In addition, the maximum frequency we tested in radiated emissions was 18GHz, the noise level of harmonic under 18GHz frequencies were extremely low.

Dear Timothy, Sorry I missed that. I have checked the test data for this project, and found we did test both peak and average of radiated measurement data over 1000 MHz for the EUT. But I did not show the average test data on the report because we have so limited experience on such devices that we did not know both (peak and average) needs to be on the report.
