Hi Dennis, I believe that the questions being asked in the KDB are listed in the filing document 5A Test Report which I have copied, highlighted in red and underlined the pertinent information below for clarification: 5A Test report page 2: 5.1 Test Strategy Verification of the performance of the Motorola, Inc. OSU-2510-R transmitter was accomplished by implementation of the procedures contained within TIA/EIA-603 and FCC requirements. Performance results contained within this Test Report and Appendix documents represent operational modes that are considered to be worst case within a functional system. Verification of product performance is presented for three frequencies across the RF bandwidth, two channel bandwidths, and four modulation levels available within an operational system. The Motorola, Inc. OSU-2510-R product has been tested with equipment that is generally available in the open market. The primary requirement for the measurement of the OSU-2510-R product is that the spectrum analyzer contain a time gating function to facilitate the measurement of the channel power and emissions mask. The time gating function is configured to only allow the spectrum analyzer to sweep when the transmitter is active. Measurements performed on the OSU-2510-R product were performed with an Agilent E4440A spectrum analyzer with the time gating capability. The Expedience system protocol utilizes all sub-channel carriers on each transmission burst. The Expedience system protocol does not make use of subchannelization. All carriers are utilized for each transmission. The Expedience system protocol does not allow for a mixed transmission within a single burst, i.e. all data within a single burst or transmission is one modulation type (4-QAM, 16- QAM, or 64-QAM). The same modulation is transmitted for the entire burst. To facilitate the product development, a test mode configuration was developed. The test mode allows for the selection of channel frequency, modulation bandwidth, and modulation type (4-QAM, 16-QAM, 64-QAM, ...). Within the test mode, a pseudo random bit sequence is used to generate the transmitted data. Emissions measurements (conducted and radiated) were also completed for both modulation bandwidths that are requested on the 731 form. Additional information on the system and modulation can be found in the section 13 Technical Description document. Regards, Tim Blom
From: Blom Timothy-FXB436 [mailto:[email protected]] Sent: 05/14/2007 3:07 PM To: [email protected] Subject: RE: kdb306386 PBA via email; ongoing KDB-submit system issues Hi Dennis, I have always applied the MPE information to our products as a result of the information contained in 1.1307 which states: From this it appears that all BRS/EBS products need MPE notification actually listed on the product itself. I concede that the 2.1091 specifications may not apply as this is a "fixed" product. My intent of listing 2.1091 within the documents is to provide an FCC reference to the 20 cm requirement and to ensure that the device is installed such that the MPE requirements are considered during installation and will be met during operation. Should I provide new documents that do not contain references to 2.1091? Regards, Tim Blom

Expedience system operates as a Time Division Duplex (TDD) product with a Time Division Multiplex (TDM) frame structure. The OSU-2510-R product is able to transmit a time division duplex (TDD) signal up to a maximum 14.29 % transmit duty cycle. To measure the RF Exposure, the OSU transmitter is enabled in test mode and set to the maximum power level. Measurements are performed at the low, mid, and high channels of each channel bandwidth, using the maximum transmitter duty cycle and both antenna polarizations. Modulation was set to 4 QAM. The model 83A probe employs three orthogonally-oriented thin-film thermoelectric arrays. This type of probe exhibits extremely good adherence to square-law characteristics such that the DC output from the thermocouple is proportional to the square of the electric field strength. The recorder output from the RAHAM meter is applied to the Fluke DVM. The DC level of the Recorder Output is recorded and then converted to the corresponding maximum permissible exposure value. The recorder output at a full scale reading is 124 mV. The measurements performed for this report utilize the 2 mW/cm 2 setting of the RAHAM instrument. 