TRP/Cetecom bvba June 30, 2002 Federal Communications Commission 7435 Oakland Mills Rd Columbia, MD 21036 Re: Application Filing for FCCID:PZLMC9665CG2 Gentlemen: Gentlemen: Submitted herewith is an application for a Part 90 Land Mobile Transmitter operating in the frequency range of 440 to 490 MHz. This system is designed as a repeater to be used in conjunction with previously certified land mobile equipment manufactured by EADS. The repeater is designed to be transportable and is intended to provide a link between mobile users and a base station generally applicable in situations where communications links could not otherwise be established. The unit is designed as a "small suitcase package" and can be powered via external battery or via AC power when available. This equipment operates with a 12 kHz bandwidth and is subject to a spectral efficiency requirement. A description of the modulation characteristic discussing how the unit meets the spectral efficiency requirement has been submitted with the file together with the confirmation from the FCC that the explanation is shows the requirement is met. If there are any questions please contact me at the address above or via telephone at 410 531 3439 or email at [email protected]. Sincerely, Phillip Inglis Consultant 14085 Howard Rd Dayton, MD 21036

RF Exposure Info

July 15, 2002 LANGUAGE FOR APPROVAL BY EDSN. DISTANCES BELOW ARE NOMINAL AND MAY BE ADJUSTED AFTER RECEIVING SAR REPORT. FCC RF Exposure Compliance Requirements for Occupational Use Only: This Radio has been evaluated and found to comply with the Federal Communications Commission (FCC) RF exposure limits for Occupational Use/Controlled exposure environment. In addition, it complies with the following Standards and Guidelines: ◊ FCC 96-326, Guidelines for Evaluating the Environmental Effects of Radio Frequency Radiation. ◊ FCC OET Bulletin 65 Supplement C, Evaluating Compliance with FCC Guidelines for Human Exposure to Radio Frequency Electromagnetic Fields. ◊ ANSI/IEEE C95.1-1992, IEEE Standard for Safety Levels with Respect to Human Exposure to Radio Frequency Electromagnetic Fields, 3 kHz to 300 GHz. ◊ ANSI/IEEE C95.3-1992, IEEE Recommended Practice for the Measurement of Potentially Hazardous Electromagnetic Fields - RF and Microwave. 1. This radio is restricted to occupational use, work related operations only where the radio operator must have the knowledge to control its RF exposure conditions. 2. RF Exposure Info

RF exposure instructions Pursuant to Title 47 CFR Part 2 of the FCC Rules and Regulations, this equipment is subject to the radio frequency radiation exposure requirements specified in Section 2.1091 or 2.1093, as appropriate. The EADS repeater is intended to be located such that it will relay messages from a mobile unit located in an area that would otherwise be unserved due to lack of coverage by the base station. EADS certifies that it has determined that the configuration meets the RF hazard requirements applicable to this equipment, as specified in Section 1.1310, operating under the authority of 47 CFR Part 90 of the FCC Rules and Regulations. This determination is dependent upon installation, operation and use of the equipment in accordance with all instructions provided. The EADS system is defined by the FCC Rules as a mobile device which according to FCC definitions means that the device is designed to be used in other than fixed locations and generally in such a way that a separation distance of at least 20 cm (8 inches) is normally maintained between the transmitter's antenna and the body of the user or nearby persons. It is designed for use by knowledgeable individuals in an occupational/controlled environment. Pursuant to Section 1.1310, the applicable MPE limit is f/300 or 1.46 mW/cm 2 . The following calculations show the determination of compliance with the FCC Rules. The power output of the unit is 19.3 watts. The manufacturer specifies an omnidirectional rod antenna shall be used with 0 dBi gain. MPE calculated energy level: Using 19.3 Watts EIRP, 33 cm separation distance, the calculated power density computed by dividing the EIRP by the surface area of a sphere of 33 cm radius is 1.41 mW/cm 2 . This level is below the compliance level for occupational controlled exposure requirements. The unit is provided with a 7.5 meter antenna cable and is provided with instructions to locate the antenna such that at least 33 cm separation distance will be maintained by any individuals that may be in the vicinity of the repeater. Based on the above, EADS certifies that the FCC requirements for mobile MPE limits for RF Exposure are met by their product.

We start at 1 m high with vertical receiving antenna and rotate the dish continuously. During rotation we use the antenna lift system to vary the hight from 1 to 4 m. So thus we find maximum radiation output. At this points we do manual remeasurements. After this we do the same measurements in horizontal position of the receiving antenna. This (horizontal and vertical) is made for all the three planes of the test sample. We use the maximum received results. The detector function and selection of bandwidth are according ANSI C63.2-1996 item 8.2.1 and ANSI C63.4-1992 Item 4.2. Antennas are conform with ANSI C63.2-1996 item 15. 150 kHz - 30 MHz: Quasi Peak measurement, 9kHz Bandwidth, passive loop antenna. 30 MHz - 200 MHz: Quasi Peak measurement, 120KHz Bandwidth, biconical antenna 200MHz - 1GHz: Quasi Peak measurement, 120KHz Bandwidth, log periodic antenna 1GHz: Average, RBW 1MHz, VBW 10 MHz, wave guide horn Tx: All measurements was done based on ANSI C63.4. 2.1Summary of test results No deviations from the technical specification(s) were ascertained in the course of the tests performed.
