mw))/(0.2(mW/cm 2 )*4*π) = 16.6 cm Since the EUT is designed only for mobile applications (where the expected separation distance between antenna and humans is greater than 20 cm), all manual instructions have specified 20 cm as the minimum exposure distance.

S. Telemetry Corporation, Model USTC-TED- 0002. The EUT incorporates an internal antenna. The EUT operates on the following frequency list: The EUT operates as a Response Transmitter Unit (RTU) under the operating conditions set forth by the FCC for the 218-219 MHz service. The unit is a one-way device, transmitting data generated by its internal microprocessor dependent on pre-programmed test data or external inputs to the device. The EUT may be powered from battery, or external 12 VAC or 9/12 VDC inputs. The EUT is offered either with an external antenna or an integrated permanently mounted antenna. The plastic case that the EUT is mounted in may be offered in different sizes in the future, however the labeling will still be displayed on the external case of the transmitter. The unit is manufactured by the following company: Axonn Corporation 101 West Robert E. The transmitter presented in this report will be used with a receiver which has been previously approved under a DoC authorization. The EUT is subject to the following authorizations: a)Certification as a transmitter as specified by Part 95.851. The information contained in this report is presented for the certification authorization(s) for the EUT. FCC ID: OZ9USTC-TED-0002I SECTION 2 TESTS AND MEASUREMENTS FCC ID: OZ9USTC-TED-0002I TEST AND MEASUREMENTS 2.1 Configuration of Tested System Prepared in accordance with the requirements of the FCC Rules and Regulations Part 95. All measurements are peak unless stated otherwise. The video filter associated with the spectrum analyzer was off throughout the evaluation process. Interconnecting cables were manipulated as necessary to maximize emissions. A block diagram of the tested system is shown in Figure 1. Test configuration photographs for spurious emissions are shown in Figure 2. The EUT is almost identical to another version, with the exception that the antenna is located external to the unit (other unit is FCC ID: OZ9USTC-TED-0002E). Due to the similarity of the two units, all data has been taken from this application with the exception of tests which could be affected (for example radiated power output and spurious emissions). The sample used for additional testing was received by U.S. Technologies on February 6, 2001 in good condition. 2.2 Test Facility Testing was performed at US Tech's measurement facility at 3505 Francis Circle, Alpharetta, GA. This site has been fully described and submitted to the FCC, and accepted in their letter marked 31040/SIT. Additionally this site has also been fully described and submitted to Industry Canada (IC), and has been approved under file number IC2982. 2.3 Test Equipment Table 2 describes test equipment used to evaluate this product. 2.4 Modifications No modifications were made by US Tech, to bring the EUT into compliance with FCC Part 95 limits for the transmitter portion of the EUT.