8.3 General Information The Motorola, Inc. Expedience OSU-2510-R transmitter can apply 2 watts of RF power, within a channel, to the integral antenna in the 2496-2690 MHz band. The OSU-2510-R has a maximum transmit duty cycle of 14.29 % and is based on a TDM frame (see test information at end of this report). The vertically polarized antenna has 13 dBi of gain. Therefore, the maximum radiated transmit power would be: 14.29% Transmit Duty Cycle: Pmax = Ptx(dBm) + G(antenna(dBi)) - 10*log(duty cycle)(dB) Pmax = 33 + 13 - 10*log(0.1429) = 33 + 13 - 8.45 Pmax = 37.55 dBm EIRP = 5.688 Watts EIRP The horizontally polarized antenna has 12.2 dBi of gain. Therefore, the maximum radiated transmit power would be: 14.29% Transmit Duty Cycle: Pmax = Ptx(dBm) + G(antenna(dBi)) - 10*log(duty cycle)(dB) Pmax = 33 + 12.2 - 10*log(0.1429) = 33 + 12.2 - 8.45 Pmax = 36.75 dBm EIRP = 4.7315 Watts EIRP Section 8 FCC ID: PHX-OSU510R RF Exposure Information Motorola, Inc., NextNet Wireless Product Group 2900 County Rd 42 W Burnsville, MN 55337 Page 4 of 8 4/10/2007 8.4 Calculations The following calculations can be used to determine the distance from the transmitting antenna that must be maintained to ensure that the exposure limit as defined in Table 1 of part 1.1310 (B) Limits for General Population / Uncontrolled Exposure. The formula for the following calculations are found in the OET Bulletin 65, edition 97-01 August 1997, “Evaluating Compliance with FCC Guidelines for Human Exposure to Radio Frequency Electromagnetic Fields”. The maximum power level from the previous calculations will be used. S = EIRP/4 πR 2 or R = (EIRP/4 πS) 0.5 2496-2690 MHz Band: S=1 mW/cm 2 R=20 cm EIRP = 5.688 W EIRP = 5.688 W EIRP = 5688 mW EIRP = 5688 mW S = 1 mW/cm 2 R = 20 cm R = (5688/(4*π*1)) 0.5 S = 5688/(4*pi*20 2 ) R = 21.2753 cm S = 1.1316 mW/cm 2 Calculated safe distance from the transmitting antenna is 21.27 cm for a point source radiation element, or the maximum field strength for a point source radiation element at 20 cm would be 1.1316 mW/cm 2 . The Motorola OSU uses a four element patch array antenna. The RF power supplied to each patch is one quarter the total power that would be supplied to a single radiating antenna as described in Bulletin 65. Because the transmitted power is distributed over a larger area, the actual signal at 20 cm will be less than the calculated value. A measurement of the signal strength at 20 cm is detailed below. The measured values of “S” have been adjusted to include the current calibration factor of the radiation hazard meter. Measurement calculations: DC voltage recorded = 33.5 mV Convert dc level to Sdc = (33.5 mV * 2 mW/cm 2 ) / 124 mV = 67 mVmW/cm 2 / 124 mV = 0.54 mW/cm 2 Apply the calibration factor S = Sdc*CF = 0.54 mW/cm 2 * 1.33 S (MPE level) = 0.72 mW/cm 2 Section 8 FCC ID: PHX-OSU510R RF Exposure Information Motorola, Inc., NextNet Wireless Product Group 2900 County Rd 42 W Burnsville, MN 55337 Page 5 of 8 4/10/2007 Test Results: OSU Vertically Polarized Antenna (20 cm From OSU Case) Channel Frequency (MHz) Channel Bandwidth (MHz) Max S (mW/cm 2 ) 2499 6.0 0.69 2593 6.0 0.88 2687 6.0 0.71 2499 5.5 0.69 2593 5.5 0.90 2687 5.5 0.69 OSU Horizontally Polarized Antenna (20 cm From OSU Case) Channel Frequency (MHz) Channel Bandwidth (MHz) Max S (mW/cm 2 ) 2499 6.0 0.62 2593 6.0 0.71 2687 6.0 0.58 2499 5.5 0.58 2593 5.5 0…

The same modulation is transmitted for the entire burst. To facilitate the product development, a test mode configuration was developed. The test mode allows for the selection of channel frequency, modulation bandwidth, and modulation type (4-QAM, 16-QAM, 64-QAM, ...). Within the test mode, a pseudo random bit sequence is …
