----- Original Message ----- From: Mike Kuo To: SunHee Kim (HCT) Sent: Saturday, March 22, 2008 3:25 AM Subject: FW: PANTECH&CURITEL COMMUNICATIONS, INC., FCC ID: PP4PX-700, Assessment NO.: AN08T7717, Notice#1 Dear Sun Hee: Question #1: Based upon section 4 of Part 22/24 test report, all tests were performed with RC3/SO55 and stated at this mode of operaiton, EUT gererates the highest output power based upon pre-scan result as documented. However, as indicated in the output power measurement table in section 4, RC3/SO55 is not the highest output power. Test report refers to " SAR measurement for 3G procedures ", please note, SAR measurement is concerning the average output power but Part 22/24 test requirements are focusing on the peak oupput power. From the power table, 1xEVDO Rev.0 demonstratesd the higher output power by compariing to RC3/SO55. Please provide your engineering rational in selecting RC3/SO55 for final compliance tests but not 1xEVDO. ==> Please find the attached Part 22/24 Test Report on p. 14-15 of 49. <File name: D_RF REPORT_UM175_ Rev.1> ERP/EIRP testing in 1xEVDO mode was already performed. But we missed adding these data into the Test Report. As you can find, ERP/EIRP test result in EVDO mode is less than the CDMA mode. Question #2: Based upon 99% bandwidth measurement, the emission designator for Part 22 Celluarl CDMA should be 1M28F9W and Part 24 PCS CDMA should be 1M30F9W. I have made necessary changes on the TCB application form. Above emisison designator will be used while issuing the grant. ==> Please find the revised Part 22/24 Test Report on p. 1 of 49. <File name: D_RF REPORT_UM175_ Rev.1> Question #3: Page 12 of user manual mentioned this USB data modem will be shipped with USB extension cable. By using this USB extension cable, it can boost the ouput power and improve RF performace. By reviewing the Part 22/24 test report and test setup photos, such USB extension cable was not included in the final compliance investigation. Please explain and / or provide additional test data to verify the ouput power when this USB extension is used. ==> Please find the attached Part 22/24 Test Report on p. 14-15 of 49. <File name: D_RF REPORT_UM175_ Rev.1> We performed the additional test using the USB extension cable. Question #4: Page 25 of user mnaual, the SAR value listed does not agree with highest measured SAR values for Cellular and PCS band. Please note: measured SAR values are not required to be listed in the user manual. However, if such values are listed in the user manual, those values must be in agreement with the SAR measurement report. Please provide revised user manual with correct SAR values. ==> Please review the revised User Manual on page 25. <File name: N_HW_User's Manual_PP4PX- 700_Rev.1> Question #5: The FCC ID number listed in the turn up procedures does not agree with the FCC ID number for this filing. Please provide revised turn up procedures. ==> Please find the attached file. <File name: Q_Tune-Up Procedure_PP4PX-700_Rev.1> Best Regards Mike Kuo The items indicated above must be submitted before processing can continue on the above referenced application. Failure to provide the requested information within 30 days of the original e-mail date may result in application dismissal and forfeiture of the filing fee. INTRODUCTION The FCC has adopted the guidelines for evaluating the environmental effects of radio frequency radiation in ET Docket 93-62 on Aug. 6, 1996 to protect the public and workers from the potential hazards of RF emissions due to FCC-regulated portable devices. The safety limits used for the environmental evaluation measurements are based on the criteria published by the American National Standards Institute (ANSI) for localized specific absorption rate (SAR) in IEEE/ANSI C95.1-2005 Standard for Safety Levels with Respect to Human Exposure to Radio Frequency Electromagnetic Fields, 3 kHz to 300 GHz. 1992 by the Institute of Electrical and Electronics Engineers, Inc., New York, New York 10017. The measurement procedure described in IEEE/ANSI C95.3-1992 Recommended Practice for the Measur…

Output power listed is ERP for Part 22 and EIRP for Part 24. This device has been tested with specific integral antenna for SAR compliance in multiple notebook computers and can be used in notebook computers with substantially similar physical dimensions, construction, and electrical and RF characteristics. Compliance of this device in all final host configurations is the responsibility of the Grantee. End-users must be provided with specific information required to satisfy RF exposure compliance for the final host device. The antenna(s) used for this transmitter must not be co located or operating in conjunction with any other antenna or transmitter within a host device. The highest reported SAR values are: CDMA 800 (Part 22) body 0.789 W/kg; CDMA PCS (Part 24) body 0.904 W/kg.
